VA Form 21-686c, the Application Request to Add and/or Remove Dependents, is what you file to update the VA on family changes that affect your disability compensation, pension, or Dependency and Indemnity Compensation. File it within one year of a marriage, birth, or adoption and the VA can backdate your increase to the date of the event. Miss that window and your increase starts on the date the VA receives the form, with no retroactive pay.1eCFR. 38 CFR 3.401 – Veterans
The same form works in the other direction. When you lose a dependent through divorce, death, or a child aging out, you use it to take that person off your record. Reporting a removal on time is what protects you from an overpayment debt later.
When You Need to File
File whenever your family situation changes in a way that could change your benefit amount. The common triggers are:
- Getting married
- Having a baby or legally adopting a child
- Gaining a stepchild through marriage
- A child turning 18 who plans to stay in school full-time
- Divorce or annulment
- Death of a spouse or child
- A dependent child marrying, or a school-age child (18–23) dropping out or graduating

Who the VA Counts as a Dependent
Federal law defines the category. A dependent is your spouse, an unmarried child under 18, a child aged 18 to 23 attending an approved school full-time, a child who became permanently unable to support themselves before turning 18, and in some cases a dependent parent.4Office of the Law Revision Counsel. 38 USC 101 – Definitions “Child” covers biological, legally adopted, and stepchildren who are members of your household. A Child Turning 18
The VA automatically drops a child from your award when they turn 18. To keep the additional benefit running through age 23 for a full-time student, submit VA Form 21-674 (Request for Approval of School Attendance) along with the 21-686c.6Veterans Affairs. A Child Disabled Before 18
A child who became permanently unable to support themselves before age 18 can stay on your award for life. On the form, check “Child Permanently Incapable of Self-Support” in Section III and include medical evidence showing the disability existed before the child’s 18th birthday, plus a physician’s statement describing the impairment.5Veterans Benefits Administration. The One-Year Rule
The effective date of a dependent addition depends entirely on when the VA receives your claim. Within one year of the qualifying event, the VA can backdate your increase to the date the event occurred.1eCFR. 38 CFR 3.401 – Veterans After a year, your increase begins on the filing date, and the intervening months of higher benefits are gone.
A veteran rated at 50 percent who gets married in March 2026 and files in February 2027 gets roughly 11 months of retroactive spouse compensation. If the same veteran files in April 2027, the increase starts only from April 2027. Same marriage, same paperwork, months of pay lost to a filing date.
Documents to Gather Before You Start
Incomplete submissions are the most common reason claims get sent back. Pull everything before you open the form.
Adding a Spouse
- A copy of your marriage certificate or license
- Your spouse’s Social Security number
- If either of you was married before, documentation of how each prior marriage ended: divorce decree, annulment order, or death certificate
Adding a Child
- Birth certificate showing both parents’ names for a biological child
- Final court order or adoptive placement agreement for an adopted child
- The child’s Social Security number
- For a stepchild, your marriage certificate to the child’s biological or adoptive parent, plus evidence of the reason for any separate residence or of your support if the child doesn’t live with you5Veterans Benefits Administration. Removing a Dependent
- Divorce: a certified copy of the final divorce decree
- Death: a death certificate

Foreign or Missing Records
For marriages abroad without a standard government certificate, the VA accepts church marriage records or other public marriage documents.6Veterans Affairs. The translator must certify in writing that they are competent in both languages and that the translation is accurate, then sign and date the certification.

Online Through VA.gov
The online tool at VA.gov is the fastest route. Sign in with a verified Login.gov or ID.me account, and the system shows you only the sections that apply to your change. Use certified mail with return receipt. The date the VA receives the form controls the one-year effective date rule, so you want proof of arrival. Paper claims take considerably longer to work through the system than electronic ones.
In Person
You can bring the completed form and documents to any VA regional office, where staff can flag obvious gaps before the package enters the system.
After You File
You’ll get confirmation that the claim was received, immediately if you filed online. Clean electronic additions of a spouse or child often move quickly. Helpless child determinations and cases needing verification take longer. The VA’s average processing time for disability-related claims was about 77 days in early 2026.9Veterans Affairs. Once approved, any retroactive pay arrives as a lump sum, and your monthly amount adjusts going forward.
What Happens If You Don’t Report a Removal
If you keep collecting for a spouse after a divorce or a child after they leave school, that’s an overpayment, and the VA calculates it back to the date the event actually happened, not the date the VA figured it out. A veteran who divorces in January and doesn’t report it for two years owes 24 months of spouse-related compensation.10VA News. Avoiding VA Benefits Overpayments
Once the VA identifies the debt, you get a notification letter explaining the amount and your rights. You have 60 days to dispute or request a repayment plan. If you don’t respond, the debt moves to the VA Debt Management Center, which will either withhold from your monthly benefits or set up a payment schedule.10VA News. Avoiding VA Benefits Overpayments
Interest runs at the Treasury’s Current Value of Funds Rate, which is 4 percent for 2026.11Treasury Financial Experience. Bulletin No 2026-01 The VA also charges a $5.18 monthly administrative collection fee on VBA benefit debts.12Department of Veterans Affairs. Chapter 08 – Interest, Administrative Costs, and Penalty Charges Interest doesn’t start until 31 days after the initial notification, so there’s a short window to resolve the debt before it grows. Waiver Requests
If the overpayment wasn’t your fault, or repaying it would cause genuine financial hardship, you can request a waiver. The VA’s Committee on Waivers and Compromises decides whether collection would be “against equity and good conscience,” weighing your finances, fault, and whether you changed your position in reliance on the payments.14eCFR. 38 CFR 1.962 – Waiver of Overpayments Waivers aren’t available where the VA finds fraud or intentional misrepresentation, but inadvertence and non-willful mistakes don’t disqualify you.
One Thing the Form Doesn’t Do: CHAMPVA
Adding a dependent through the 21-686c doesn’t automatically start health coverage. CHAMPVA, the VA’s health insurance program for dependents of veterans with permanent and total service-connected disabilities, is a separate enrollment. A newborn cannot receive CHAMPVA coverage until they have a Social Security number and are added as a dependent through the VA, so any delay in filing the 21-686c also means a gap in the child’s health coverage. CHAMPVA follows the same age rules as dependency: coverage ends at 18 unless the child is a full-time student (through 23) or permanently disabled, and marriage at any age ends it.
