The TSA security threat assessment for hazmat is the federal background check every commercial driver must pass before a state will add a hazardous materials endorsement (HME) to a CDL. It screens for disqualifying criminal convictions, mental capacity adjudications, and any ties to terrorism. The fee is $85.25, and the process runs about 60 days from enrollment to a decision.1Transportation Security Administration. HAZMAT Endorsement
How the Application Works
You start online at the TSA Enrollment by IDEMIA portal, selecting the HME program and entering your full legal name and any aliases, Social Security number, date of birth, current address, and five years of residential history. You also enter your CDL number and the state that issued it. The system returns a confirmation number you’ll use for the rest of the process.
Next, schedule an in-person appointment at an enrollment center. A technician takes your digital fingerprints and photograph, and those prints are run against FBI criminal history records and other federal databases. Bring a valid U.S. passport, or a driver’s license plus birth certificate. Non-citizens bring a Permanent Resident Card or another immigration document from the Department of Homeland Security.1Transportation Security Administration. HAZMAT Endorsement The name on your ID must match your online application exactly. Name mismatches are one of the most common causes of delay at the enrollment center.
Fees and How to Pay
The standard fee is $85.25. If you already hold a valid Transportation Worker Identification Credential (TWIC) and your state accepts the TWIC background check in place of a separate HME assessment, the fee drops to $41.00.1Transportation Security Administration. HAZMAT Endorsement Payment is due at the enrollment center and is non-refundable, even if TSA later denies you.
Credit cards are preferred: Visa, MasterCard, American Express, and Discover. You can also pay with a money order, company check, or certified check made out to “IDEMIA” for the exact amount. Cash and personal checks aren’t accepted.2TSA Enrollment by IDEMIA. Help Center Your state DMV will charge its own administrative fee to print the endorsement on your physical CDL once TSA clears you, and that fee is separate.
Processing Time and How You Get the Result
TSA recommends enrolling at least 60 days before you need the endorsement, whether it’s your first or a renewal. Processing can exceed 45 days in periods of high demand or when there were problems capturing your fingerprints.1Transportation Security Administration. HAZMAT Endorsement You can track status on the enrollment website using your confirmation number.
TSA does not send an approval letter to you directly. It sends a Determination of No Security Threat to the state that issued your CDL, and the state has 15 days from receipt to update your record and issue the endorsement.3GovInfo. 49 CFR 1572.13 – State Responsibilities for Issuance of Hazardous Materials Endorsement If your current endorsement is expiring before TSA finishes the review, your state can extend it by 90 days while you wait.
If TSA identifies a potential problem, you’ll receive an Initial Determination of Threat Assessment. That document explains the reasons for the preliminary denial and starts the clock on your response.
Criminal Offenses That Will Disqualify You
Federal regulations divide disqualifying crimes into permanent bars and interim bars tied to how recently the conviction or release from incarceration occurred.4eCFR. 49 CFR 1572.103 – Disqualifying Criminal Offenses
Permanent Bars
A conviction for any of these disqualifies you for life, no matter how long ago:
- Espionage, sedition, or treason, including conspiracy
- A federal crime of terrorism as defined in 18 U.S.C. 2332b(g), or a comparable state offense
- A transportation security incident causing significant loss of life, environmental damage, or large-scale economic disruption
- Improper transportation of hazardous material under federal or comparable state law
- Explosives-related offenses, including possession, sale, manufacture, or transport of explosives or destructive devices
- Murder
- Bomb threats against public facilities, transportation systems, or infrastructure
- RICO violations where the underlying crime is itself a permanently disqualifying offense
Attempt or conspiracy to commit any of these carries the same permanent bar.4eCFR. 49 CFR 1572.103 – Disqualifying Criminal Offenses
Interim Bars
A second group of felonies disqualifies you only if the conviction was within the past seven years or you were released from incarceration within the past five years:
- Weapons offenses, including unlawful possession, sale, or trafficking of firearms
- Extortion
- Fraud, dishonesty, or misrepresentation, including identity fraud and related money laundering (welfare fraud and bad checks are specifically excluded)
- Bribery
- Smuggling
- Immigration violations
- Drug distribution or possession with intent to distribute
- Arson
- Kidnapping or hostage taking
- Rape or aggravated sexual abuse
- Assault with intent to kill
- Robbery
If you are currently wanted, under indictment, or have an outstanding warrant for any permanently or interim disqualifying felony, TSA treats you as disqualified until the warrant is cleared or the indictment is dismissed.5Transportation Security Administration. Disqualifying Offenses and Other Factors A “not guilty by reason of insanity” finding counts the same as a conviction for both lists.4eCFR. 49 CFR 1572.103 – Disqualifying Criminal Offenses
Mental Capacity Disqualifications
You are also disqualified if you’ve been formally adjudicated as lacking mental capacity or involuntarily committed to a mental health facility. An adjudication means a court, board, or other legal authority determined you are a danger to yourself or others, or found you unable to manage your own affairs, due to mental illness, incompetence, or a similar condition. A finding of insanity in a criminal case, or a finding of incompetence to stand trial, counts here as well.6eCFR. 49 CFR 1572.109 – Mental Capacity
Voluntary admission does not count. Neither does a commitment solely for observation. Only a formal order from a legal authority triggers the disqualification.
If You’re Denied: Appeal or Waiver
An Initial Determination of Threat Assessment is not the end. You have 60 days from the date of that notice to file either an appeal or a waiver request. Do nothing in that window and TSA converts the preliminary denial into a Final Determination, and your state must revoke or deny the endorsement.7Regulations.gov. Agency Information Collection Activities – Security Threat Assessment for Individuals Applying for a Hazardous Materials Endorsement for a Commercial Drivers License
An appeal is the right path when TSA made a factual error: a conviction that was later expunged or overturned, a record that belongs to someone else, or a pardon from the relevant jurisdiction. You submit documentation proving the mistake.
A waiver applies when the conviction is real but you want TSA to exercise discretion. Waivers are only available for interim disqualifying offenses and mental capacity adjudications. Permanent-bar convictions cannot be waived. In deciding, TSA considers the circumstances of the offense, any restitution, state or federal remedies you pursued, and other evidence that you don’t pose a security threat.8eCFR. 49 CFR 1515.7 – Procedures for Waiver of Criminal Offenses Court records, completion-of-sentence paperwork, rehabilitation certificates, and employer references all strengthen a waiver. The request must be in writing and include your identifying information, a full explanation of the offense, and your supporting documents.
Renewal, Recurrent Vetting, and Self-Reporting
A completed assessment is valid for up to five years. Your state must notify you at least 60 days before your endorsement expires and direct you to start the renewal assessment right away.3GovInfo. 49 CFR 1572.13 – State Responsibilities for Issuance of Hazardous Materials Endorsement Renewal is the same process as the initial application: online enrollment, in-person fingerprinting, and the same fee. If processing runs past your expiration date, your state can grant a 90-day extension, but only if you have already enrolled.
Between renewals, TSA runs recurrent criminal history checks on active HME holders. If a new disqualifying issue surfaces, TSA can notify your state to revoke the endorsement immediately.
You also have to self-report. If you are convicted of any disqualifying offense, adjudicated as lacking mental capacity, involuntarily committed, or you renounce your U.S. citizenship, you must report it to the state that issued your endorsement and surrender the endorsement within 24 hours.9Federal Register. Security Threat Assessment for Individuals Applying for a Hazardous Materials Endorsement for a Commercial Drivers License The clock starts at the moment of conviction, adjudication, or commitment. Continuing to transport hazardous materials while disqualified is a serious federal violation.
TWIC and TSA PreCheck
The HME assessment and the TWIC assessment are nearly identical, and federal regulations treat them as comparable.10eCFR. 49 CFR Part 1572 – Credentialing and Security Threat Assessments Holding a valid TWIC can drop your HME fee to $41.00 if your state accepts the TWIC check. It works the other way too: an existing HME assessment can qualify you for a reduced TWIC fee.
Active HME holders are also eligible for TSA PreCheck at no extra cost and with no separate enrollment. Enter your two-letter state abbreviation followed by your CDL number (for example, “NY123456”) in the Known Traveler Number field when booking a flight. You must have received your HME without going through the waiver process, and you cannot be under investigation through recurrent vetting.11Transportation Security Administration.
