Vape Tax in Saskatchewan: Licences, Filing, and Late Penalties

The vape tax in Saskatchewan comes in layers: a 20 percent Vapour Products Tax on the retail price, a 6 percent Provincial Sales Tax that has applied since June 1, 2025, and the federal 5 percent GST at the register.1Government of Saskatchewan. Vapour Products Tax Federal excise duty is already built into the wholesale price before the product ever hits the shelf. Every retailer selling vapour products in the province needs a VPT vendor’s licence and must collect, report, and remit these taxes to the Ministry of Finance.

At the register, the combined provincial and federal sales-tax load works out to roughly 31 percent of the shelf price. A $30 bottle of e-liquid ends up costing more than $39 once VPT, PST, and GST are added, and that is before accounting for the federal excise duty embedded in the wholesale cost.

What Counts as a Vapour Product

The definition under The Vapour Products Tax Act is wide. It covers three things: e-cigarettes (any electronic or battery-powered device that heats a substance into vapour for inhalation), e-substances (any liquid, solid, or gas used in such a device, whether or not it contains nicotine), and cartridges or components of an e-cigarette.2CanLII. Vapour Products Tax Act, SS 2021, c 33 Coils, atomizers, tanks, and pods are all taxable because they qualify as components.

Three product types sit outside the VPT:

  • Cannabis as defined in The Cannabis Control (Saskatchewan) Act, including dried cannabis and cannabis extracts.
  • Dry-herb vaporizers intended for use with dried cannabis.
  • Heated tobacco products, which fall under The Tobacco Tax Act, 1998.

The cannabis carve-out has an edge worth watching. A dual-use device sold on its own can still be taxable, while the cannabis it is used with is not.1Government of Saskatchewan. Federal Excise Duty Built Into the Shelf Price

Before a bottle of e-liquid reaches Saskatchewan, Ottawa has already taxed it. The federal excise duty on vaping substances runs on two tiers: $1.12 per 2 mL (or fraction) for the first 10 mL, and $1.12 per 10 mL (or fraction) beyond that. The same structure applies per gram to vaping solids. An additional vaping duty at matching rates applies in provinces that have coordinated with the federal framework.3Government of Canada. Calculating Excise Duty on Vaping Products Manufacturers and importers pay this duty, so buyers see it inside the shelf price rather than as a separate line.

Every packaged vaping product sold on the Canadian market must also carry a federal excise stamp, placed visibly on the smallest consumer package, sealing the package and staying affixed after opening.4Government of Canada. Getting a Vendor’s Licence

Anyone selling vapour products in Saskatchewan needs a VPT vendor’s licence from the Ministry of Finance, and there is no minimum sales threshold that excuses you.5Government of Saskatchewan. Vapour Products Tax Sell one product, get the licence.

The fastest route is the Saskatchewan Electronic Tax Service (SETS), the province’s online portal for tax registration and filing.6Saskatchewan e-Tax Service. Filing Frequency and Deadlines

How often you file depends on how much VPT you collect in a year:8Government of Saskatchewan. Vapour Products Tax Return

  • Monthly if you collect more than $12,000 a year.
  • Quarterly if you collect between $4,800 and $12,000.
  • Annually if you collect under $4,800.

Deadlines shift depending on how you file. File and pay electronically through SETS and you have until the last day of the month following the reporting period. File on paper or pay by cheque and the deadline tightens to the 20th of that same month.8Government of Saskatchewan. Vapour Products Tax Return Electronic filing buys you an extra ten days.

What Late Payment Costs

The VPT Act does not carry its own penalty schedule. It borrows the enforcement provisions of The Revenue and Financial Services Act, which governs most Saskatchewan provincial taxes.2CanLII. Vapour Products Tax Act, SS 2021, c 33

Interest on overdue balances is reset every six months at the prime rate plus 3 percent, and it compounds. For January through June 2026, the rate is 7.95 percent.9Government of Saskatchewan. Records and Product You Use Yourself

Licensed vendors must keep complete transaction records for at least six years. You cannot destroy them earlier without written permission from the Ministry of Finance; after six years, you may dispose of them freely.7Government of Saskatchewan. Vapour Products Tax

Product pulled from resale inventory for personal use, promotional giveaways, samples, or prizes is not exempt. You must self-assess the VPT on those items and report it as consumption tax on your next return.7Government of Saskatchewan. Vapour Products Tax Audits often surface this at shops where staff sample new flavours.

Online and Out-of-Province Sales

The VPT follows vapour products delivered into Saskatchewan. Online marketplace facilitators that sell or help facilitate those sales must hold a VPT vendor’s licence and collect the tax, the same as a physical shop. Associated service fees, such as transaction processing or administrative charges, are part of the taxable amount and attract both VPT and PST.7Government of Saskatchewan. Vapour Products Tax

Buying from a non-compliant out-of-province seller does not make a purchase tax-free. If the seller did not collect the VPT, the obligation shifts to the buyer, and Saskatchewan can pursue the uncollected amount. Retailers sourcing inventory from outside the province should confirm their suppliers are properly licensed.
