Virgin Plus charges can extend well past the monthly plan rate on the ad: one-time account fees, pay-per-use overages, roaming, device financing balances, premium text services, and government 9-1-1 fees all show up on bills, and each has its own rules for when it applies and how to challenge it. Federal rules cap some of the biggest risks, and you have 90 days from the bill date to dispute anything that looks wrong.
One-Time Account Fees

- Transfer of responsibility (account moved to another person): $50.

Overages When You Go Past Your Plan

Data
On the pay-per-use data option, charges are tiered: $20 for the first 1 GB, $40 for up to 2 GB, and so on in $20 increments up to 8 GB, after which extra data costs $0.02 per MB. Calls and Messages
Standard domestic overage rates run 65 cents per minute for local calls, 75 cents per minute for long distance within Canada and the U.S., and 25 cents per minute for call forwarding. International Calling From Canada
Calling other countries from Canada costs 50 cents per minute at the standard rate. Two add-ons bring that down: an International Long Distance Saver at $6 per month starts at 5 cents per minute to over 200 countries, and a $2 per month add-on covers unlimited calling to the U.S. and select countries including India, China, Mexico, and the United Kingdom.5Virgin Plus. Roaming
Virgin Plus applies its Roam Sweet Roam program only on days you actually make a call, send a text, or use data abroad.6Virgin Plus. Roam Sweet Roam
The daily rate is $13 in the United States (including Puerto Rico and the U.S. Virgin Islands) and $16 in over 200 other destinations. Each day includes unlimited talk and text plus your plan data, with 5 GB of high-speed data before speeds drop to 512 Kbps. Charges are capped at 20 roaming days per billing period.6Virgin Plus. For longer trips, multi-day passes tend to cost less than stacking daily charges. A 14-day U.S. pass is $60 and a 30-day U.S. pass is $80. European passes range from $70 for seven days to $90 for 30 days, and include unlimited calling to Canada and within the destination, unlimited texting, and use of your plan data.7Virgin Plus. Calls from your roaming destination to a third country cost $0.95 per minute in the U.S. and $1.45 per minute elsewhere. Device Financing and Early Cancellation
Financing a phone through Sweet Pay commits you to a two-year service agreement. Ending the agreement early, or moving to a non-eligible plan, triggers an early exit charge equal to your remaining device payments plus any remaining balance on an agreement credit you received at purchase.9Virgin Plus. The CRTC’s Wireless Code limits how those fees can be calculated. Early cancellation fees must decrease by an equal amount each month and reach $0 within 24 months, and cannot exceed the original device subsidy (the retail price minus what you paid upfront). For contracts without a subsidized device, the fee is capped at the lesser of $50 or 10% of the minimum monthly charge multiplied by the remaining months.10CRTC. Prepaid Balance Rules
Prepaid accounts do not receive a monthly bill; usage draws down a pre-loaded balance. Topping up by phone rather than online adds a $1 assisted top-up fee.1Virgin Plus. One-Time Charges Balances expire on a sliding scale: $15 to $24 lasts 30 days, $25 to $99 lasts 60 days, and $100 to $200 lasts 365 days. Premium Text and Third-Party Charges
Premium or interactive text messages sometimes appear on a Virgin Plus bill even though the services are run by outside operators. The fees vary by program, can be one-time or recurring, and sit outside any standard texting bundle. Reply “STOP” to the short code that sent the message to cancel the service.13Virgin Plus. Rate Plan Increases and 9-1-1 Fee Changes
Virgin Plus has raised monthly prices on customers with month-to-month BYOP agreements from time to time. When that happens, you receive advance notice (by letter or email in Quebec, on the bill elsewhere in Canada) and can switch to any in-market BYOP plan or cancel without a fee within 30 days of your next bill date.14Virgin Plus. Government-mandated 9-1-1 fees have also changed in several provinces. In the Northwest Territories, the fee nearly doubled from $1.70 to $3.00 per month in January 2025. CRTC Protections Against Bill Shock
The Wireless Code applies to every Canadian wireless provider and sets hard limits on how far certain charges can run.10CRTC. The Wireless Code, Simplified
- Data overage charges must be suspended once they reach $50 in a billing cycle, unless you expressly consent to continue.
- Domestic and international data roaming charges are capped at $100 per billing cycle without express consent, with a notification when they hit $50.
- Providers cannot bill for any device or service you did not expressly buy.
- Services sold as unlimited cannot carry overage fees, and any fair-use limits must be disclosed clearly.
- You are entitled to a two-page critical information summary of the most important contract terms, including monthly charges, one-time fees, and overage limits.10CRTC. The Wireless Code, Simplified

Disputing a Charge
You have 90 days from the bill date to dispute a charge. Undisputed portions of the bill remain due within 30 days and can accrue late payment interest, but disputed charges are not treated as past due while Virgin Plus reviews them.17Virgin Plus. Terms of Service – Quebec
The escalation path has three steps. Start with a care representative at 1-888-999-2321, dial 611 from a Virgin Plus phone, or use live chat, and ask for a supervisor if the first response does not resolve it. If the issue is still open, submit an online complaint to the Executive Office, where a senior care representative reviews the case. If Virgin Plus’s internal process does not produce a satisfactory result, take the complaint to the Commission for Complaints for Telecom-television Services (CCTS), an independent agency that resolves telecom complaints at no charge.
