Tax-free shopping in Vancouver is limited to duty-free stores at Vancouver International Airport and the land border crossings into Washington State, plus a sizeable list of everyday items that are already exempt from provincial tax, federal tax, or both at every regular store in British Columbia. There is no receipt-based tax refund for tourists. Whatever GST and PST you pay at the register in a downtown shop stays paid.
How Vancouver Sales Tax Works
Two separate taxes stack on most retail purchases. The federal Goods and Services Tax adds 5 percent under the Excise Tax Act.1Department of Justice Canada. Excise Tax Act British Columbia’s Provincial Sales Tax adds another 7 percent on most goods and some services.2Province of British Columbia. B.C. Provincial Sales Tax (PST) A $100 item rings up at $112. Both taxes appear as separate line items on your receipt, and no retailer at a standard store has the discretion to waive either one.
No Tourist Tax Refund Exists
Canada used to run a Visitor Rebate Program that let tourists reclaim GST on goods and hotel stays. The federal government ended it in 2007 and never replaced it for individual shoppers.3Canada.ca. Foreign Convention and Tour Incentive Program There is no airport tax desk, no mail-in claim, and no online form for tourists. If you are visiting Vancouver as a regular traveler, do not bank on recovering tax later.
One narrow rebate does survive under the Foreign Convention and Tour Incentive Program, but it applies to organizers and exhibitors of foreign conventions held in Canada and to non-resident tour operators claiming rebates on short-term accommodation packaged into tours.4Canada.ca. GST/HST and QST Rebate for Sponsors of Foreign Conventions It does nothing for an individual tourist buying clothes or electronics downtown.
Duty-Free at Vancouver International Airport
The international terminal at YVR has duty-free shops behind security, accessible only to passengers with an international boarding pass.5Vancouver International Airport. Duty Free These shops sell liquor, fragrances, cosmetics, tobacco, and confections without GST or PST, because the goods are treated as exports.
Bring your passport and boarding pass. Everything you buy has to leave Canada with you. Liquids are sealed inside tamper-evident security bags that must stay sealed until you reach your final destination; if a connecting airport’s security screening finds the bag opened, the purchase can be confiscated.6Canadian Air Transport Security Authority. Duty-Free Purchases Check for the security markings on the bag before you leave the counter. Domestic passengers flying within Canada cannot access these shops.
Duty-Free at the Land Border
Driving south into Washington State, you can buy tax-free on the Canadian side of the border. Peace Arch Duty Free at the Peace Arch crossing in Surrey is one of the largest land-border duty-free retailers in North America, and a second store serves the Pacific Highway truck crossing. Both are positioned so you make your purchase and then drive directly into U.S. customs.
The rules mirror the airport: passport required, goods must exit Canada immediately, nothing can be opened or consumed before crossing. Selection is heavy on liquor, tobacco, perfume, and chocolate, all sold without GST or PST.
Watch the U.S. Personal Exemption
Buying without Canadian tax is not the same as bringing goods home tax-free. U.S. Customs and Border Protection allows returning travelers an $800 personal exemption on goods acquired abroad, provided the trip lasted at least 48 hours.7U.S. Customs and Border Protection. Know Before You Go: Traveling Abroad Shorter trips drop the exemption to $200. Alcohol and tobacco have separate quantity caps that depend on the state you enter and on federal limits.
Loading up on duty-free liquor at Peace Arch and then discovering at the U.S. inspection booth that you owe duties on the overage is a common way to erase the tax savings. Keep a running tally against your exemption.
Items Already Tax-Exempt at Any BC Store
Plenty of everyday items skip one or both taxes at every retailer in the province, no paperwork required. British Columbia does not charge its 7 percent PST on these categories:8Province of British Columbia. PST Exemptions
- Food for human consumption, including groceries, restaurant meals, and prepared food. Liquor over 1 percent alcohol and soda are the main exceptions.
- Printed bound books published for educational, technical, cultural, or literary purposes, and qualifying newspapers and magazines.9Government of British Columbia. PST 205 Books, Magazines, Newspapers and Other Publications
- Children’s clothing in girls’ sizes up to national standard size 16 and boys’ sizes up to 20, and children’s footwear with an insole of 24.25 cm or less.10Government of British Columbia. Children’s Clothing and Footwear
- All bicycles.
- Prescription medications and over-the-counter health products like cough syrup and pain medication.
- Used clothing and footwear sold for under $100 per item, which makes Vancouver’s thrift and vintage shops a genuinely tax-advantaged place to browse.
On top of that, basic groceries are “zero-rated” federally, so GST also applies at 0 percent. Fresh and frozen fruits and vegetables, meat, poultry, fish, eggs, dairy, bread, cereals, and coffee beans all qualify.11Department of Justice Canada. Excise Tax Act RSC 1985 c E-15 – Schedule VI, Part III Basic Groceries Combined with the PST exemption on food, staple groceries carry zero sales tax. The taxable exceptions are what you would expect: alcohol, carbonated drinks, candy, chips, snack bars, single-serve ice cream, and small quantities of baked goods.12Canada.ca. Basic Groceries Restaurant meals dodge the PST but still carry the 5 percent GST.
Shipping Purchases Home Is No Longer a Shortcut
Buying in Vancouver and mailing goods to a U.S. address used to be a way around the luggage limits. That workaround has closed. The United States suspended the duty-free de minimis threshold for shipments from Canada effective August 29, 2025.13The White House. Suspending Duty-Free De Minimis Treatment for All Countries Packages worth under $800 no longer enter the U.S. duty-free.
Canada Post now requires duties to be assessed and prepaid before it will accept a U.S.-bound parcel, and you need a Declaration ID confirming that prepayment.14Canada Post. Sending Packages to the U.S. Gifts under US$100 are technically exempt, but proving gift status is impractical for most shoppers. Carrying your purchases in your luggage under the personal exemption is now cheaper and simpler for nearly all visitors.
Practical Ways to Trim Your Vancouver Tax Bill
Vancouver does not offer the blanket tourist tax refund you might find in some European or Asian cities. But a few habits keep the tax down:
- If you have a kitchen where you are staying, buy groceries instead of eating out. Staples carry no tax at all; restaurant meals still carry 5 percent GST.
- Browse Vancouver’s bookstores. Printed books are PST-exempt, so you pay only the 5 percent GST, less than half the tax hit on clothing or electronics.
- Save big purchases of liquor, perfume, cosmetics, and tobacco for the airport or land-border duty-free shop on your way out. That is a full 12 percent off a downtown price.
- If you are American, keep a running tally against the $800 personal exemption. Going $50 over can cost you more in U.S. duties than the Canadian tax you avoided.
- Check sizing on kids’ clothing and footwear. Anything within the size limits drops the PST automatically at every store in BC.10Government of British Columbia. Children’s Clothing and Footwear
