What Do Federal Income Taxes Pay For? Healthcare, Defense, Debt

Federal income taxes flow into the U.S. Treasury’s General Fund, and Congress spends that pool mostly on healthcare programs, national defense, and interest on the national debt. Individual income taxes generated about $2.66 trillion in fiscal year 2025 and cover roughly half of all federal revenue. The rest comes from payroll taxes, corporate income taxes, excise taxes, and borrowing. So when you ask what federal income taxes pay for, the answer is the General Fund portion of the federal budget — everything the government does that isn’t financed by a dedicated tax of its own.

Total federal spending is projected at roughly $7.4 trillion for FY2026, against a projected deficit of $1.9 trillion. That gap is filled by borrowing, which is why interest itself has become one of the biggest expenses your income taxes cover.

Healthcare Programs

Healthcare is the single largest claim on income tax dollars, and nothing else comes close. The Department of Health and Human Services accounts for roughly 27.8 percent of all federal spending.1USAspending. Government Spending Explorer Most of that runs through Medicare and Medicaid.

Medicare Part A, which covers hospital stays, comes from its own payroll tax and trust fund, not income taxes. But Medicare Part B (outpatient and physician services) and Part D (prescription drugs) draw heavily from the General Fund. For FY2026, the General Fund contribution to Part B alone is an estimated $464.8 billion, with another $127 billion going to Part D. Beneficiary premiums cover only about 25 percent of Part B costs; income tax revenue covers the rest.2Centers for Medicare and Medicaid Services. FY 2026 Congressional Justification

Medicaid, established under Title XIX of the Social Security Act, provides healthcare to low-income individuals, with the federal government matching state spending at varying rates.3Social Security Administration. Social Security Act Title XIX – Grants to States for Medical Assistance Programs Combined federal spending on Medicaid and the Children’s Health Insurance Program reached $691 billion in FY2025. Public health agencies like the CDC also draw congressional appropriations from the General Fund.

National Defense

Defense is the largest single item in the discretionary budget. The Department of Defense accounts for about 22.3 percent of all federal spending. For FY2026, the administration identified roughly $1.01 trillion for overall national defense, including $892.6 billion in discretionary funding and $119.3 billion in mandatory funding.4Congress.gov. That money pays for the salaries of approximately 1.33 million active-duty service members and about 770,000 National Guard and reserve personnel. It also covers installations worldwide, weapons procurement, equipment maintenance, and technology upgrades. Income taxes fund international security assistance under the Foreign Assistance Act as well, which authorizes financial aid and military training for allied nations.5govinfo. 22 U.S.C. 2151 – Foreign Assistance Act of 1961 Federal cybersecurity work, including the Cybersecurity and Infrastructure Security Agency within DHS, is funded through the same General Fund pool.

Interest on the National Debt

This is the category that buys the public nothing new. As of early 2026, the national debt stands at approximately $38.4 trillion.6Joint Economic Committee. Net interest costs are projected to exceed $1 trillion in FY2026, up from $970 billion in 2025. The Department of the Treasury accounts for roughly 19.6 percent of all federal spending, and the vast majority of that is interest.1USAspending. Government Spending Explorer For every dollar of income tax you pay, roughly 20 cents goes to servicing debt already incurred. That share now rivals defense spending in size.

Safety Net Programs

A significant share of income tax revenue funds programs designed to keep people above the poverty line. Some run through the tax system itself. The Earned Income Tax Credit is a refundable credit for lower-income workers, meaning if the credit exceeds what you owe, the IRS sends you the difference.8Office of the Law Revision Counsel. 26 USC 32 – Earned Income The Child Tax Credit works similarly, currently set at $2,200 per qualifying child for 2026 after being increased from $2,000 by the One Big Beautiful Bill Act.

The Supplemental Nutrition Assistance Program cost the federal government roughly $102 billion in FY2025. Unemployment insurance is largely funded by state-level employer payroll taxes, but federal income tax revenue covers administrative costs and extended benefits during downturns. Housing assistance through HUD, including Section 8 vouchers and public housing maintenance, comes from annual General Fund appropriations. These programs tend to expand automatically during recessions as more people qualify.

Veterans Services

The Department of Veterans Affairs operates one of the largest healthcare systems in the country. Its budget has grown substantially in recent years due to expanded eligibility under the PACT Act, which extended benefits to veterans exposed to toxic substances. The total FY2026 budget request for the VA is approximately $441 billion across all funding sources. That covers medical care for an anticipated 7.7 million patients, disability compensation, education benefits like the GI Bill, and housing loan guarantees.

Infrastructure, Research, and Education

Federal income taxes pay for the physical systems the country runs on. The Department of Transportation receives General Fund appropriations, alongside Highway Trust Fund revenue from fuel taxes, to build and repair interstate highways, bridges, and mass transit. The $42.45 billion Broadband Equity, Access, and Deployment program, funded through the Infrastructure Investment and Jobs Act, is directing federal dollars toward expanding high-speed internet in underserved areas.9National Telecommunications and Information Administration. Broadband Equity, Access, and Deployment (BEAD) Program

Scientific research is another major beneficiary. The National Institutes of Health funds medical research on everything from cancer treatments to infectious disease. NASA and the National Science Foundation conduct and fund basic research that often has no immediate commercial application. These agencies operate on annual appropriations that Congress must renew each year.

Federal education spending includes Pell Grants for lower-income college students, with a maximum award of $7,395 for the 2026 award year, and Title I funding for K-12 schools serving disadvantaged communities. The Department of Education’s budget is modest compared with healthcare or defense but still represents billions in annual General Fund spending.

Courts and Law Enforcement

The federal judiciary, governed by Title 28 of the U.S. Code, operates entirely on appropriated funds from the General Fund. That covers salaries for federal judges and court staff, the operation of district and appellate courts, and the administrative machinery that keeps the federal legal system running.10Office of the Law Revision Counsel. 28 U.S.C. 361 – Reimbursement of Expenses Federal law enforcement agencies like the FBI, DEA, ATF, and U.S. Marshals Service all draw their operating budgets from income tax revenue through the Department of Justice’s annual appropriation. So does the Bureau of Prisons, which incarcerates roughly 150,000 federal inmates at a cost of tens of thousands of dollars per prisoner each year.

What Income Taxes Don’t Pay For

Knowing what income taxes fund matters, but so does knowing what they don’t. Social Security is the most common source of confusion. Monthly retirement and disability checks come from the Social Security Trust Fund, financed by a dedicated 6.2 percent payroll tax on both employers and employees, up to a taxable maximum of $176,100 in 2025.11Social Security Administration. How Is Social Security Financed? Your income tax return and your Social Security withholding are separate systems.

Medicare Part A (hospital insurance) is similarly funded by its own payroll tax of 1.45 percent on employees and employers, not from income taxes. Highway construction is largely funded by federal fuel excise taxes deposited into the Highway Trust Fund, though General Fund transfers have supplemented it in recent years. The Postal Service operates on revenue from postage and services, not tax appropriations.
