Federal student loan forgiveness through Total and Permanent Disability (TPD) discharge is not tied to a list of specific diagnoses, so the question of what disabilities qualify for student loan forgiveness comes down to a functional test: any physical or mental condition that prevents you from doing substantial paid work and is expected to result in death, has already lasted at least 60 continuous months, or is expected to last at least 60 continuous months.1Federal Student Aid. Total and Permanent Disability (TPD) Discharge Application The Department of Education doesn’t keep a list of qualifying conditions. It looks at severity, expected duration, and how the condition limits your ability to earn a living.
In practice, this covers a wide range of situations: degenerative diseases, severe mental health disorders, traumatic brain injuries, advanced cancers, autoimmune conditions, and many others. A diagnosis name alone does not approve or deny you. What the Department wants to see is that your condition meets the duration requirement and keeps you from working.
The “Substantial Gainful Activity” Standard
The phrase that controls eligibility is “substantial gainful activity,” which means significant physical or mental work done for pay or profit. You do not have to be bedridden or completely unable to function to qualify. If your condition prevents you from performing the kind of work that earns a living, you may meet the standard. The definition is broader than many borrowers assume, and it is the reason the program covers so many different conditions without naming any of them.
Two pieces have to be true at once. The condition has to be serious enough that you cannot sustain gainful work, and it has to be long-lasting: either expected to end in death, already five years running, or expected to last at least five years going forward. A severe but short-term injury that will heal in two years does not qualify, even if you cannot work during that time. A chronic condition that lets you do some light activity but not hold down a job can qualify, if a medical professional will say so.
The Three Ways to Prove You Qualify
Whether a given disability “qualifies” is really a question about which of three documentation paths will accept it. The paths have different standards, so a condition that falls short on one route may clear the bar on another.2Federal Student Aid. Veterans Affairs Disability Rating
If the VA has rated you with a service-connected disability that is 100% disabling, or has classified you as totally disabled based on an individual unemployability determination, you qualify.2Federal Student Aid. How To Qualify and Apply for Total and Permanent Disability (TPD) Discharge This is the cleanest path. The VA’s rating itself is the proof; the Department of Education doesn’t second-guess it, and veterans who qualify this way are exempt from the post-discharge monitoring period that applies to other borrowers.3Federal Student Aid. Social Security Disability Documentation
If you receive Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI), you can qualify based on your SSA notice of award or Benefits Planning Query, but only if the timing of your continuing disability review lines up with the Department’s rules. One of three things has to be true:
- Your next continuing disability review is scheduled five to seven years from your most recent SSA disability determination.
- Your review is scheduled at three years, but the established onset date of your disability is at least five years before you apply for TPD discharge.
- You qualify under an SSA compassionate allowance, which fast-tracks claims for conditions so severe that eligibility is essentially presumed.
If your SSA paperwork shows a short review cycle and a recent onset date, this path probably will not work for you.1Federal Student Aid. Total and Permanent Disability (TPD) Discharge Application That doesn’t mean your disability doesn’t qualify; it means you likely need to document it through a physician instead.
Physician Certification
If you don’t have a VA rating or qualifying SSA documentation, a licensed medical professional can certify your disability directly on the TPD application. Authorized professionals include doctors of medicine, doctors of osteopathic medicine, nurse practitioners, physician assistants, and psychologists certified at the independent practice level.4Federal Student Aid. Total and Permanent Disability Discharge Info for Medical Professionals The provider has to certify that your condition prevents you from engaging in substantial gainful activity and meets the duration requirement.
This is the most flexible path and the most important one to understand, because it does not depend on any outside agency having classified you a certain way. Many borrowers with severe conditions have never applied for SSDI and were not injured in military service. For them, the physician’s certification is the whole case. Expect some medical offices to charge a small administrative fee, often $25 to $35, for completing the paperwork. Your provider submits the certification electronically as part of your application.
Conditions That Get Fast-Tracked
A few categories move almost automatically. An SSA compassionate allowance applies to conditions so severe that the Social Security Administration flags them for expedited approval, and a compassionate allowance alone satisfies the TPD standard. A 100% VA disability rating does the same work on the veterans’ side. If either applies to you, the eligibility question is essentially settled; the remaining work is procedural.
Many borrowers in these categories do not need to apply at all. Since 2019 for veterans and September 2021 for SSA beneficiaries, the Department of Education has run quarterly data matches to identify eligible borrowers and discharge their loans automatically.5Federal Student Aid Partners. Loans the Program Covers
TPD discharge applies to Direct Loans, Federal Family Education Loans (FFEL), Perkins Loans, and TEACH Grant service obligations.7Edfinancial Services. Complete List of Discharge Options Two situations fall outside the program and catch families off guard.
Parent PLUS loans can only be discharged based on the parent borrower’s disability, not the student’s. If the student the loan was taken out for becomes totally and permanently disabled, the parent is still responsible for repayment unless the parent independently qualifies. The one student-related exception is death: if the student dies, the Parent PLUS loan is discharged.8Federal Student Aid. Can a Direct PLUS Loan for Parents Be Discharged
Private student loans are not covered at all. No federal law requires private lenders to forgive loans when a borrower becomes disabled, even if that borrower qualifies for VA or SSA disability benefits. Some lenders offer hardship options or voluntary discharge, but any relief depends entirely on the loan contract and the lender’s policies. If you hold both federal and private loans, pursue TPD discharge for the federal portion and negotiate separately with each private lender.
What to Do If You Think You Qualify
Start at studentaid.gov/tpd-discharge, which is the application portal and will route you to the current servicer handling TPD claims.1Federal Student Aid. Total and Permanent Disability (TPD) Discharge Application Servicing for TPD applications transitioned to a new contractor in March 2025, so older guidance pointing you to a specific company may be out of date.9Federal Student Aid Partners. On the application, you select which documentation path you are using and upload the relevant records. For the physician path, you provide your provider’s email so they can complete their portion electronically.2Federal Student Aid. How To Qualify and Apply for Total and Permanent Disability (TPD) Discharge Once your application is in, collection activity stops. Your loans go into forbearance while the Department reviews the file, so no payments are due during that time. If you contact your servicer about your disability before you’ve submitted the application itself, the servicer must suspend collections for up to 120 days to give you time to file.
If the SSA route doesn’t fit your review schedule, don’t assume you are out of options. Reapplying through a physician’s certification is the most common way around that problem, because your provider can describe the severity and expected duration of your condition directly, without reference to anyone else’s review calendar.
