A Credit Privacy Number gets you nothing legal. No federal agency issues or recognizes a CPN, no lender is required to accept one, and putting a CPN in the Social Security number field on a credit application is federal fraud that can send you to prison. The sales pitch, that you can use a nine-digit “credit privacy number” to apply for cards, loans, or an apartment without your real credit history following you, describes a crime.
What a CPN Actually Is
A CPN is a nine-digit number formatted to look like a Social Security number. Companies sell them to people with damaged credit and promise a clean slate.1Experian. What Is a Credit Privacy Number (CPN) That promise is false.
The only federally recognized identification numbers for individuals in financial transactions are Social Security numbers, issued by the Social Security Administration, and Individual Taxpayer Identification Numbers, issued by the IRS for people who must file taxes but don’t qualify for an SSN.1Experian. What Is a Credit Privacy Number (CPN) A CPN is neither. It has no official standing.2TransUnion. What Is a Credit Privacy Number (CPN)
Some sellers have moved on to pitching Employer Identification Numbers the same way, telling consumers they can use a business EIN to apply for personal credit. That is equally illegal. EINs exist for business tax reporting and were never designed for personal financial transactions.
Where These Numbers Come From
Sellers don’t generate CPNs from nothing. In most cases a CPN is a stolen Social Security number, taken from people least likely to monitor their credit: children, elderly individuals, and people who are incarcerated.1Experian. What Is a Credit Privacy Number (CPN) When you buy a CPN, you are usually buying a real person’s identity. If it belongs to a child, the fraud can run silently for years before the victim finds out, often when they apply for their first student loan.
Even a randomly generated CPN is illegal to use. Misrepresenting any number as your SSN on a credit application is a federal crime regardless of where the number came from.1Experian. What Is a Credit Privacy Number (CPN)
And most attempts get caught. The SSA switched to randomized SSN assignment in June 2011, but modern fraud detection goes well beyond the number itself. Lenders cross-reference names, dates of birth, and addresses against SSA and credit bureau records. The SSA also never assigns numbers starting with 000, 666, or 900 through 999, so any CPN using those prefixes fails on the first check.3Social Security Administration. The Federal Crimes a CPN Application Triggers
A single credit application submitted with a CPN can trigger charges under several overlapping federal statutes. Prosecutors rarely limit themselves to one when the facts support more.
False statements. Submitting a CPN in place of your SSN on a federally regulated financial form is a materially false statement, which covers credit applications, bank account openings, and loan documents. The maximum penalty is five years in federal prison.4Office of the Law Revision Counsel. 18 U.S. Code 1001 – Statements or Entries Generally
Identity document fraud. Using a fake or stolen identification number in financial transactions is a separate federal offense. If the CPN turns out to be someone else’s SSN, the charge escalates because you are now using another person’s means of identification. Penalties run up to 5 years for basic offenses and up to 15 years when government-issued identification documents are involved.5Office of the Law Revision Counsel. 18 U.S. Code 1028 – Fraud and Related Activity in Connection With Identification Documents, Authentication Features, and Information
Aggravated identity theft. When identity fraud occurs during another felony, prosecutors can add this charge, which carries a mandatory two-year prison term. That term runs consecutively to any other sentence. Courts cannot grant probation for it and cannot shorten the underlying felony to compensate.6Office of the Law Revision Counsel. 18 U.S. Code 1028A – Aggravated Identity Theft
Wire fraud. Almost every modern credit application is submitted electronically. Wire fraud carries a standard maximum of 20 years, which rises to 30 years and a $1 million fine when the fraud affects a financial institution. CPN fraud almost always targets banks or card issuers, so the enhanced range is usually on the table.7Office of the Law Revision Counsel. 18 U.S. Code 1343 – Fraud by Wire, Radio, or Television
Mail fraud. If any part of the scheme involves mailed documents, mail fraud applies on the same scale: up to 20 years ordinarily, or up to 30 years and $1 million when a financial institution is the target.8Office of the Law Revision Counsel. 18 U.S. Code 1341 – Frauds and Swindles
States also have their own identity theft and fraud laws, so the same conduct can produce both federal and state charges.1Experian. What Is a Credit Privacy Number (CPN)
These prosecutions do happen. In one Oklahoma case, a woman received a 12-month federal prison sentence for using CPNs to misrepresent her identity on credit applications.9U.S. Department of Justice. Oklahoma City Woman Receives a Year in Prison for Use of Credit Profile Numbers Larger schemes with multiple victims draw heavier sentences.
Criminal exposure isn’t the whole picture. Lenders and landlords who discover the fraud can sue for damages, and a fraud judgment damages the real credit history tied to your actual SSN. For noncitizens, fraud convictions can trigger deportation because fraud is widely treated as a crime of moral turpitude under immigration law.
The Sellers Are Breaking the Law Too
Part of the CPN pitch is that it comes from a “credit repair” company, which can make the arrangement feel legitimate. It isn’t. The federal Credit Repair Organizations Act specifically prohibits credit repair companies from advising a consumer to alter their identification for the purpose of hiding negative credit information.10Office of the Law Revision Counsel. 15 U.S. Code 1679b – Prohibited Practices That describes the CPN business exactly.
The same statute bars credit repair companies from collecting payment before they’ve delivered the promised service, and from making untrue or misleading claims about what they offer.10Office of the Law Revision Counsel. 15 U.S. Code 1679b – Prohibited Practices CPN sellers typically charge hundreds or thousands of dollars upfront and tell buyers that CPNs are legal and government-recognized. Each of those is a separate CROA violation before the number ever changes hands.
A related consequence worth knowing: because CPNs are so often stolen SSNs belonging to minors, children are heavily represented among the victims. Buying one does not just put you at risk, it often means someone else’s child will spend years untangling fraudulent accounts from their credit file.11Consumer Advice (Federal Trade Commission). If You Were Sold a CPN or Already Used One
If a company tried to sell you a CPN, or you paid for one as part of a credit repair package, report it to the Federal Trade Commission at ReportFraud.ftc.gov. The FTC uses these reports to build cases against scam operations and to warn other consumers.12Federal Trade Commission. How to Report Fraud at ReportFraud.ftc.gov
If you already submitted a CPN on an application, stop using the number immediately. Talk to a criminal defense attorney before taking any other step. Self-reporting carries legal risks that depend on your specific situation, and an attorney can look at what you did and advise you on what to do next. Continuing to use the number is the worst option. Lender and credit bureau fraud systems share data, and the time between first use and detection keeps shrinking.
Legitimate Ways to Rebuild Credit
The CPN pitch works because it targets people who feel stuck. Real alternatives exist, and none of them carry a federal fraud charge.
A secured credit card is the most common starting point. You put down a cash deposit, and the deposit becomes your credit limit. A $300 deposit means a $300 limit.13U.S. Bank. What Is a Secured Credit Card You use the card for small purchases, pay the balance on time each month, and the issuer reports those payments to the credit bureaus. After several months of on-time payments, many issuers will upgrade you to a regular card and return the deposit.14Equifax. What Is a Secured Credit Card and Does It Build Credit
A credit-builder loan runs in reverse. A lender places a small amount, typically $300 to $1,000, into a locked savings account. You make monthly payments against that amount for six to 24 months, each payment reports to the bureaus, and you receive the balance when you’ve paid in full. You build payment history and savings at once.
Becoming an authorized user on someone else’s card is another route if a family member with strong credit is willing. The card’s payment history often appears on your report once you’re added, and no credit check is required. The relationship cuts both ways, though. Late payments by either party can hurt both credit reports, so both people need to agree on how the account will be used.
Beyond these, on-time payment of every bill is the single largest factor in your score. Pull your credit reports once a year through AnnualCreditReport.com, check them for errors, and dispute anything that isn’t accurate. Rebuilding this way takes months, not days. The credit file you end up with is real, it’s yours, and it doesn’t come with the possibility of a prison sentence attached.
