USDA Rural Development loans and grants are a set of federal financing programs run by the U.S. Department of Agriculture for people, businesses, and local governments in rural areas that can’t easily get credit on the open market. The lineup covers home purchases, home repairs, rural business expansion, water and community facilities, and broadband. Two things drive eligibility across nearly every program: the property or project has to sit in an area USDA classifies as rural, and household or applicant income has to fall within program-specific limits.
Buying a Home With a Section 502 Direct Loan
The Section 502 Direct Loan is the agency’s flagship program for lower-income rural homebuyers. USDA itself is the lender, funding the mortgage rather than backing a bank’s loan. Repayment runs up to 33 years, or up to 38 years for very-low-income borrowers who can’t afford the shorter schedule.1USDA Rural Development. Single Family Housing Direct Home Loans No down payment is required.
The feature that makes this loan competitive is payment assistance, a subsidy that reduces your effective interest rate based on household income. Under 7 CFR Part 3550, the effective rate can drop as low as 1 percent.2eCFR. 7 CFR Part 3550 – Direct Single Family Housing Loans and Grants To qualify, your household income must be below 80 percent of area median income and you must be unable to obtain conventional financing on reasonable terms. Very-low-income households, those below 50 percent of area median income, get priority.
The subsidy is not a gift. It’s recorded as a lien and can be reclaimed when you sell, move out, or pay off the loan. That mechanism deserves its own attention below.
Buying a Home With a Section 502 Guaranteed Loan
If your income is too high for the direct program but a conventional mortgage still isn’t within reach, the Section 502 Guaranteed Loan is the alternative. A private lender funds and services the loan, and USDA guarantees a portion of it against default. Terms are fixed-rate, 30-year, with no down payment.3Rural Development. Household income can reach 115 percent of area median income, well above the direct-loan ceiling.4Federal Deposit Insurance Corporation. Single Family Housing Guaranteed Loan Program In place of private mortgage insurance, borrowers pay a USDA guarantee fee: 1 percent of the loan amount upfront (usually rolled into the balance) plus a 0.35 percent annual fee spread across monthly payments.5USDA Rural Development. USDA Single Family Housing Guaranteed Loan Program Overview Unlike FHA insurance, the annual fee doesn’t fall off after you build equity. It stays for the life of the loan unless you refinance out of the program.
Repairing a Home You Already Own
Rural homeowners who need to fix serious problems on a house they already own can apply through the Section 504 Home Repair program. Loans go up to $40,000 at a fixed 1 percent rate with a 20-year term, available to very-low-income homeowners for repairs, modernization, or removal of safety hazards.6USDA Rural Development. Single Family Housing Repair Loans and Grants
Homeowners 62 or older who can’t afford to repay a loan can instead receive grants up to $10,000, strictly for removing health and safety hazards. In presidentially declared disaster areas, the grant ceiling rises to $15,000. Loans and grants can be combined for up to $50,000 total, or $55,000 in disaster areas.6USDA Rural Development. Single Family Housing Repair Loans and Grants Selling the property within three years of receiving a grant triggers repayment, and the lifetime grant limit is $10,000 per person no matter how many times you apply.7SAM.gov. Business and Farm Programs
Business and Industry Guaranteed Loans
Rural businesses needing capital for equipment, real estate, or expansion can access the Business and Industry (B&I) Guaranteed Loan Program under 7 CFR Part 4279. A commercial lender makes the loan; USDA guarantees a portion of it. The standard maximum is $10 million per borrower, with the USDA Administrator authorized to approve up to $25 million for high-priority projects, and the Secretary of Agriculture able to go beyond that for rural cooperatives processing value-added agricultural commodities.8eCFR. 7 CFR 4279.119 – Loan Guarantee Limits For fiscal year 2025 the guarantee percentage was published at 80 percent, a figure set annually by Federal Register notice.9USDA Rural Development. Value-Added Producer Grants
Farmers who want to turn raw commodities into new products, such as a dairy farmer starting an artisan cheese line, can apply for Value-Added Producer Grants. Awards require a dollar-for-dollar match in cash or eligible in-kind contributions. Priority goes to beginning farmers, veteran farmers, socially disadvantaged producers, and family-farm-sized operations.10USDA Rural Development. Value-Added Producer Grants You have to own and produce more than half the raw commodity, and you must show the value-added product will generate more revenue than selling the raw commodity would.
Section 515 Rural Rental Housing
The Section 515 program provides 1 percent direct loans amortized over 50 years to developers of modest rental housing for elderly, disabled, or low-income rural residents, with rent caps in exchange. No new Section 515 properties have been developed since 2011; the annual budget now goes entirely to preserving existing units aging out of their original loan terms. If you’re looking for new construction financing, this program isn’t currently a route.
Water, Community Facilities, and Broadband
Rural Development also finances the infrastructure that keeps small communities running.
Water and Waste Disposal
The Water and Waste Disposal Loan and Grant Program funds drinking water systems, sewage treatment, solid waste disposal, and storm drainage in communities of 10,000 or fewer. Eligible applicants include local governments, tribal entities, and private nonprofits that can’t obtain commercial credit on reasonable terms, and facilities must serve a public purpose and be financially sustainable.11USDA Rural Development. Community Facilities
The Community Facilities Direct Loan and Grant Program pays for hospitals, fire stations, police vehicles, libraries, child care centers, food banks, and community kitchens, among other essential services. Communities generally must have populations of 20,000 or fewer, and projects must serve a public rather than commercial purpose.12United States Department of Agriculture Rural Development. ReConnect Broadband
The ReConnect Loan and Grant Program funds rural broadband build-outs. Projects must deliver at least 100 Mbps symmetrical service to every premises in the proposed area.13Congressional Research Service. USDA ReConnect Program – Expanding Rural Broadband Eligible service areas are those where 90 percent or more of households currently lack broadband at 100/20 Mbps. Depending on the applicant and the community, funding may come as a full grant, a full loan, or a combination.
What Counts as Rural
Every program requires the property or project to be in an area USDA classifies as rural, but the population threshold differs by program. Housing programs under the Housing Act of 1949 generally cover areas with populations up to 20,000 that sit outside a metropolitan statistical area and have a shortage of mortgage credit for lower-income families. A grandfathering provision lets some areas up to 35,000 keep their rural designation through the 2030 census if they were classified as rural in prior periods, remain rural in character, and still lack adequate mortgage credit.14Congressional Research Service. Rural Definitions Used for Eligibility Requirements in USDA Rural Programs
Business and energy programs generally cover areas up to 50,000 that aren’t next to a city over 50,000. Water and waste disposal programs cap at 10,000, and community facilities at 20,000.14Congressional Research Service. Income and Credit Thresholds
Income limits are set by county and updated annually. For Section 502 direct loans, very-low-income is below 50 percent of area median income and low-income is 50 to 80 percent. Guaranteed loans reach up to 115 percent.4Federal Deposit Insurance Corporation. Single Family Housing Guaranteed Loan Program County-level figures are on USDA’s income eligibility page.
A credit score of 640 or higher is the benchmark for automated underwriting approval. Scores below 640 aren’t an automatic rejection; the file gets routed to manual underwriting, where a loan officer looks at your credit history, any delinquencies, and your explanations in more detail.15Rural Development. Section 502 and 504 Direct Loan Program Credit Requirements Applicants with no traditional credit history can sometimes substitute nontraditional references such as rent payments or utility bills. Manual review takes longer and requires more documentation, but it exists precisely because rural applicants are more likely to have thin credit files.
Subsidy Recapture on Direct Loans
This is the piece that surprises Section 502 direct borrowers most often. If you received payment assistance, the total dollar amount of that subsidy is recorded as a lien on the property. When you sell, stop living in the home, pay off the loan, or go through foreclosure, USDA can reclaim all or part of the subsidy. The maximum recapture is 50 percent of the home’s appreciated value or the total subsidy received, whichever is less.16USDA Rural Development. Subsidy Recapture Single Family Housing Direct Loans
If your home hasn’t appreciated much, you won’t owe the full subsidy back. If you’ve built significant equity, the recapture bill can be sizable. One incentive: if you pay off the loan and the recapture at the same time, USDA discounts the recapture amount by 25 percent.16USDA Rural Development. Subsidy Recapture Single Family Housing Direct Loans In a foreclosure, however, you owe the full subsidy received with no cap tied to appreciation. Factor this lien into any long-term plan for the property.
Applying and What You’ll Need
Applications for direct loans go through USDA’s electronic portal or through a regional Rural Development field office. USDA reviews the file for regulatory compliance and funding availability, and processing times vary with local demand and how complete your package is.1USDA Rural Development. Single Family Housing Direct Home Loans Guaranteed loans move faster on USDA’s end because the private lender handles most of the underwriting; once the lender submits the guarantee request, responses have been processed within 10 business days in recent periods.17United States Department of Agriculture Rural Development. The paperwork is heavier than most applicants expect:
- Income verification: pay stubs dated within 30 days of application, W-2 statements, and tax returns.18Rural Development. HB-1-3555 Chapter 9 – Income Analysis
- Self-employment documentation: two consecutive years of signed federal tax returns with all schedules, two years of signed business tax returns, and a year-to-date profit-and-loss statement and balance sheet, with third-party verification that the business exists within 30 days of closing.19USDA Rural Development. Chapter 9 – Income Analysis
- Asset statements: bank statements for all checking and savings accounts.
- Identity: government-issued photo ID and Social Security card.
The primary form for residential loan applications is Form RD 410-4, the Uniform Residential Loan Application, available on the Rural Development website or at a local field office.20United States Department of Agriculture. Refinancing an Existing USDA Loan
Current USDA guaranteed loan borrowers who want to take advantage of lower rates can use the Streamlined-Assist Refinance program. The existing loan must have closed at least 180 days before the refinance application, and the payment history over that 180-day window must show no delinquency greater than 30 days.22USDA Rural Development. HB-1-3555 Chapter 6
The program skips many typical refinance hurdles. Guaranteed loan holders don’t need a new appraisal, and borrowers aren’t required to re-qualify under the standard credit and debt-ratio tests. There is one firm requirement: the refinance must produce a tangible benefit of at least a $50 monthly reduction in combined principal, interest, and annual fee payment compared to the current payment.22USDA Rural Development. HB-1-3555 Chapter 6 The new loan can wrap in the remaining principal, reasonable closing costs, and the upfront guarantee fee. Direct loan borrowers who received payment assistance need a new appraisal to calculate the subsidy recapture owed.
