Passport endorsements are official statements the State Department prints on the designated pages near the back of a U.S. passport book. They define what the passport authorizes, limit how long it’s valid, link the bearer to another name, or flag a legal status that foreign officials need to see. Some are routine notations that make travel easier. Others carry serious consequences and can determine whether a foreign country lets you in at all.
Where Endorsements Appear and What They Do
An endorsement is printed text inside the passport itself, not a separate document. Foreign border officials read these notations to decide what entry privileges, immunities, or restrictions apply to you. Because the language is standardized and printed by the State Department, it carries the authority of the issuing government. Ignoring or misrepresenting an endorsement can get you refused entry.
Routine Endorsements You Might See
Name Variation (“Known As”)
If you use a name different from the legal name on your passport, the State Department can add a notation linking the two. A previous legal name you still use doesn’t require extra evidence. A professional or religious name does: you have to show you use both names openly and concurrently.1U.S. Department of State Foreign Affairs Manual. 8 FAM 403.1 Name Usage and Name Changes The endorsement lets a customs officer match your ticket to your passport without you having to carry separate paperwork explaining the difference.
Government Assignment
Federal employees traveling on official business carry passports with an assignment endorsement. Diplomatic passports print “THE BEARER IS ABROAD ON A DIPLOMATIC ASSIGNMENT FOR THE UNITED STATES GOVERNMENT,” while official (no-fee) passports print “THE BEARER IS ABROAD ON AN OFFICIAL ASSIGNMENT FOR THE UNITED STATES GOVERNMENT.”2U.S. Department of State Foreign Affairs Manual. 8 FAM 505.2 Passport Endorsements The single-word difference controls what immunities and entry privileges apply under international agreements. Family members of diplomatic personnel receive a variation that identifies them as traveling with someone on a diplomatic assignment, without naming the sponsoring employee.3U.S. Department of State. Second Passport Book
The State Department can issue a second passport book if your primary one is tied up in visa processing at an embassy, or if a foreign country would deny you entry because your passport contains stamps from a country it considers hostile. The second book is valid for a maximum of four years rather than the standard ten, and it carries an endorsement reading “THIS PASSPORT EXPIRES [DATE] AND WAS ISSUED BY THE DEPARTMENT OF STATE UNDER 22 CFR 51.2(b).”2U.S. Department of State Foreign Affairs Manual. 8 FAM 505.2 Passport Endorsements That language tells foreign officials the book is a supplementary document, not a replacement. Second passports cannot be extended; when the four years are up, you apply again.4U.S. Department of State. Applying for a Second Passport Book
Endorsements That Limit or Restrict the Passport
Limited Validity
Not every passport gets the standard ten-year term. Under federal regulation, the State Department can shorten the validity of any passport.5eCFR. 22 CFR 51.4 – Validity of Passports This tends to happen when someone has a history of lost or stolen passports, needs an emergency replacement abroad, or has outstanding federal obligations. A limited passport carries an endorsement showing the shorter expiration date. Once the underlying issue is resolved, the bearer can apply for a full-validity replacement.
Return Travel Only
In an emergency abroad, a U.S. consulate can issue a passport restricted to a single trip home. The endorsement reads “THIS PASSPORT IS VALID ONLY FOR RETURN TO THE UNITED STATES BEFORE [DATE]. IT CANNOT BE EXTENDED.” Consular officers set the shortest window needed to get the bearer to the United States.2U.S. Department of State Foreign Affairs Manual. 8 FAM 505.2 Passport Endorsements This is common when a stranded citizen receives a government repatriation loan and lacks a valid passport. After returning home, the bearer applies for a standard replacement.
Sex Offender Identifier
Federal law requires the State Department to print a unique identifier in the passport of any individual who is a registered sex offender convicted of an offense against a minor.6Office of the Law Revision Counsel. 22 USC 212b – Unique Passport Identifiers for Covered Sex Offenders The endorsement reads: “The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to 22 USC 212b(c)(1).”7U.S. Department of State. Passports and International Megan’s Law Covered individuals must surrender any passport that lacks the identifier, and the State Department can revoke passports that don’t contain it. Foreign countries use the marking when making their own entry decisions.
When You Won’t Get a Passport at All
Some legal situations don’t produce an endorsement; they produce a denial. It’s worth knowing the difference, because the fix is different too.
If you owe $2,500 or more in child support, you are not eligible to receive a U.S. passport. State child support agencies certify delinquent cases to the federal government, which blocks issuance until the debt is resolved.8U.S. Department of State. Pay Your Child Support Before Applying for a Passport There’s no expedited workaround. You clear the debt, then apply.
The IRS can also certify seriously delinquent tax debt to the State Department, which triggers passport denial or revocation. The statutory threshold starts at $50,000 and adjusts upward each year for inflation, and the debt must be legally enforceable with either a filed tax lien or an active levy.9Office of the Law Revision Counsel. 26 USC 7345 – Revocation or Denial of Passport in Case of Certain Tax Delinquencies A payment plan or a pending appeal generally keeps the certification from applying.
Federal regulations list additional grounds for denial or restriction: outstanding federal or state felony warrants, certain court-ordered travel restrictions, commitments to mental institutions, unpaid government repatriation loans, and active extradition requests.10eCFR. 22 CFR 51.60 – Denial and Restriction of Passports Most of these produce an outright denial rather than a printed endorsement.
How to Add, Change, or Correct an Endorsement
The form depends on what you’re changing and how old your current passport is. To correct a printing error or change your name within one year of issuance, use Form DS-5504. There’s no application fee for corrections or recent name changes, though you’ll pay the $60 expedite fee if you need faster turnaround.11U.S. Department of State. Application for a U.S. Passport for Eligible Individuals – DS-5504 If your passport was issued more than a year ago, you’ll use Form DS-82 to renew by mail (available if your most recent passport was issued within the last 15 years) or Form DS-11 to apply in person.12U.S. Department of State. Supporting documents must be originals or certified copies. Photocopies are rejected. For a name change, that means the marriage certificate, divorce decree, or court order that authorized the new name.13U.S. Department of State. Change or Correct a Passport You also submit your current passport so the updated information can be printed. Federal law requires your Social Security number on every passport application; leaving it off triggers a $500 IRS penalty on top of processing delays.14U.S. Department of State.
