USPS Bulk Mail: Rates, Permits, and Nonprofit Options

USPS bulk mail, which the Postal Service now calls commercial mail, lets businesses and organizations send large batches of letters, postcards, and flats at rates well below what a single stamp costs. A Marketing Mail automation letter can run as low as $0.365 per piece in 2026, compared to $0.73 or more for a retail stamp. You get that discount by doing work the Postal Service would otherwise do: sorting, barcoding, bundling, and traying the mail before you drop it off. The setup requires a permit, a Mailer ID, strict address-quality practices, and mailpieces built to specific physical standards.

What Qualifies as Bulk Mail

Each mailing has to clear a minimum volume before it prices as commercial. The floor depends on class:

Marketing Mail is the class most advertising flyers, coupon mailers, and catalogs use. Presorted First-Class is for anything time-sensitive or personal: bills, statements, correspondence. First-Class moves faster, which is why the piece count is higher.

Weight caps also vary. Marketing Mail parcels must weigh less than 16 ounces per piece.3Postal Explorer. Quick Service Guide 201e – Physical Standards for Commercial Parcels Presorted First-Class letters top out at 3.5 ounces; First-Class flats can go to 13 ounces.4Postal Explorer. Domestic Mail Manual 233 – Commercial First-Class Mail A piece that exceeds its class limit can disqualify the whole mailing at the acceptance counter.

What You’ll Pay Per Piece in 2026

Per-piece pricing depends on how deeply you sort the mail and whether the pieces qualify for automation. Deeper sorts and machine-readable design mean lower prices. Rates below are from USPS Notice 123, effective January 18, 2026, for standard-weight automation letters.

Marketing Mail automation letters:

  • 5-Digit presort: $0.365 per piece
  • AADC presort: $0.372 per piece
  • Mixed AADC: $0.407 per piece

First-Class Mail automation letters (1 oz.):

  • 5-Digit presort: $0.593 per piece
  • AADC presort: $0.641 per piece
  • Mixed AADC: $0.672 per piece

Pieces using Full-Service Intelligent Mail barcodes get an extra $0.005 discount per piece, which compounds quickly on large runs.5Postal Explorer. The spread between automation and nonautomation rewards mailers who barcode and format properly.

Permits and Setup Fees

You need a mailing permit from the Post Office where you’ll deposit the mail before you can send anything at commercial rates. The permit authorizes a specific postage payment method, most commonly a permit imprint, which prints a postage-paid indicia directly on each mailpiece instead of using stamps.6USPS Postal Explorer. Permit imprint setup costs a one-time $370 application fee plus a $370 annual mailing fee for each mail class you use.5Postal Explorer. USPS Notice 123 Price List – Effective January 18, 2026 A new mailer using both Marketing Mail and presorted First-Class would pay $1,110 before dropping a single piece. Verify the current fee against Notice 123 before you budget; the amounts change.

You also need a Mailer ID, a six- or nine-digit code that identifies your organization inside the Intelligent Mail barcode system. Register through the USPS Business Customer Gateway.7USPS Business Customer Gateway. Mailer ID Six-digit MIDs go to high-volume mailers; nine-digit codes go to everyone else. The MID rides in every barcode on every piece, tying each item back to your account.

How You Pay the Postage

The permit imprint is the standard payment method, but two others exist:

  • Permit imprint. Postage comes from a prepaid trust account at your Post Office, calculated from the paperwork you file with each mailing. Requires the $370 application fee and $370 annual fee.
  • Precanceled stamps. You affix stamps that are marked so they can’t be reused, filing PS Form 3615 at your mailing office. No application fee. The stamp value on each piece must match the exact postage due. This suits smaller organizations that would rather not maintain a trust account.8Postal Explorer.   • Postage meter. Each piece carries a metered indicia. You still need a permit, but postage draws from the meter balance rather than a trust account.

Every mailing needs a postage statement documenting piece count, weight, price category, and payment method. Marketing Mail uses PS Form 3602-R; presorted First-Class uses PS Form 3600-R.9United States Postal Service. Address List Rules

Sorting isn’t enough. To claim commercial First-Class or Marketing Mail prices, you must update your mailing list within 95 days before the mailing date using an approved method.10PostalPro. Move Update This is the Move Update standard, and it catches a lot of first-time mailers off guard.

The most common way to comply is NCOALink processing, which runs your list against the USPS National Change of Address database to flag anyone who has filed a forwarding order. Address Change Service and printed ancillary service endorsements also qualify.10PostalPro. Designing a Mailpiece That Qualifies

Physical design decides whether you get automation prices or pay a surcharge. For letter-size pieces, the aspect ratio (length divided by height) must sit between 1.3 and 2.5.11United States Postal Service. Domestic Mail Manual 201 – Physical Standards Square envelopes have a ratio of 1.0, making them nonmachinable. At retail rates, that adds a $0.49 surcharge.12Postal Explorer. Notice 123 – Price List At commercial rates, nonmachinable pieces move to higher price tiers.

A letter-size piece is also nonmachinable if its exterior surface isn’t paper, if it weighs more than 3.5 ounces, or (for pieces taller than 4.25 inches or longer than 6 inches) if it’s thinner than 0.009 inches.11United States Postal Service. Domestic Mail Manual 201 – Physical Standards Anything that creates uneven thickness inside the envelope, like pens, keychains, or product samples, will also disqualify a piece from automation. Sorting machines can’t handle contents that jam or flex at speed.

Every mailpiece must be at least 3.5 inches tall, 5 inches long, and 0.007 inches thick. Anything below those floors is unmailable.13Postal Explorer. Minimum and Maximum Sizes

Tabbing Folded Self-Mailers

Folded self-mailers (pieces that aren’t in envelopes) need tabs, also called wafer seals, so they don’t pop open in the sorting equipment. Requirements vary by fold style, weight, and orientation:

  • Bi-fold or tri-fold up to 1 oz.: two nonperforated tabs on the top edge, one within 1 inch of each end. Or one tab on the leading edge and one on the trailing edge, both within 1 inch of the top.
  • Oblong pieces up to 3 oz.: one tab centered on the top edge and one centered on the trailing edge. Tabs may not go on the bottom.
  • Pieces with die-cut openings or loose enclosures: up to 1 ounce needs two 1.5-inch tabs. Over 1 ounce needs two 2-inch tabs or three 1.5-inch tabs.

Tabs must be nonperforated, tight against the edge, and can’t overhang by more than 1/16 inch. Paper tabs need at least 60-pound basis weight to survive machine processing.14Postal Explorer. Domestic Mail Manual 201 – Physical Standards Tabbing errors are among the most common counter rejections.

Sorting, Barcoding, and Dropping It Off

Every commercial piece needs an Intelligent Mail barcode encoding your Mailer ID, a unique serial number, and delivery-point routing information.15Postal Explorer. Domestic Mail Manual 204 – Barcode Standards The routing code must accurately match the delivery address, or the piece loses its automation price. The permit imprint sits in the upper-right corner. Addresses must print in standard machine-readable fonts; handwriting doesn’t qualify.

Once labeled, pieces get sorted and bundled by ZIP Code destination. Sort depth determines the price tier: 5-digit bundles earn the best rates, mixed-destination bundles cost more. Sorted bundles go into the right container type, and each container needs a label identifying the destination facility and the sort level.16Postal Explorer. Doing this by hand is not realistic beyond very small mailings.

You take the finished mail to a Business Mail Entry Unit, the commercial acceptance facility at larger Post Offices. Bring the postage statement and supporting paperwork. The clerk checks content eligibility, markings, sortation, and postage payment, and may open a Marketing Mail piece to confirm it belongs in the price category you claimed.17USPS Postal Explorer. If everything passes, postage is deducted from your trust account (or verified against your meter or precanceled stamps) and the mail enters distribution. If something fails, you take it back and fix it. There’s no partial acceptance.

Keep the signed postage statement. It’s your receipt and your proof of the mailing date.

Nonprofit Rates

Qualifying nonprofits pay much less for Marketing Mail. A nonprofit automation 5-digit letter costs $0.178 per piece in 2026, less than half the standard commercial rate of $0.365 at the same sort level.18Postal Explorer. USPS Notice 123 – January 2026 Price Change

Eligibility is narrower than tax-exempt status. To qualify, an organization must be organized and operated for a religious, educational, scientific, philanthropic, agricultural, labor, veterans’, or fraternal purpose. Qualified political committees and voting registration officials also qualify. Business leagues, chambers of commerce, civic improvement associations, social clubs, and government bodies are excluded, even if they hold nonprofit tax status.19United States Postal Service. Apply using PS Form 3624 at the Post Office where you’ll deposit mail. No application fee applies, but you must submit:

  • Your IRS exemption determination letter (state tax exemptions don’t count).
  • Organizing documents such as articles of incorporation or a constitution with the state seal or certification.
  • Evidence of how the organization operated over the past 6 to 12 months: publications, financial statements, meeting minutes, or activity summaries.

An officer of the organization, such as the president or treasurer, must sign the application. Printers and mailing agents can’t sign on the organization’s behalf.19United States Postal Service. Every Door Direct Mail as an Alternative

If you want to reach every address on a route without maintaining a list at all, Every Door Direct Mail skips most of this. You pick carrier routes on the USPS EDDM site, and your pieces go to every residential or business address on those routes without individual names.

EDDM comes in two forms:

  • EDDM Retail: no mailing permit required. Between 200 and 5,000 pieces per day per ZIP Code. Pay online or at the Post Office.20USPS. Every Door Direct Mail
  • EDDM through a BMEU: requires a bulk permit and Business Customer Gateway account, but removes the 5,000-piece daily limit and allows multiple ZIP Codes in one mailing.20USPS. Every Door Direct Mail

The EDDM Retail rate for flats up to 3.3 ounces is $0.247 per piece in 2026.18Postal Explorer. USPS Notice 123 – January 2026 Price Change That undercuts standard Marketing Mail, and you skip the address data, NCOALink processing, and Intelligent Mail barcodes. The catch: EDDM pieces have to be flat-sized, not letter-sized. Each piece must exceed at least one of these minimums: longer than 10.5 inches, taller than 6.125 inches, or thicker than 0.25 inches. For a local restaurant, retail store, or service business that wants to blanket nearby neighborhoods, EDDM Retail is often the easiest way in. You trade targeting for simplicity. If you need to reach specific named recipients, standard presorted commercial mail remains the right fit.
