Victoria Property Tax: Grant, Deferment, and Payment Options

Victoria property tax is due July 2, 2026, and any balance left unpaid after that date is hit with a 10% penalty.1City of Victoria. Property Taxes Most owners who live in the home as their principal residence can reduce the bill by claiming the provincial Home Owner Grant, worth $570 in the Capital Regional District for 2026, or $845 for seniors, veterans, and persons with a disability.2Government of British Columbia. Home Owner Grant Tax notices go out in late May, so you have roughly five weeks between receiving the notice and the due date.

What Your Tax Notice Actually Covers

The single notice you receive from the City of Victoria bundles taxes for several authorities, not just city operations. The Community Charter lets the city set its own rates and collect on behalf of other public bodies through the same bill.3BC Laws. Community Charter – SBC 2003 Chapter 26 – Section 197 Your bill funds:

  • City of Victoria operations: roads, parks, fire, policing, and general services
  • Capital Regional District: regional services including water, sewer, and emergency coordination
  • Capital Regional Hospital District: hospital infrastructure across the region
  • BC Transit: the regional share of public transit
  • Provincial school tax
  • Vancouver Island Regional Library
  • BC Assessment: the assessment authority’s operating costs

Each line has its own rate expressed as a dollar amount per $1,000 of assessed value. The full breakdown appears in the city’s annual Property Tax Bylaw, adopted in May.

Claiming the Home Owner Grant

The grant is a direct reduction of what you owe the city, not a rebate cheque later. In the Capital Regional District, the regular grant for 2026 is $570.2Government of British Columbia. Home Owner Grant The additional grant of $845 goes to seniors, veterans, persons with a disability, or someone living with a spouse or relative who has a disability. You claim one or the other.

To qualify, you must be a Canadian citizen or permanent resident, live in British Columbia, and occupy the property as your principal residence. The grant is not applied automatically. You have to claim it every year through the province’s online portal or by phone, using the folio number and access code printed on your tax notice.4Province of British Columbia. Apply for the Home Owner Grant Claim it before July 2 so it counts against the current bill and prevents a penalty on the unpaid portion.

High-Value Property Threshold

The grant is reduced on higher-value homes. For 2026, properties assessed at $2,075,000 or less receive the full amount. Above that, the grant drops by $5 for every $1,000 of assessed value. The regular grant reaches zero at $2,189,000, and the additional grant runs out at $2,244,000.2Government of British Columbia. How to Pay

Victoria accepts payment through several channels before the July 2 deadline:5City of Victoria. Ways to Pay Your Property Taxes

  • Online banking, using the eight-digit folio number from your notice as the account number. These payments take three to five business days to process, so submitting in the last week of June is risky.
  • Mail, sending a cheque with the payment stub to 1 Centennial Square, Victoria BC V8W 1P6.
  • The 24/7 drop box near the Pandora Avenue entrance of City Hall, for non-cash payments.
  • In person at the Public Service Centre in City Hall, Monday to Friday, 8 a.m. to 4:30 p.m. Cash, cheque, and debit are accepted; credit cards are not.
  • Through your mortgage lender, if property taxes are part of your mortgage payments. Confirm directly with them that the payment will reach the city on time.

After paying, log in to the city’s online property tax account and verify that both the payment and the Home Owner Grant claim have been recorded.

Monthly Payments Instead of One July Bill

The city runs a pre-authorized monthly payment plan for owners who would rather spread the cost. Payments come out on the first of each month for 10 months, August through May, with any remaining balance debited on the July due date once the year’s rates are finalized. There are no fees or interest. To enrol, your tax account must be at a zero or credit balance, and you submit the Pre-Authorized Debit Agreement form with a void cheque.1City of Victoria. Deferring Your Property Tax

British Columbia lets qualifying owners postpone property tax as a low-interest loan against the home. Deferred taxes accrue interest at the Bank of Canada prime rate plus 2% and stay owing until the property is sold or transferred.6Province of British Columbia. Property Tax Deferment Program Two programs exist.

The regular program is open to homeowners 55 or older, surviving spouses, and persons with disabilities. There is no minimum equity requirement.

The families-with-children program is for owners supporting a dependent child under 18. It requires at least 15% equity in the property, meaning all charges against the home (mortgages, liens, and the deferred taxes themselves) cannot exceed 85% of the BC Assessment value.7Province of British Columbia. Property Tax Deferment Program Eligibility

Both programs require an application each year. Deferment helps with cash flow, but the balance compounds. A decade of deferred taxes at roughly 7% adds up faster than most people expect, so run the math before treating deferment as a long-term strategy.

If Your Assessment Looks Wrong

Your tax bill is calculated from the assessed value BC Assessment sends you in early January. If that value looks too high, you have until January 31 to file a formal complaint with BC Assessment.8Province of British Columbia. Property Assessment Review Panel The deadline is firm. A phone call to BC Assessment to discuss the number informally often resolves the issue without a hearing; if not, the complaint proceeds to a 30-minute hearing before a Property Assessment Review Panel. Waiting until the tax bill arrives in May is too late to challenge the value it was built on.

If You Haven’t Received Your Notice

Notices are mailed in late May. If yours has not arrived by the end of the month, contact the property tax team at 250-361-0228 or propertytax@victoria.ca.1City of Victoria. Property Taxes Not receiving a notice does not excuse a late payment or waive the 10% penalty. The notice carries two numbers you need: an eight-digit folio number and a six-digit access code, both required to register online and to claim the Home Owner Grant.
