The WAC processing center is the California Service Center, a U.S. Citizenship and Immigration Services facility that decides immigration petitions on the papers, without in-person interviews. WAC stands for Western Adjudication Center, the office’s original name, and it survives today as the three-letter prefix on receipt numbers for cases the center handles. In August 2024, the center moved from Laguna Niguel to Tustin, California, so any mail sent to the old Avila Road address or the 92607 P.O. boxes will not reach it.1U.S. Citizenship and Immigration Services. Reading a WAC Receipt Number
Every USCIS filing generates a 13-character receipt number: three letters followed by ten digits.2U.S. Citizenship and Immigration Services. Receipt Number The letters identify the office handling the case. WAC means the California Service Center is adjudicating your petition.
If you filed online rather than on paper, your receipt starts with IOE instead of WAC, even when the California Service Center is the office reviewing the case.2U.S. Citizenship and Immigration Services. Receipt Number The IOE prefix simply signals that the filing entered the system electronically. Either way, the number pulls up your case in the online status tool.
Current Mailing Address
The center’s Tustin address for commercial carriers such as FedEx, UPS, and DHL is:
USCIS California Service Center
2642 Michelle Drive
Tustin, CA 92780
For U.S. Postal Service mail, USCIS uses P.O. boxes in the 92781 ZIP code at the Tustin location.1U.S. Citizenship and Immigration Services. California Service Center Relocates The specific P.O. box depends on your form type, so check the “Direct Filing Addresses” page for your form on the USCIS website before sending anything. A filing sent to the wrong box can be rejected outright.
The Tustin facility does not take walk-ins. Service centers hold no in-person appointments or interviews. All communication happens by mail, through your online account, or through the USCIS Contact Center.
What the California Service Center Adjudicates
USCIS routes petitions to its service centers by form type, visa classification, or the applicant’s state of residence.3U.S. Citizenship and Immigration Services. Service Center Operations Directorate The California Service Center handles a mix of employment-based and family-based work. Common forms include:
- Form I-129, Petition for a Nonimmigrant Worker, covering H-1B, L-1, O-1, and other temporary work classifications. I-129 petitions are first mailed to a USCIS lockbox, which processes intake and forwards the case to the assigned service center for adjudication.4U.S. Citizenship and Immigration Services. Checking Case Status and Processing Times
The quickest check is Case Status Online. Enter your 13-character receipt number and the tool returns a real-time update: received, pending, approved, or requires action.9U.S. Citizenship and Immigration Services. Checking Your Case Status Online
To find out whether your case is actually delayed rather than merely pending, use the USCIS processing times page. Many service center forms now appear under “Service Center Operations (SCOPS)” rather than under an individual center’s name.10U.S. Citizenship and Immigration Services. More Information About Case Processing Times The tool publishes a “case inquiry date” reflecting how long USCIS is taking to finish 93% of similar cases. If your received date is older than that threshold, you can submit an inquiry through the tool itself.
If your form does not appear in the processing times table, the general rule is to wait six months from filing before submitting an inquiry.11U.S. Citizenship and Immigration Services. e-Request – Check Case Processing USCIS also treats a case as actively processing if within the past 60 days you received a notice, responded to an evidence request, or got an online status update.
When the online tools cannot resolve the issue, call the USCIS Contact Center at 1-800-375-5283. Tier-one representatives handle routine questions, while more complex matters are escalated to Immigration Service Officers.12U.S. Citizenship and Immigration Services. USCIS Contact Center Phone and live chat are available Monday through Friday, 8 a.m. to 8 p.m. Eastern, excluding federal holidays.13U.S. Citizenship and Immigration Services. Contact Us If an attorney or accredited representative acts on your behalf, USCIS requires a signed Form G-28 on file, signed by both the representative and the applicant, before it will accept inquiries from that person.14U.S. Citizenship and Immigration Services. Responding to a Request for Evidence
A Request for Evidence, or RFE, means the officer needs more documentation before deciding. Missing the deadline is one of the surest routes to a denial. For most form types, the maximum response window is 84 calendar days (12 weeks), plus three days for domestic mailing or 14 days if you are outside the United States.15U.S. Citizenship and Immigration Services. Chapter 6 – Evidence Officers cannot extend these deadlines.
Form I-539 applicants get only 30 days, plus three mailing days for domestic filers.15U.S. Citizenship and Immigration Services. Chapter 6 – Evidence That is tight when records have to come from overseas.
Respond to the address printed on the RFE notice itself, not the general filing address for the form. Send everything in one package; splitting the response across multiple mailings risks documents getting separated from the file.
Premium Processing and Expedite Requests
These are two different tools, and it is worth knowing which one fits your situation.
Premium Processing
Premium processing is a paid upgrade. USCIS commits to acting on the petition within 15 business days: approval, denial, RFE, or notice of intent to deny. You request it by filing Form I-907, either with the petition or after it has been received.16U.S. Citizenship and Immigration Services. How Do I Request Premium Processing It is available for most I-129 classifications (H-1B, L-1A, L-1B, O-1, O-2, P-1, TN, E-1, E-2, E-3, H-2B, H-3, R-1, Q-1), for I-140 employment-based immigrant petitions, for I-539 applications filed by F, M, and J status holders and dependents, and for I-765 applications tied to OPT or STEM OPT.
Starting March 1, 2026, premium processing fees rise for inflation. For most I-129 classifications the fee is $2,965. H-2B and R-1 petitions carry a $1,780 fee. Premium processing for I-539 costs $2,075, and for I-765 OPT applications, $1,780.17U.S. Citizenship and Immigration Services. USCIS to Increase Premium Processing Fees USCIS will reject any Form I-907 postmarked on or after March 1, 2026, that includes the old fee amount.
Expedite Requests
An expedite request is different: no additional fee, no guaranteed timeline, and approval is discretionary. USCIS considers requests that fit one of these categories:18U.S. Citizenship and Immigration Services. Chapter 5 – Expedite Requests
- Severe financial loss to a company or person. Simply needing work authorization does not qualify on its own.
- Humanitarian emergency, including serious illness, disability, death of a family member, or extreme conditions from disasters or armed conflict.
- Urgent travel for medical treatment or a family emergency, or planned events where processing times make normal issuance impossible and you filed on time.
- Government interest, including requests from U.S. government entities and cases involving USCIS error.
USCIS will not expedite where the urgency is your own doing, such as waiting until the last minute to file or missing an RFE deadline.18U.S. Citizenship and Immigration Services. Chapter 5 – Expedite Requests To submit a request, call the Contact Center at 1-800-375-5283; the representative forwards a service request to the office handling your case.
Escalating to the CIS Ombudsman
When Contact Center inquiries go nowhere, the DHS Citizenship and Immigration Services Ombudsman offers an independent path. The Ombudsman sits inside DHS but operates separately from USCIS.
Before the Ombudsman will step in, you must have contacted USCIS within the past 90 days and given the agency at least 60 days to respond.19Department of Homeland Security. How to Submit a Case Assistance Request For a plain processing delay without an approved expedite, the Ombudsman generally cannot assist until the case inquiry date on the USCIS processing times page has passed. When no processing time is published for your form, the threshold is six months after filing.
Exceptions apply for forms with statutory processing deadlines, including certain I-360, N-400, and L-1 petitions filed on Form I-129. If USCIS previously approved an expedite request but has still not acted 60 days later, the Ombudsman can also step in early.19Department of Homeland Security. How to Submit a Case Assistance Request Attorneys submitting requests must attach the signed G-28 already on file with USCIS; third parties such as family members or employers need written consent from the applicant.
Address Changes While Your Case Is Pending
If you move while a case sits at the California Service Center, federal law requires you to report the new address to USCIS within 10 days.20Office of the Law Revision Counsel. 8 U.S.C. 1305 – Notices of Change of Address The requirement applies to most noncitizens in the United States, with limited exceptions for A and G visa holders and visa waiver visitors.21U.S. Citizenship and Immigration Services. AR-11, Aliens Change of Address Card
Updating your address through your USCIS online account is fastest and pushes the change into the case management system almost immediately. Filing paper Form AR-11 by mail also satisfies the law, but it does not trigger an automated update, so there can be a window during which USCIS mails correspondence to your old address.21U.S. Citizenship and Immigration Services. AR-11, Aliens Change of Address Card A missed RFE or approval notice because USCIS had a stale address is among the most preventable problems in an immigration case.
