A federal tax refund check is a paper payment the U.S. Treasury mails when the IRS owes you money and doesn’t have your bank details on file. Starting with 2025 returns filed in 2026, the IRS is phasing paper checks out for individual taxpayers and steering nearly everyone toward direct deposit, prepaid debit cards, or digital wallets.1Internal Revenue Service. IRS to Phase Out Paper Tax Refund Checks Starting With Individual Taxpayers If you still end up with a paper check, the rules for tracking it, cashing it, and replacing it if something goes wrong are the same as they’ve always been.
Why You Might Still Get a Paper Check
The phase-out began September 30, 2025. For 2025 returns, if you don’t include direct deposit information the IRS will send a letter asking you to provide bank details or request an exception within 30 days. Ignore the letter and the IRS issues a paper check after six weeks so interest doesn’t start accruing on the refund.2Taxpayer Advocate Service. Tips on Electronic Payment Options Available to Taxpayers as the IRS Phases Out Paper Checks
Several other situations still trigger a paper check even when you want a direct deposit:
- A typo in the routing or account number, or a closed account, causes the deposit to bounce back and the IRS mails a check instead.
- The IRS caps electronic refunds at three per bank account. A fourth refund directed to the same account gets converted to a paper check with a notice.3Internal Revenue Service. Tell IRS to Direct Deposit Your Refund to One, Two, or Three Accounts
- Potential fraud or identity flags can pause an electronic payment while the IRS investigates.
Once your return is accepted, you can’t change the bank information on it. If the deposit fails, a paper check follows automatically.
How Long the Check Takes to Arrive
After the IRS approves your return, the request moves to the Bureau of the Fiscal Service, which prints and mails all federal checks. The IRS says you should receive the check within four weeks of the issue date.4Internal Revenue Service. If you move after filing, notify the IRS right away with Form 8822. Not every post office forwards government checks.5Internal Revenue Service. Topic No. 157, Change Your Address – How to Notify the IRS
Tracking the Check
The IRS “Where’s My Refund?” tool and the IRS2Go mobile app show your refund status. You’ll need your Social Security number or ITIN, your filing status, and the exact whole-dollar refund amount.6Internal Revenue Service. IRS2Go Mobile App Updates appear 24 hours after e-filing a current-year return, three days after e-filing a prior-year return, or four weeks after mailing a paper return.
The tool moves through three stages: return received, refund approved, and refund sent. “Refund Sent” means the Bureau of the Fiscal Service has mailed the check to the address on your return. There’s also an automated refund hotline at 800-829-1954.4Internal Revenue Service. Refunds
Cashing or Depositing It
Endorse the back with your signature and bring a government-issued photo ID to your bank or credit union. Most institutions deposit Treasury checks immediately and make the funds available within one business day.
Without a bank account, you have a few options. Walmart cashes government checks and charges up to $4 for checks of $1,000 or less and up to $8 for checks above that. During tax season, January through April, Walmart raises its maximum from $5,000 to $7,500.7Walmart. Check Cashing Grocery stores and dedicated check-cashing stores also handle government checks, though check-cashing stores usually charge more, often 1.5% to 3.5% of the check amount depending on the state. You can also load the check onto a prepaid debit card at an ATM that accepts deposits, if you already have an account set up.
If the Check Never Arrives
When your check doesn’t show up, you can ask the IRS to trace it using Form 3911 (Taxpayer Statement Regarding Refund). The form asks for the tax year and whether the check was lost, stolen, or never received.8Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund Wait at least four weeks from the mailing date in the tracking tool before filing; the IRS won’t accept a trace request before then.
Once the trace starts, the Bureau of the Fiscal Service checks whether the check was cashed. If someone else cashed it, the investigation can take several weeks. If it was never cashed, the IRS cancels the original and issues a replacement under 31 CFR Part 245.9eCFR. 31 CFR Part 245 – Claims on Account of Treasury Checks
If the Check Has Expired
Treasury checks have to be cashed or deposited within 12 months of the issue date. After that they’re stale and banks won’t take them. The money itself isn’t lost. Federal law preserves the government’s obligation to pay you even after the check goes stale.10Office of the Law Revision Counsel. 31 USC 3328 – Paying Checks and Drafts
To get a replacement, call the IRS at 800-829-0115. Destroy the expired check if you still have it.11Internal Revenue Service. Understanding Your CP237A Notice No special form is required, and the 12-month clock resets from the date of the new check.
If the Check Is Smaller Than Expected
Two common things reduce a refund, and each comes with its own notice.
Treasury Offset
The Treasury Offset Program matches federal payments against outstanding debts to federal or state agencies. Past-due child support, defaulted federal student loans, and unpaid state taxes are the most common triggers, and the program recovered more than $3.8 billion in fiscal year 2024.12Bureau of the Fiscal Service. Treasury Offset Program If your refund was reduced, you’ll get a notice showing the original amount, how much was taken, and which agency received it.13Internal Revenue Service. IRS Math Corrections
If the IRS catches a miscalculated credit or a wrong figure, it adjusts the refund and sends a CP12 notice explaining the change. Watch the deadline on that notice. Contact the IRS by that date and the agency will reverse most changes. Miss it and you lose the formal right to have the changes reversed and the right to appeal to the U.S. Tax Court.16Internal Revenue Service. Understanding Your CP12 Notice
If the Check Is in a Deceased Person’s Name
A surviving spouse who filed a joint return can generally cash the check normally. Anyone else, including adult children, siblings, or other heirs, has to file Form 1310 (Statement of Person Claiming Refund Due a Deceased Taxpayer).17Internal Revenue Service. Statement of Person Claiming Refund Due a Deceased Taxpayer
The form asks whether the deceased left a will and whether a court has appointed a personal representative for the estate. If there is a court-appointed representative, that person is the one who must file. A copy of the will by itself won’t satisfy the IRS; you need a court certificate showing your appointment or other evidence under state law that you’re entitled to the refund. If you’re filing Form 1310 separately from the tax return, mail it to the IRS service center where the return was filed.
If Someone Stole Your Refund
If a fraudulent return was filed in your name, you’ll usually find out when your legitimate return is rejected or a notice arrives about a return you didn’t file. File Form 14039 (Identity Theft Affidavit) with the IRS.18Internal Revenue Service. Identity Theft Affidavit You can submit it online, fax it toll-free to 855-807-5720, or mail it to the address on any IRS notice you received. After that, consider enrolling in the IRS Identity Protection PIN program. The IP PIN is a six-digit number that must appear on any future return, making it much harder for someone to file in your name.
