A VA IRRRL refinance, formally the Interest Rate Reduction Refinance Loan, lets veterans, service members, and certain surviving spouses replace an existing VA-backed mortgage with a new VA loan at a lower interest rate, using a streamlined process that usually skips the appraisal, income verification, and credit report a normal refinance would require. Who Can Use an IRRRL

The gating requirement is that you already have a VA-backed home loan. You cannot use the IRRRL to convert a conventional, FHA, or USDA mortgage into a VA product. Occupancy is more flexible than on a purchase loan. You can certify that you either currently live in the home or previously lived there, which opens the program to veterans who’ve since been reassigned and now rent out the property, or who simply moved. If you have a second mortgage or a home equity line of credit, the holder of that second lien has to agree to subordinate it so the new VA loan takes first position. When You Can Refinance: The Seasoning Rules

Federal law blocks you from refinancing the moment rates fall. Under 38 U.S.C. ยง 3709, both of these must be true before you close on an IRRRL:4Office of the Law Revision Counsel. 38 USC 3709 – Refinancing of Housing Loans

  • You have made at least six consecutive monthly payments on the loan you’re refinancing.
  • At least 210 days have passed since the first payment due date on that loan.

Your current loan also has to be in good standing. If you’re more than 30 days past due, the lender is normally required to get prior approval from the VA, and the file shifts from streamlined handling into something closer to full underwriting.5Department of Veterans Affairs. How Much the Rate Has to Drop

Clearing the seasoning clock isn’t enough. Every IRRRL must deliver a “net tangible benefit” to the borrower, and the test depends on the rate structures involved.

Fixed to Fixed

Adjustable to Fixed

If you’re leaving an adjustable-rate mortgage for a fixed rate, the rules loosen. The new fixed rate is allowed to be higher than the current ARM rate, because the VA treats the switch from rate uncertainty to predictability as a benefit in itself. Fixed to Adjustable

Moving from a fixed rate to an ARM is rare and gets extra scrutiny. The lender must order an appraisal to determine the loan-to-value ratio. If discount points are added to the loan balance, the LTV must be 100% or less when one discount point or fewer is added, and 90% or less when more than one discount point is added.6U.S. Department of Veterans Affairs. What “Streamline” Actually Skips

For a standard fixed-to-fixed IRRRL, the VA does not require a home appraisal, does not require income or employment verification, and does not set a minimum credit score. The reasoning is that you already qualified for a VA loan once, you’ve been paying on it, and you’re just improving the terms.

Individual lenders add their own requirements on top of the VA’s minimums. These “lender overlays” are the lender’s own risk controls, since the VA guarantees the loan but the lender puts up the money. Most lenders pull credit anyway and look for a score in roughly the 580 to 620 range or higher; some ask for proof of income; some want a minimum amount of equity. Your experience can vary sharply from one lender to the next, and you are not locked in to your current servicer. The Funding Fee and Closing Costs

Every IRRRL carries a VA funding fee of 0.5% of the new loan amount. On a $250,000 refinance, that’s $1,250. The rate is the same whether you’re active duty or a reservist.7Office of the Law Revision Counsel. 38 USC 3729 – Loan Fee

You don’t have to pay this out of pocket. The VA lets you roll the funding fee and other closing costs into the new loan balance, or you can accept a slightly higher interest rate in exchange for a lender credit that covers the costs. Three groups are exempt from the funding fee entirely:7Office of the Law Revision Counsel. 38 USC 3729 – Loan Fee

  • Veterans receiving VA disability compensation for a service-connected condition, including those who would be eligible but for receipt of retirement or active-duty pay.
  • Surviving spouses of veterans who died from a service-connected disability.
  • Active-duty service members who have received a Purple Heart.

Beyond the funding fee, typical closing costs include a title search, lender origination charges, and recording fees. Because no appraisal is usually required, you avoid that expense in most cases. Totals vary by lender and location, which is another reason to shop.

What the Loan Can and Can’t Cover

An IRRRL is not a cash-out refinance. The new loan covers your existing VA balance plus allowable closing costs and fees. You cannot use it to pull equity, consolidate credit card debt, or pay off a car loan. One narrow exception: you can add up to $6,000 to the IRRRL balance for energy efficiency improvements such as solar panels, insulation, storm windows, or weather stripping. Applying and Closing

The paperwork is lighter than a purchase loan. Your most recent mortgage statement provides the essential data: current balance, interest rate, and servicer. The lender needs a Certificate of Eligibility to confirm your VA entitlement, but most pull this electronically through the VA’s LGY portal rather than asking you to produce discharge papers.1U.S. Department of Veterans Affairs. The formal application uses VA Form 26-1820, which replaced the older Form 26-1802a.9Department of Veterans Affairs. At closing, you’ll receive a package with the finalized rate, new balance, and monthly payment, and you’ll sign a new promissory note and deed of trust. Whether you get a three-business-day right of rescission depends on two things: whether the property is your primary residence, and whether the new lender is the same as the old one. Under federal truth-in-lending rules, refinancing your primary residence with a different lender gives you three business days after signing to cancel. Refinancing with the same lender on your primary residence generally does not trigger rescission, because you’re modifying an existing obligation. Avoiding IRRRL Solicitation Scams

Veterans with VA loans get heavy refinance solicitations by mail and phone. Some are legitimate lender marketing; others are scams. The typical pitch promises an impossibly low rate, pressures you to act immediately, or falsely claims to represent the VA or the Department of Defense.

The VA warns veterans not to give personal information to a lender who contacts you unsolicited. Caller ID can be spoofed. If someone calls offering an IRRRL deal, hang up and call your current servicer using the number on your mortgage statement.11U.S. Department of Veterans Affairs. Red flags include requests for upfront fees before any services are provided, instructions to send payments to anyone other than your current servicer, and pressure to sign documents you haven’t read. Suspected scams can be reported to your state attorney general’s office and to the Federal Trade Commission at ftc.gov/complaint.
