Tax Rates in Finland: Income, Capital, VAT, and Corporate

Tax rates in Finland combine a progressive state income tax that reaches 37.50% on earned income above €52,100 in 2026, a flat municipal income tax of 4.70% to 10.90% depending on where you live, employee social contributions of roughly 10%, a 25.5% standard VAT, a two-tier capital income tax of 30% and 34%, and a flat 20% corporate tax. The total you actually pay depends on whether Finland treats you as a resident, what kind of income you earn, and which municipality you live in.

Who the Finnish Rates Apply To

Residents pay Finnish tax on worldwide income. Non-residents pay only on income sourced from Finland, and wages they earn in Finland are taxed at a flat 35% withholding rate regardless of amount. Performing artists pay a flat 15%.1Tax Administration (Vero.fi). Taxation of Employees From Other Countries

You are a resident if your main home and center of personal interests are in Finland, or if you stay in the country for more than six consecutive months. The six-month count doesn’t reset at year-end, and brief absences of under about two months don’t break it. Finnish citizens who move abroad remain tax residents for the year of departure plus the following three years unless they can show all substantial ties have been severed.2Tax Administration (Vero.fi). State Income Tax Brackets for 2026

The state income tax on earned income (wages and pensions) uses five brackets in 2026:

  • Up to €22,000: 12.64%
  • €22,000 to €32,600: 19.00%
  • €32,600 to €40,100: 30.25%
  • €40,100 to €52,100: 33.25%
  • Over €52,100: 37.50%

The structure was simplified from 2025, with fewer brackets and a lower top marginal rate. Capital income follows a separate schedule covered further down.3Nordisk eTax. Tax Rates Applicable to Resident Individuals (of Finland)

Municipal, Church, and Public Broadcasting Taxes

Every municipality sets its own flat income tax, applied to taxable earned income after deductions. For 2026 the rates run from 4.70% to 10.90%. For many middle-income earners, this is a larger slice of the tax bill than the state income tax because it hits from the first euro of taxable income with no bracket structure.

Members of the Evangelical Lutheran, Orthodox, or Finnish German church pay a church tax of 1% to 2.25% of taxable income, set by the parish. Non-members pay nothing.

The public broadcasting tax funds Yle. Individuals pay 2.50% of combined earned and capital income above €15,150, capped at €160 per year. Income below €15,150 owes nothing.4Tax Administration (Vero.fi). Public Broadcasting Tax and Åland Islands Media Fee

Social Insurance Contributions

Social contributions sit on top of income tax and come out of each paycheck. For 2026 the employee rates are:

  • Pension insurance: 7.30% of gross wages, now the same for every age group after the previous age-based tiers ended at the start of 2026.5Ministry of Social Affairs and Health. Social Insurance Contribution
  • Health insurance: 1.98% total (1.10% healthcare, 0.88% daily allowance).6Tax Administration (Vero.fi). Social Insurance Contributions
  • Unemployment insurance: 0.89% of gross wages.

Combined, the employee deduction is about 10.17% of gross pay.

Employers carry the larger share. Average employer pension contribution is 17.10% of salary, and health insurance is 1.91%. Employer unemployment insurance is 0.31% on the first €2,509,500 of total payroll and 1.23% on amounts above that. Employers withhold the employee share from each paycheck and remit both portions.

Capital Income and Dividends

Investment income and capital gains are taxed separately from earned income on a flat two-tier schedule: 30% on the first €30,000 of capital income and 34% on anything above.7Tax Administration (Vero.fi). Selling Shares This covers gains from selling shares and real estate, rental income, and interest.

Dividends from listed companies: 85% is taxable capital income and 15% is tax-free. The paying company withholds 25.5% at source.8Tax Administration (Vero.fi). Dividends From a Listed Company

Dividends from unlisted companies follow more complex rules. If the dividend stays within 8% of the shares’ calculated mathematical value and below €150,000, only 25% is taxable capital income and 75% is tax-free. Above €150,000 the taxable portion rises to 85%. Any dividend over 8% of the mathematical value is treated as earned income, with 75% taxable at the recipient’s marginal rate.9Tax Administration (Vero.fi). Dividend From an Unlisted Company

VAT and Excise Duties

Finland’s standard VAT is 25.5% and is built into the shelf price of most goods and services.10Tax Administration (Vero.fi). The Changes to VAT Rates A reduced rate of 13.5% took effect on January 1, 2026, replacing the previous 14%, and applies to groceries, restaurant meals, books, medicines, passenger transport, accommodation, and admission to cultural and sporting events.11Tax Administration (Vero.fi). The Reduced VAT Rate of 14% Will Be Lowered to 13.5% in 2026 A 10% rate applies to newspapers and periodicals.12Finnish Customs. VAT Rates

Excise duties on alcohol, tobacco, soft drinks, and fuels are charged per unit rather than as a percentage of price, and Finland’s rates on spirits and cigarettes are among the highest in the EU.

Property, Transfer, Inheritance, and Gift Taxes

Real estate tax is municipal, assessed on the taxable value of land and buildings. Municipalities choose rates within statutory ranges:13Tax Administration (Vero.fi). Value of Real Estate and Real Estate Tax Rates

  • Land, general rate: 1.30% to 2.00%
  • Permanent residential buildings: 0.41% to 1.00%
  • Other residential buildings, such as vacation homes: 0.93% to 2.00%
  • Vacant building plots: 2.00% to 6.00%, with greater Helsinki municipalities required to set this at least 3 percentage points above their general land rate

Taxable value is typically well below market value, so effective rates on property run lower than the headline percentages suggest.

Buying real property triggers a 3% transfer tax on the purchase price. Buying shares in a housing company or other securities triggers 1.5%. Listed company share transfers are generally exempt, and property received through inheritance, gift, or division of marital assets carries no transfer tax.

Inheritance and gift taxes use progressive rates that depend on both the value received and the recipient’s relationship to the giver. From 2026, inheritances below €30,000 are tax-free (up from €20,000). Above that, close relatives (spouses, children, parents) pay 7% to 19% depending on value, and more distant heirs pay 19% to 33%.14Tax Administration (Vero.fi). What Will Change in Taxation in 2026 Gifts under €7,500 from the same donor within a rolling three-year window are tax-free (up from €5,000). Above that, close relatives pay 8% on gifts up to €25,000 and rising rates on larger amounts, with more distant recipients paying higher rates at every tier.15Tax Administration (Vero.fi). Corporate Tax

Finland’s corporate income tax is a flat 20% on profits, applied to limited liability companies, cooperatives, and other corporate entities.16Tax Administration (Vero.fi). Income Tax Companies that sell goods or services also collect and remit VAT.

Employer social contributions add roughly 19% or more on top of each salary when pension, health, and unemployment insurance are combined. That turns a €50,000 salary into something closer to €60,000 in true cost. Corporate entities also pay a public broadcasting tax if their taxable income reaches at least €50,000: €140 plus 0.35% of income above that threshold, capped at €3,000 per year.4Tax Administration (Vero.fi).
