USPS Hardship Delivery Exceptions: PS Form 1528 and Eligibility

A USPS hardship delivery exception moves your mail from a curbside box or cluster unit to a spot you can actually reach, such as your front door or a wall-mounted box beside it, when a medical condition makes the standard delivery point unsafe or impossible to use. You request it by submitting PS Form 1528 and a doctor’s statement to the post office that serves your address. Approval is temporary and has to be renewed every year.¹

Who Qualifies

The threshold is “extreme physical hardship.” The Domestic Mail Manual authorizes a delivery change when the existing method “imposes an extreme physical hardship on the customer,”² and the USPS FAQ frames it as “an illness or handicap which would present a physical challenge for an individual to retrieve mail.”³ If your current mailbox forces you to walk a distance or cross terrain your condition makes dangerous, you have grounds to apply.

Postal Operations Manual (POM) Section 631.52 adds one important guardrail: approval decisions rest on humanitarian criteria, not economic ones.⁴ A postmaster cannot refuse your request because accommodating you would slow the carrier’s route or add cost to serve your address.

Having an Able-Bodied Family Member Is Not a Disqualifier

One piece of misinformation trips up applicants often enough to address directly. POM 631.52b states that “a request should not be denied solely because…a family member or other party may be available to receive mail for the customer.”⁴ A spouse, adult child, or roommate who can walk to the cluster box is not a valid reason, by itself, to reject your application. If a denial cites this as the basis, the wrong standard has been applied.

If You Live on a Rural Route

Rural and highway contract route customers have to meet the hardship standard and also satisfy the criteria for extending rural delivery service under POM Section 653.⁴ Roads must be public, or if private, the person responsible for upkeep must agree in writing to keep them passable year-round. The extension also needs to serve at least one customer per mile of added carrier travel. Applicants on seasonal roads or behind gated access can encounter obstacles that city-route customers never see.

How to Apply

The application has two parts: PS Form 1528 and a signed statement from your physician. Take both to the post office that handles your delivery, or mail them there.³

PS Form 1528

PS Form 1528 is titled “Request for Exception to Current/Proposed Delivery Mode Due to Physical Hardship.”¹ Pick one up at your post office or download it from the USPS website. It asks for your name, address, current delivery type, and a description of the hardship. There is room to attach supporting material, and photographs of the terrain between your home and the current mailbox often help.

The Doctor’s Statement

Your physician’s letter should do two things: explain why your condition prevents you from reaching the current mailbox, and say whether the condition is temporary or permanent.³ Specifics carry weight. “Patient uses a wheelchair and cannot cross the 200-foot gravel path to the cluster box” tells the postmaster something a generic reference to limited mobility does not.

What Happens After You Submit

The local postmaster reviews your form, the physician statement, and anything else you attached. In many cases a postmaster or supervisor will visit the property to check the distance, look at the terrain, and identify a safe alternative delivery point that works for the carrier as well as for you. Postmasters have authority to approve at the local level, so a straightforward application with clear documentation can move quickly. If it is approved, the carrier gets instructions to deliver to the new spot on your regular route.

If Your Request Is Denied

A local denial is not the end. Under POM 631.52c, denied requests must be forwarded to the USPS district for review, and the district manager makes the final decision.⁴ PS Form 1528 has a signature line reserved for the district manager on denied requests, which confirms that this review is built into the process.¹

If your denial appears to rest on the wrong criteria, such as the presence of an able-bodied household member or the cost of serving the route, say so explicitly when you contact the district office. The USPS Consumer Affairs Office can also help if the matter is not resolved after district review.

Installing a Door Slot or New Mailbox

If your approved delivery point is a door slot rather than a freestanding box, buying and installing it is on you. USPS does not pay for customer mail receptacles.²

Slots have to meet POM specifications. The opening must be at least 1½ inches high and 7 inches long, and it must sit no lower than 30 inches above the finished floor. A horizontal slot needs a flap hinged at the top; a vertical slot needs a flap hinged on the side away from the door hinge. An interior hood, if you add one to catch the mail, has to project at least 2-1/16 inches beyond the inside face of the door.⁵ A compliant hardware-store slot usually runs under $30, with cutting and installation adding to the total.

If you would rather mount a mailbox by the front door, confirm the exact location and style with your postmaster before you install anything.

Keeping the Carrier Safe

Door delivery means a carrier walks onto your property daily, and USPS treats carrier safety as a real condition of service. Dogs are the most common problem. If your dog interferes with the carrier, the postmaster can suspend delivery to your address until you confirm the animal will be confined during delivery hours.⁶ When that happens, you have to pick up your mail at the post office, which cancels out the accommodation.

Before opening the front door for the carrier, put the dog behind a closed interior door. Electronic fences do not satisfy USPS, since a carrier stepping into the yard for a package or a signature item would still be exposed.⁶ Keep the walkway clear of ice, snow, and tripping hazards too. A carrier who slips will report it, and the accommodation can be revisited.

Annual Renewal and When Approval Ends

Every hardship exception is temporary. PS Form 1528 states that “approval of exception to current method of delivery due to hardship is temporary and will be void when the hardship ceases to exist.”¹ You have to renew your request every year, and the postmaster has to re-approve it.⁴ A few weeks before your anniversary, contact the post office to find out whether they need a fresh doctor’s statement or just the updated form. Practice varies.

If your condition improves to the point where you can use the standard mailbox again, POM requires delivery to revert to the normal mode for your area.⁴ The exception also does not follow you if you move; you file a new PS Form 1528 at the post office serving the new address.

The ADA Does Not Apply Here

The hardship delivery exception is an internal USPS accommodation, not a right enforced under the Americans with Disabilities Act. The Postal Service is not subject to the ADA; it follows the Architectural Barriers Act of 1968, which governs physical accessibility of federal buildings rather than delivery methods.⁷ You cannot file an ADA complaint to compel a delivery change. Working the POM process, and appealing to the district if the local answer is no, is the mechanism the Postal Service provides.
