To get a driver’s license in Oklahoma, you need proof of identity, your Social Security number, two documents proving Oklahoma residency, and proof of lawful presence in the United States. You also have to pass a vision screening, a written knowledge test, and a behind-the-wheel skills exam. A four-year Class D license costs $42.50, and you can complete the process at any Service Oklahoma location or licensed tag agency. How much preparation you need depends mostly on your age, because Oklahoma phases in driving privileges for anyone under 18.
Documents to Bring to the Counter
Missing paperwork is the single most common reason people get turned away. Gather everything before you go.
- One proof of identity: a certified birth certificate or valid U.S. passport. Hospital keepsake certificates and photocopies are not accepted.1Service Oklahoma. REAL ID Checklist
- Your Social Security number. You do not need the physical card; Service Oklahoma verifies the number directly with the Social Security Administration.2Transportation Security Administration. REAL ID Frequently Asked Questions
- Two proofs of Oklahoma residency showing your name and physical street address. Utility bills, lease agreements, mortgage statements, and credit card statements all work. A P.O. box does not.1Service Oklahoma. REAL ID Checklist
- Proof of lawful presence. A birth certificate or U.S. passport covers citizens; non-citizens must bring valid immigration documentation.3Legal Information Institute. Oklahoma Administrative Code 670-15-1-3 – Procedures for Obtaining an Initial Driver License
- Name change documents if the name you want on your license differs from the one on your identity document. A certified marriage certificate, divorce decree, or court order connecting the names will work.
Everything must be an original or certified copy. Photocopies and notarized copies are not accepted. Applicants under 18 may need a parent or legal guardian to sign the application.
Age and Graduated Licensing
Oklahoma runs a three-stage graduated system, so what you can apply for depends on how old you are.
At 15, you can apply for a learner permit only if you are enrolled in an approved driver education course. Permit holders may only drive between 5:00 a.m. and 10:00 p.m., and a licensed driver at least 21 years old has to sit beside you at all times.4Service Oklahoma. At 16, you can apply for a learner permit without driver education. If you have held a permit at least 180 days and passed every part of the exam, you can move up to an intermediate license. The intermediate license still limits you to driving between 5:00 a.m. and 10:00 p.m. unless you are traveling to or from work, school, school activities, or church activities. Outside those exceptions, you need a licensed adult at least 21 in the seat beside you after 10:00 p.m. You are also limited to one passenger, unless every passenger lives in the same household as your parent or legal guardian, or a licensed driver 21 or older is with you.5Justia Law. Oklahoma Statutes Title 47-6-105v2 – Graduated Class D Licenses
At 18, you qualify for a standard Class D license with no graduated restrictions.6Justia Law. Oklahoma Statutes Title 47-6-103 – Persons Not to Be Licensed – Appeal
Vision, Written, and Driving Tests
The vision screening comes first. Oklahoma law requires every applicant to demonstrate adequate eyesight for safe driving, and if you need corrective lenses to pass, your license will carry a restriction requiring you to wear them when you drive.7Justia Law. Oklahoma Statutes Title 47-6-110v1 – Examination of Applicants
The written knowledge test has 20 multiple-choice questions covering Oklahoma traffic laws, road signs, and safe driving. You need 15 correct to pass.8Service Oklahoma. Written Knowledge Test All questions come from the official Oklahoma Driver’s Manual, available free on the Service Oklahoma website. Sign identification trips up a lot of applicants who only skimmed the manual.
The driving skills test comes last. An examiner rides with you in real traffic while you handle basic maneuvers, lane changes, turns, and traffic signals. You have to bring a vehicle that is registered, insured, and in safe operating condition. If you fail, you can retake the test up to three times with at least one day between attempts. After a third failure, you wait 30 days before your fourth try, and any additional retakes are limited to once every 30 days.9Service Oklahoma. New Driver License
What It Costs and What You Get
A four-year Class D license is $42.50: a $4.00 application fee plus a $38.50 license fee. An eight-year license runs $81.00. Older drivers pay less. The license fee drops to $21.25 at 62, $17.50 at 63, $13.75 at 64, and is free at 65 and older.10Service Oklahoma. Digital Driver License Classes and Fees
Non-citizens receive a license that expires on the earlier of the four- or eight-year term you choose, or the expiration of your immigration authorization.11Justia Law. Oklahoma Statutes Title 47-6-115 – Expiration and Renewal of Driver Licenses
Before you leave, the counter captures your photo and signature and hands you a temporary paper license. Your permanent card arrives by mail in two to three weeks from the state’s secure printing facility. Confirm the mailing address on file, because there is no way to redirect the card once it ships.
REAL ID or Standard License
Oklahoma offers two versions of the same license. A REAL ID-compliant license has a star in the upper right corner. Since May 7, 2025, federal agencies require REAL ID-compliant identification to board domestic flights and enter certain federal buildings.12Transportation Security Administration. REAL ID A standard license without the star still works for driving, voting, and everyday identification.1Service Oklahoma. REAL ID Checklist The documents overlap almost completely, and there is no extra fee for the REAL ID, so if you have the paperwork with you, getting the compliant version in the same visit is the practical choice.
Transferring a License From Another State
If you already hold a valid license from another state, or one that expired six months ago or less, Oklahoma will transfer it without requiring you to retake the written or driving tests, provided your driving record meets the state’s standards.13Service Oklahoma. Transfer a Driver License If the license has been expired longer than six months, expect to test as a new applicant.
Bring one proof of identity, one proof of lawful presence, your out-of-state license, your Social Security number, and one proof of Oklahoma residency (two if you want the REAL ID). The fee is the same $42.50 for four years or $81.00 for eight.13Service Oklahoma. Transfer a Driver License Oklahoma checks the National Driver Register for outstanding suspensions or revocations in other states before issuing your license, and you will need to clear anything that shows up with the reporting state first.
Insurance Before You Drive
A license alone does not make you legal on the road. Oklahoma requires every registered vehicle owner to carry liability insurance at all times. The state minimum is $25,000 for bodily injury per person, $50,000 per accident, and $25,000 for property damage.14Justia Law. Oklahoma Statutes Title 47-7-601 – Liability Requirements You will show proof when you register a vehicle, and law enforcement can ask for it during any stop. Driving without coverage can bring fines, license suspension, and vehicle impoundment.
