Full-time employment for PSLF means working an average of at least 30 hours per week for a qualifying employer, or across several qualifying employers combined. How the Weekly Average Works
You don’t need exactly 30 hours every week. The standard is an average across the period your employer is certifying. Combining Hours From Multiple Jobs

Every job in the total has to independently qualify. Ten hours at a nonprofit plus 20 at a for-profit does not count, even though the sum is 30.2Federal Student Aid. Teachers on Annual Contracts
Teachers and other employees who work a contractual period of at least eight months per year but are treated as annual employees get a favorable calculation. If you average 30 hours per week during your contracted period, you’re considered full-time for the full 12 months, summer included.2Federal Student Aid. Adjunct Faculty and the Credit-Hour Multiplier
Adjuncts and other non-tenure-track teaching faculty use a different math. The regulation converts credit or contact hours into equivalent weekly hours by multiplying each credit or contact hour taught per week by at least 3.35.1eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) Nine credit hours per week works out to about 30 equivalent hours (9 × 3.35 = 30.15). The multiplier is intended to account for prep, grading, and student meetings outside class.
Because many adjuncts don’t teach that many credit hours at any single school, hitting the threshold often means combining teaching loads at more than one qualifying institution.
The Employer Still Has to Qualify
Hours alone don’t make service count. The 30-hour standard only helps you if the hours are worked at an employer that qualifies for PSLF: federal, state, local, or tribal government (including U.S. military service); any 501(c)(3) nonprofit; or a non-501(c)(3) nonprofit that provides a qualifying public service such as public health, public education, emergency management, public safety, law enforcement, or public interest legal work.4Federal Student Aid. For-profit employers never qualify, whatever the work involves. A physician at a for-profit hospital, a social worker at a private staffing agency, and a teacher at a for-profit school all fall outside the program. The Department looks at who employs you, not what your job does. Early childhood education follows the same rule. Head Start programs and government-run preschools qualify, and nonprofit child care centers with 501(c)(3) status qualify. W-2 Employees and the Two Contractor Exceptions
You generally need to be a direct employee of the qualifying organization and receive a W-2 from it. Independent contractors who receive a 1099 do not qualify.2Federal Student Aid. Tackling the Public Service Loan Forgiveness Form: Employer Tips
Two narrow exceptions sit in the regulations. If a qualifying employer contracts with a payroll company that issues your W-2 on the employer’s behalf, you still qualify, because the qualifying employer remains your actual employer. And if state law prevents a qualifying employer from directly hiring for your position, you can qualify as a contracted employee.1eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) The most common example is physicians in states with corporate practice of medicine laws that bar hospitals from directly employing doctors; a physician working full-time at a qualifying nonprofit hospital in one of those states may qualify through a clinical privileges arrangement.
How Your Hours Get Documented
Your hours are reported on the PSLF form, which asks for your employment dates, your employer’s Employer Identification Number, and your average hours per week.7Federal Student Aid.
