The Teacher Loan Forgiveness program cancels up to $17,500 in federal student loan debt for teachers who complete five consecutive years of full-time teaching at a school serving low-income students. Math, science, and special education teachers can receive the full $17,500; other qualifying teachers can receive up to $5,000. The school, the loan type, and your certification all have to line up, so it’s worth checking each piece before you count on the benefit.
The Five-Year Service Requirement
You need five complete, back-to-back academic years of full-time teaching, and at least one of those years must fall after the 1997–1998 school year.1eCFR. 34 CFR 685.217 – Teacher Loan Forgiveness Program “Full-time” is defined by your state’s standard for a full teaching load. Part-time work does not count, even if you’re splitting time across two qualifying schools. Leaving teaching for a year, or moving into a non-teaching role, resets the streak.
Three narrow situations let you miss part of a school year without breaking consecutiveness: going back to school at least half-time in a program related to your teaching, taking FMLA-covered leave, or being called to active military duty for more than 30 days.2eCFR. 34 CFR 682.216 – Teacher Loan Forgiveness Program To use any of these, you must have completed at least half the academic year, your employer must treat the year as fulfilling your contract for salary, tenure, and retirement purposes, and you have to resume teaching by the start of the next regular academic year.
Which Schools Qualify
Your school has to appear in the Teacher Cancellation Low Income (TCLI) Directory, which the Department of Education updates each year to list schools and educational service agencies serving low-income student populations.3Federal Student Aid. Information About Teacher Cancellation Low-Income Directory Updates You can search it at studentaid.gov/tcli by school name, district, or state. What matters is whether the school qualified during the years you taught there, not whether it qualifies today. Schools rotate in and out as their demographics change, so verify each year of service separately.
Teaching at more than one qualifying school over the five years is fine. You can combine service across different TCLI-listed schools or educational service agencies as long as the years stay consecutive.1eCFR. 34 CFR 685.217 – Teacher Loan Forgiveness Program
Certification You Need
You have to meet the “highly qualified teacher” standard. That definition came from the No Child Left Behind Act and stays frozen for loan forgiveness purposes even though the Every Student Succeeds Act replaced that law in 2015.4Office of the Law Revision Counsel. 20 USC 1078-10 – Loan Forgiveness for Teachers In practice, you need a bachelor’s degree and full state certification. Emergency, temporary, and provisional credentials do not qualify.
Secondary teachers also have to show subject-matter competency in what they teach, either by passing a relevant exam or by holding an academic major in the subject. Elementary teachers meet the standard through their state’s certification process.
Which Loans Are Eligible
Only certain federal loans qualify: Direct Subsidized Loans, Direct Unsubsidized Loans, Subsidized Federal Stafford Loans, and Unsubsidized Federal Stafford Loans.5Federal Student Aid. 4 Loan Forgiveness Programs for Teachers Direct Consolidation Loans qualify too, but only the portion that paid off one of those eligible underlying loans.1eCFR. 34 CFR 685.217 – Teacher Loan Forgiveness Program If your consolidation loan absorbed a PLUS Loan, that portion is excluded.
Parent PLUS, Grad PLUS, and Perkins Loans are not eligible.5Federal Student Aid. 4 Loan Forgiveness Programs for Teachers Private loans from banks or credit unions fall entirely outside the federal forgiveness system.
There’s also a timing rule that catches people off guard. You cannot have had an outstanding balance on any Direct Loan or FFEL Program loan as of October 1, 1998. If you borrowed after that date, the rule resets, and you must have had no outstanding federal student loan balance on the day you took out that new loan.6eCFR. 34 CFR 685.217 – Teacher Loan Forgiveness Program On top of that, the loans you want forgiven must have been disbursed before you finished your fifth qualifying year. Loans taken out after you complete the service requirement are not covered.
How Much You Can Get
The program has two tiers, and your primary teaching assignment decides which one applies:
- Up to $17,500 for highly qualified math or science teachers at the secondary level, and for highly qualified special education teachers at either the elementary or secondary level whose primary responsibility is teaching students with disabilities.
- Up to $5,000 for all other highly qualified teachers who meet the five-year service requirement at a qualifying school.
The forgiveness covers outstanding principal and accrued interest combined, and the total across the Direct Loan and FFEL programs cannot exceed your tier’s cap.2eCFR. 34 CFR 682.216 – Teacher Loan Forgiveness Program If your remaining eligible balance is smaller than the cap, the program simply wipes it out. If you split time between subjects, your main assignment is what counts.
Applying After Your Fifth Year
Once you have finished five consecutive years of qualifying service, get the Teacher Loan Forgiveness Application from your loan servicer or download it from studentaid.gov.7Federal Student Aid. Teacher Loan Forgiveness Application Before you start, gather your exact employment dates for each year, the school names as they appear in the TCLI Directory, your certification status, and the subjects and grade levels you taught.
The form has a section that must be completed by the Chief Administrative Officer at your school or educational service agency. That can be a principal, superintendent, assistant principal, or HR official, depending on who holds official employment records and is authorized to verify service.7Federal Student Aid. Teacher Loan Forgiveness Application The CAO’s signature confirms that you taught full-time on the dates claimed and that the school met the low-income criteria during your tenure. Without it, the application will be rejected.
If different servicers hold different eligible loans, submit a separate application to each one.7Federal Student Aid. Teacher Loan Forgiveness Application Most servicers accept uploads through their online portals, though you can mail a paper copy instead.
What Happens After You Submit
Processing usually takes several weeks to a few months. Keep making your regular payments during the review. Skipping payments because you expect forgiveness can push you into delinquency or default, either of which can sink the application and hurt your credit.
If the application is approved, the servicer applies the forgiveness to your balance, up to your tier’s cap. If the amount covers your entire remaining balance, the loan is satisfied. You’ll get a notice by mail or email.
Denials happen. Common causes are mismatched school names, gaps in the five-year record, and incomplete CAO certification. Ask the servicer what went wrong and resubmit. If you think the denial was wrong and the servicer won’t fix it, the Federal Student Aid Ombudsman Group can help mediate.
If Your Loans Are in Default
You cannot receive Teacher Loan Forgiveness while your loans are in default. You have to make satisfactory repayment arrangements first to re-establish eligibility for federal student aid benefits.2eCFR. 34 CFR 682.216 – Teacher Loan Forgiveness Program That usually means finishing a loan rehabilitation program or consolidating the defaulted loan into a new Direct Consolidation Loan. Once you’re back in good standing, you can apply.
Teacher Loan Forgiveness vs. PSLF
You can benefit from both Teacher Loan Forgiveness and Public Service Loan Forgiveness, but not for the same years of teaching. If you use five years toward Teacher Loan Forgiveness, the monthly payments during those years won’t count toward the 120 payments PSLF requires.8Federal Student Aid. Public Service Loan Forgiveness FAQs You’d need 120 additional qualifying payments after that to reach PSLF.
That’s a real trade-off. If you plan to stay in public service long term, you may come out ahead by skipping Teacher Loan Forgiveness and letting every payment count toward PSLF from the start. If your balance is modest and $5,000 or $17,500 would knock out most of it, taking Teacher Loan Forgiveness first and pursuing PSLF later on remaining or future loans can make sense. Taxes on the Forgiven Amount
The forgiven amount is not federal taxable income. Federal law excludes student loan discharges from gross income when the forgiveness is conditioned on working for a set period in a specified profession, which is how this program operates.9Office of the Law Revision Counsel. 26 USC 108 – Income From Discharge of Indebtedness That exclusion is permanent and doesn’t depend on the temporary American Rescue Plan Act provision covering broader forgiveness through 2025.
State tax treatment can differ. Check whether your state follows the federal exclusion or applies its own rules, and look into any state-level teacher loan repayment programs that could stack on top of this benefit.
