Getting a USDOT number costs nothing. The Federal Motor Carrier Safety Administration issues the number for free through its online Unified Registration System, usually within minutes of you submitting the application.1Federal Motor Carrier Safety Administration. Getting Started with Registration The USDOT number cost that trips people up is everything that has to sit alongside it: operating authority, federally mandated insurance, annual carrier registration, heavy vehicle taxes, and compliance programs. For a single-truck owner-operator, the realistic first-year total lands somewhere between $5,000 and $15,000 once insurance is included. Larger fleets, hazmat haulers, and passenger carriers pay considerably more.
What the Free Registration Covers
The application asks for your EIN or Social Security number, business structure, cargo types, vehicle count and weights, and whether you’re running interstate or intrastate.2Federal Motor Carrier Safety Administration. Form MCS-150 and Instructions – Motor Carrier Identification Report The portal walks you through each section, and the number is typically assigned right after you submit.
Third-party filing services will charge $50 to several hundred dollars to handle the paperwork, but nothing about the process requires them. The FMCSA does not charge a fee at any point during the USDOT application itself.
One boundary worth naming: a USDOT number by itself does not let you haul freight or passengers for hire across state lines. That takes operating authority, which is a separate application and a separate fee.
Operating Authority Costs $300 Per Type
For-hire interstate carriers need operating authority, commonly called an MC number. Each type of authority costs a one-time, nonrefundable $300 filing fee.3Federal Motor Carrier Safety Administration. What Is the Cost for Obtaining Operating Authority MC/FF/MX Number If your business needs more than one type, say passenger authority and household goods authority, you pay $300 for each.4Federal Motor Carrier Safety Administration. Get Operating Authority Docket Number Two authorities of the same type, like common and contract carrier for property, count as a single fee.
BOC-3 Process Agent Filing
Your operating authority will not activate until a BOC-3 form is on file designating a process agent in every state where you operate. A process agent accepts legal documents on your company’s behalf.5Federal Motor Carrier Safety Administration. Form BOC-3 Designation of Agents Service of Process Motor carriers can’t file the form themselves; a registered process agent has to do it for you. Blanket services covering all 50 states plus Washington, D.C. typically charge around $50 as a one-time fee with no annual renewal.
Insurance Is the Largest Ongoing Cost
The FMCSA sets minimum levels of financial responsibility that vary by cargo type and vehicle size:
- General freight, non-hazmat, 10,001+ lbs GVWR: $750,000 in liability coverage
- General freight, non-hazmat, under 10,001 lbs GVWR: $300,000 in liability coverage
- Certain hazardous materials: $1,000,000 in liability coverage
- Explosives, poison gas, or radioactive materials: $5,000,000 in liability coverage
- Passenger vehicles seating 15 or fewer: $1,500,000 in liability coverage
- Passenger vehicles seating 16 or more: $5,000,000 in liability coverage
Household goods carriers also need at least $5,000 in cargo insurance on top of the $750,000 liability floor.6Federal Motor Carrier Safety Administration. Insurance Filing Requirements7eCFR. 49 CFR 387.9 – Financial Responsibility, Minimum Levels
These are federal minimums, not premiums. What you actually pay depends on your driving history, equipment age, and operating radius. A new owner-operator hauling general freight should expect several thousand dollars a year at minimum, and premiums for hazmat or passenger operations run substantially higher.
Unified Carrier Registration Fees
Most interstate motor carriers, brokers, freight forwarders, and leasing companies must register annually under the Unified Carrier Registration system. The fee scales with fleet size. For 2026:
- 0–2 vehicles: $46
- 3–5 vehicles: $138
- 6–20 vehicles: $276
- 21–100 vehicles: $963
- 101–1,000 vehicles: $4,592
- 1,001+ vehicles: $44,836
A single-truck owner-operator pays a minor annual fee. A large fleet pays a five-figure line item.8Unified Carrier Registration Plan. Fee Brackets
Heavy Vehicle Use Tax
Vehicles weighing 55,000 pounds or more owe the federal Heavy Vehicle Use Tax, reported on IRS Form 2290. The annual tax starts at $100 for a vehicle at exactly 55,000 pounds and tops out at $550 for vehicles at 75,000 pounds and over, rising $22 per additional 1,000-pound bracket in between.9Internal Revenue Service. Instructions for Form 2290 Vehicles expected to travel 5,000 miles or fewer during the tax period, or 7,500 miles for agricultural vehicles, can claim a suspension from the tax.10Internal Revenue Service. About Form 2290, Heavy Highway Vehicle Use Tax Return You need proof of payment (a stamped Schedule 1) before your state will register the vehicle.
Drug and Alcohol Program Costs
If you employ CDL drivers, the FMCSA requires a Drug and Alcohol Clearinghouse query before hiring a new driver and at least one annual query for every CDL driver on your payroll.11FMCSA Drug and Alcohol Clearinghouse. Query Requirements, Plans, and CTPAs Each query costs $1.25 and never expires once purchased.12FMCSA Drug and Alcohol Clearinghouse. Query Plans
The per-query fee is trivial. The real cost is the full testing program that sits behind it: a designated employer representative, a substance abuse professional on call, and contracts with a collection site and lab. Program administration commonly runs several hundred dollars per driver per year.
Smaller Recurring Costs
A few smaller items round out the picture. Every carrier with an active USDOT number must update its registration every two years, even if nothing has changed. The update is free, but missing it deactivates your USDOT number and can trigger civil penalties of up to $1,000 per day, with a maximum of $10,000.13Federal Motor Carrier Safety Administration. Federal regulations also require your USDOT number to appear on both sides of every self-propelled commercial vehicle, contrasting with the background and legible from 50 feet in daylight.15eCFR. 49 CFR 390.21 – Marking of Self-Propelled CMVs and Intermodal Equipment Magnetic signs or vinyl lettering run $20 to $100 per truck. Small, but easy to overlook until a roadside inspection.
Putting the Total Together
For a single-truck owner-operator hauling general freight interstate, a realistic first-year budget looks roughly like this: $0 for the USDOT number, $300 for operating authority, about $50 for the BOC-3 filing, $46 for UCR registration, $100 to $550 for the heavy vehicle use tax if the truck is 55,000 pounds or heavier, several thousand dollars for liability insurance, and a few hundred more for drug testing setup and vehicle marking. The number itself is free. Getting legally on the road usually costs $5,000 to $15,000 or more once insurance premiums are counted.
Larger fleets, hazardous materials carriers, and passenger operations face steeper insurance floors, higher UCR brackets, and more elaborate compliance obligations. The $5 million liability minimum for explosives and large passenger vehicles alone puts those operations in a different cost tier from a general freight owner-operator.
