To send a USCIS application by Certified Mail, take your sealed, correctly assembled packet to a USPS retail counter, ask for Certified Mail service with a hand-applied postmark on your receipt, and address it to the USPS P.O. Box listed for your specific form’s lockbox. Add a Return Receipt if you want signed proof of delivery. Then hold on to every receipt until USCIS issues your Notice of Action.
Certified Mail matters because standard mail leaves no record. With Certified service you get a unique tracking number, a postmarked mailing receipt, and, if you add it, a signature card confirming who accepted the package. If USCIS later says your application never arrived or arrived late, those documents are your evidence.
Get the Address, Packet, and Packaging Right First
USCIS runs multiple lockbox facilities, and the correct address depends on the form, your eligibility category, and where you live. Sending the packet to the wrong lockbox can delay processing or trigger an outright rejection. Check the “Where to File” section on the form’s page on the USCIS website the day you mail; filing locations change, and an address you looked up weeks earlier may be stale.1Department of Homeland Security. How to Avoid Common Mailing Errors When Filing with the USCIS Lockbox
Each lockbox publishes two different addresses: a P.O. Box for USPS mail and a street address for private couriers. Certified Mail is a USPS service, so use the P.O. Box. Mixing the two up is one of the most common mailing errors.2U.S. Citizenship and Immigration Services. USCIS Lockbox Filing Locations Chart for Certain Non-Family-Based Forms
Assemble the Packet in the Right Order
Stack the packet according to the form’s filing instructions. Two optional forms have their own placement rules. Form G-1450, the credit card payment authorization, goes on top of the entire package.3U.S. Citizenship and Immigration Services. G-1450 Authorization for Credit Card Transactions Form G-1145, the e-notification request, clips to the front page of your immigration form so you get a text or email once USCIS accepts the filing.4U.S. Citizenship and Immigration Services. Behind those, include the required forms, supporting evidence, and the correct fee. Confirm you are using the current edition of every form by comparing the edition date at the bottom of the page against the version on the USCIS site. Outdated forms, missing signatures, and incorrect fees are among the most frequent reasons the lockbox rejects a package.1Department of Homeland Security. Weight and Envelope
Certified Mail is only available on items sent at First-Class Mail or Priority Mail rates. First-Class letters max out at 3.5 ounces, and large envelopes (flats) at 13 ounces.5United States Postal Service (USPS). First-Class Mail and Postage Many immigration packets run heavier than that. If yours does, send it Priority Mail with Certified service added. Write the lockbox address exactly as printed in the filing instructions, including any attention line and the full ZIP+4, and put your return address in the upper left corner.
At the USPS Counter
Hand the sealed packet to the clerk and request Certified Mail. The clerk attaches PS Form 3800, the Certified Mail label, which carries a unique tracking number that becomes your official mailing record.6United States Postal Service. PS Form 3800 – Certified Mail Receipt As of January 2026, Certified Mail costs $5.30 on top of regular postage.7United States Postal Service. USPS Notice 123 – January 2026 Price Change
Ask the clerk to postmark your sender’s copy of the label by hand. PS Form 3800 itself says the receipt “should bear a USPS postmark” to serve as legal proof of mailing.6United States Postal Service. PS Form 3800 – Certified Mail Receipt This step took on new importance in late 2025: machine-applied postmarks now reflect the date a piece first hits an automated sorter, which can be a day or more after you dropped it off. A postmark applied at the retail counter by the clerk matches the actual date you mailed the packet.8United States Postal Service. Postmarking Myths and Facts
Adding a Return Receipt
For another $4.40 you can add a Return Receipt using PS Form 3811, often called the “green card.”7United States Postal Service. USPS Notice 123 – January 2026 Price Change It travels with the packet, gets signed at delivery, and comes back to you as physical proof of who accepted it and when.9USPS. Domestic Return Receipt Forms An electronic version is also available and gives you the same information online instead of on paper. Either one adds evidence of delivery beyond simple tracking.
Your Filing Date Is Not the Date You Mailed It
This is where applicants get tripped up. Your USCIS filing date is the date the packet physically arrives at the designated lockbox, not the date you handed it to USPS.10U.S. Citizenship and Immigration Services. USCIS Policy Manual Volume 1 Part B Chapter 6 – Submitting Requests Federal regulation is explicit that USCIS records the receipt date as the actual date of receipt at the designated filing location.11eCFR. 8 CFR 103.2 That received date is printed on your Notice of Action (Form I-797) and controls priority dates and statutory deadlines.
The postmark date does one narrow job. When USCIS changes a form version or a fee schedule, it uses the USPS postmark to determine which version and fee applied when you mailed. So if a fee increase takes effect Monday and you mailed Saturday with a Saturday postmark, the old fee generally still applies.12U.S. Citizenship and Immigration Services. Reconciliation Bill (H.R.-1) and Submission of Fees For anything else, arrival at the lockbox is what counts. Mail early enough that the packet lands before any hard deadline.
Keep These Records After You Mail
- The postmarked Certified Mail receipt (PS Form 3800), which proves the date you mailed and carries your tracking number.
- USPS tracking confirmation. Use the tracking number to monitor the package, then print or screenshot the delivery page once it shows delivered.
- The Return Receipt (PS Form 3811 or its electronic equivalent), confirming who signed and when.
Store these with a full copy of the application. If USCIS later says nothing arrived, or issues a Request for Evidence or Notice of Intent to Deny, these documents establish that you sent a complete packet on a known date.13U.S. Citizenship and Immigration Services. Policy Alert PA-2021-11 – Requests for Evidence and Notices of Intent to Deny
Once tracking shows delivery, expect a receipt notice (Form I-797C) within roughly 30 days. If you included Form G-1145, a text or email should arrive within a few days of acceptance. If 30 days pass after confirmed delivery with no receipt notice or e-notification, submit a non-delivery inquiry through the USCIS e-Request system. Your tracking confirmation gives USCIS a specific delivery date to investigate.
What a Lockbox Rejection Costs You
A rejected application is treated as if it was never filed. USCIS does not consider a rejected benefit request properly filed, and the original filing date is forfeited.10U.S. Citizenship and Immigration Services. USCIS Policy Manual Volume 1 Part B Chapter 6 – Submitting Requests Fix the problem and resubmit, and USCIS treats the corrected packet as a brand-new filing with a new date and, generally, new fees. Lockbox rejections cannot be appealed.
The most common triggers are the wrong address, an outdated form edition, missing or incorrect fees, and missing signatures.1Department of Homeland Security. How to Avoid Common Mailing Errors When Filing with the USCIS Lockbox If you pay by credit card on Form G-1450 and the card is declined, USCIS will not retry the charge and may reject the entire package.10U.S. Citizenship and Immigration Services. USCIS Policy Manual Volume 1 Part B Chapter 6 – Submitting Requests When your filing date drives visa bulletin cutoffs or aging-out deadlines, losing it can be serious. Accuracy matters more than saving a day.
If You Use a Courier or File Online Instead
You are not limited to USPS. Lockboxes also accept FedEx, UPS, and DHL, but you must use the street address for private couriers, not the USPS P.O. Box.2U.S. Citizenship and Immigration Services. USCIS Lockbox Filing Locations Chart for Certain Non-Family-Based Forms Couriers do not postmark; they print a shipping date on the label. USCIS uses that shipping date to determine form version and fee. If the label has no shipping date, USCIS falls back to the label’s print date. If the label has no date at all, USCIS assumes the mailing date was 10 days before arrival. For filing deadlines and priority dates, the received date at the lockbox still controls.12U.S. Citizenship and Immigration Services. Reconciliation Bill (H.R.-1) and Submission of Fees
Many commonly filed forms can also be submitted online, including the I-130, I-485 (via PDF upload), N-400, I-765, and I-90, among others.14U.S. Citizenship and Immigration Services. Forms Available to File Online Online filing gives you an instant confirmation and removes lockbox mailing risk. Not every form or category is eligible, and some situations, such as an N-400 with a fee waiver request, still require paper. When online filing is not an option, Certified Mail with a hand-postmarked receipt and a Return Receipt is the most reliable paper method.
