What Can Federal Student Loans Be Used For? Tuition, Housing, Books

Federal student loans can be used for any expense your school includes in its official Cost of Attendance for the period you’re enrolled. That figure covers tuition and fees, housing, food, books and supplies, a personal computer, transportation, dependent care, and certain other education-related costs. When you sign the Master Promissory Note, you agree to spend the money only on authorized educational expenses at the school that approved your loan, and the Department of Education can demand immediate repayment of the full balance if you break that promise.1Federal Student Aid Partners. How the Money Actually Reaches You

Your school receives the disbursement from the Department of Education and applies it first to what you owe the school: tuition, fees, and any on-campus housing or meal plan charges.2Federal Student Aid. That refund is the money you use to pay rent off campus, buy groceries, cover a bus pass, or replace a worn-out laptop. Schools usually disburse loans in two installments per academic year, so the refund needs to stretch across the full payment period.

Tuition, Fees, and On-Campus Charges

Tuition and mandatory institutional fees are the most straightforward authorized expense. Per-credit-hour charges, technology fees, lab fees, and student activity fees all qualify.4Office of the Law Revision Counsel. 20 USC 1087ll – Cost of Attendance Because the school deducts these from your disbursement automatically, you rarely have to think about paying them separately — the issue only arises when your loan amount doesn’t cover the full bill.5Federal Student Aid Partners. Housing and Food

Federal law requires schools to include an allowance for food and housing for any student enrolled at least half-time.4Office of the Law Revision Counsel. 20 USC 1087ll – Cost of Attendance If you live in campus housing or use a campus meal plan, those charges come straight out of the disbursement. If you live off campus, the school builds a standard housing allowance into your Cost of Attendance based on local rents, and you receive that amount through your refund to spend on rent and utilities.6Federal Student Aid. The food allowance works the same way. The statute pegs it to the equivalent of three meals per day.4Office of the Law Revision Counsel. 20 USC 1087ll – Cost of Attendance It’s meant to cover groceries and reasonable eating, not restaurant meals every night.

Books, Supplies, and a Computer

Your Cost of Attendance includes an allowance for books, course materials, and supplies your program requires, based on what students in your degree track typically spend. Software subscriptions, online research databases, and specialized tools count.6Federal Student Aid. Cost of Attendance (Budget) – 2025-2026 Federal Student Aid Handbook

The statute also authorizes a reasonable allowance for renting or buying a personal computer you’ll use for your studies.4Office of the Law Revision Counsel. 20 USC 1087ll – Cost of Attendance A laptop for coursework fits; a gaming console or entertainment setup does not. If your program requires equipment beyond the default allowance, you can ask financial aid for an adjustment.

Transportation

The transportation allowance covers travel between school, home, and work. In practice, that means gas, public transit passes, parking permits, and routine vehicle maintenance and insurance tied to your commute.6Federal Student Aid. One firm limit: the transportation allowance cannot include the cost of purchasing a vehicle.6Federal Student Aid. Cost of Attendance (Budget) – 2025-2026 Federal Student Aid Handbook No down payments, no monthly financing installments, no purchase price. Operating a car you already own is fine. Buying one with loan money is not.

Dependent Care, Study Abroad, and Licensing Costs

Several categories qualify but often don’t show up in the default Cost of Attendance your school publishes. You may need to contact financial aid and provide documentation to have them added.

Disability-Related Expenses

Students with disabilities can have additional costs folded into their Cost of Attendance for services, personal assistance, specialized transportation, equipment, and supplies related to the disability. The expense must be reasonably incurred and not already covered by another agency such as vocational rehabilitation.6Federal Student Aid. Cost of Attendance (Budget) – 2025-2026 Federal Student Aid Handbook Sign language interpreting, specialized software, mobility equipment, and personal care attendants during school hours are the kinds of items this covers, and the allowance sits on top of your standard Cost of Attendance rather than replacing any of it.

What Federal Student Loans Cannot Pay For

If an expense isn’t in your Cost of Attendance, loan funds can’t cover it. The Master Promissory Note requires you to immediately repay any money not used for authorized educational expenses.1Federal Student Aid Partners.   • Buying a vehicle. Operating costs are allowed; the purchase price is explicitly excluded.
  • Paying off credit card debt or other consumer loans. Federal loan funds are for current educational expenses, not past obligations.
  • Vacations and entertainment. Spring break trips, concert tickets, and similar spending fall outside authorized costs.
  • Investments. Putting loan proceeds into stocks, cryptocurrency, or a business venture is not an educational expense.
  • Non-educational electronics. A laptop for coursework qualifies; a gaming system or smart TV does not.

The consequences of misuse are real. The Department of Education can accelerate your loan, making the entire unpaid balance due immediately.1Federal Student Aid Partners. For amounts over $200, penalties reach up to $20,000 in fines and five years in prison. For amounts of $200 or less, the maximum is a $5,000 fine and one year of imprisonment.7Office of the Law Revision Counsel. 20 USC 1097 – Criminal Penalties Prosecutions for small-dollar personal spending are uncommon, but the legal exposure exists, and loan acceleration on its own can be financially devastating.

Getting a Higher Cost of Attendance

If your real expenses exceed the standard Cost of Attendance your school uses, you may be able to have it raised. Federal law gives financial aid administrators the authority to adjust your Cost of Attendance on a case-by-case basis when you can document special circumstances, and schools cannot maintain a blanket policy of refusing all such requests or charge a fee to review your appeal.8Office of the Law Revision Counsel. 20 US Code 1087tt – Discretion of Student Financial Aid Administrators

Common grounds include unusually high medical expenses not covered by insurance, long-distance commuting costs, childcare beyond the default allowance, and program-specific equipment. Bring documentation: receipts, provider statements, or a written explanation of the situation. A computer purchase, for example, might need a receipt or a price estimate. Contact financial aid early in the term, because an adjustment only affects the current enrollment period.
