Tax code 1189L means your employer or pension provider is giving you £11,890 of tax-free pay this year, which is £680 less than the £12,570 standard Personal Allowance behind the usual 1257L code. HMRC lowers the number when you owe tax on something that isn’t already taxed at source: untaxed savings interest, a taxable state benefit, a company perk, or a small underpayment from a previous year. The £680 gap is the value of whatever HMRC is collecting through your wages.
What the 1189 and the L Actually Mean
The number in a PAYE code is your annual tax-free amount with the last digit chopped off. 1189 stands for £11,890. Your employer’s payroll system splits that figure across your pay periods so the right tax comes out each week or month automatically.
The letter L confirms you get the standard Personal Allowance rather than one of the specialised categories.1GOV.UK. Tax Codes – What Your Tax Code Means A Scottish taxpayer would see S1189L and a Welsh taxpayer C1189L; the prefix routes the calculation through the right national rate bands but the £11,890 allowance is the same.2GOV.UK. Understanding Your Employees Tax Codes A W1, M1, or X suffix means the code is being applied on an emergency, non-cumulative basis, which is a separate issue from why the number is 1189.3GOV.UK. Why HMRC Reduced Your Allowance by £680
The standard allowance is £12,570 for 2025/26 and 2026/27, and it stays frozen until at least April 2031.4GOV.UK. Income Tax Rates and Personal Allowances Any code lower than 1257L exists because HMRC has decided to collect tax on something specific through your PAYE code. For 1189L, that something adds up to £680 in taxable value. It might be one item or a combination.
Untaxed Savings Interest
Basic-rate taxpayers get a £1,000 Personal Savings Allowance, higher-rate taxpayers get £500, and additional-rate taxpayers get nothing.5GOV.UK. Tax on Savings Interest – How Much Tax You Pay Interest above that threshold is taxable, and because banks pay it gross, HMRC recovers the tax by trimming your code. If they estimate you’ll earn £680 in taxable interest, the code drops from 1257L to 1189L.
A Taxable State Benefit
Some state benefits count as taxable income even though the paying department doesn’t run PAYE on them. Carer’s Allowance is the most common. Bereavement Support Payment has taxable elements too, and the State Pension is taxable for people who also have wages or a private pension. HMRC reduces your allowance by the annual value of the benefit so the tax comes out of your other income.
A Small Underpayment From an Earlier Year
If you owe tax from a previous year, HMRC can collect it by lowering your current code rather than sending a bill. This “coding out” only works for underpayments under £3,000; anything larger has to be paid separately.6HM Revenue & Customs. PAYE Manual – PAYE12070 If a coded-out debt would cause real hardship, you can ask HMRC to spread it, normally over up to three years.
Employer-Provided Benefits
Company perks that aren’t run through payroll — private medical insurance, a company car, an interest-free loan — have a taxable value that HMRC folds into your code. The value is reported on your P11D after the end of each tax year.7GOV.UK. P11D If the total benefit value comes to £680, that on its own explains the gap.
An Offsetting Expense Claim
Adjustments can also push a code back up. Flat-rate tax relief for uniforms, work clothing, or tools ranges from £60 in the default case to £1,022 for airline pilots.8GOV.UK. Check How Much Tax Relief You Can Claim for Uniforms, Work Clothing and Tools If your code would otherwise be even lower than 1189L, an approved expenses claim can be part of what leaves you at 1189L specifically.
Checking Whether £680 Is the Right Reduction
Before challenging the code, work out whether the figure matches your actual situation. Your P60 from the last tax year shows total pay and tax deducted, which is a useful baseline.9GOV.UK. P60 If you changed jobs, the P45 from your previous employer shows the code and figures at the point you left.10GOV.UK. Your P45, P60 and P11D Form – Why You Get Each Form Your current payslips confirm what your employer is actually applying.
If you get taxable perks at work, the P11D lists their value.11GOV.UK. Expenses and Benefits for Employers – Reporting and Paying Add in realistic figures for savings interest, dividends, rental profits, or any taxable benefit you receive, and see whether the total lands near £680. If it doesn’t, the code probably needs adjusting.
How to Get the Code Changed
The quickest route is the “Check your Income Tax” service in your Personal Tax Account on GOV.UK, or the HMRC app.12GOV.UK. Check Your Income Tax for the Current Year Sign in, open your income details, and update the estimates HMRC is using for earnings, benefits, or other income.
If you’d rather call, the income tax helpline uses speech recognition to route you. Have your National Insurance number to hand for the security check.13GOV.UK. Income Tax – Enquiries Explain which part of the £680 you think is wrong and refer to the figures on your documents.
Once HMRC accepts the change, they’ll notify you and your employer within 15 working days.14GOV.UK. Tax Codes – If You Think Your Tax Code Is Wrong The next payslip should show the corrected tax-free amount. If you’ve been overpaying, the update is normally cumulative: your employer recalculates from the start of the tax year and any overpaid tax comes back in that pay period rather than through a separate refund.
One thing worth knowing if the correction doesn’t happen in time: after 5 April, HMRC compares what you paid against what you owed and issues a P800 if you overpaid. Refunds claimed online through the Personal Tax Account arrive within about five working days, and cheque refunds take around six weeks.15GOV.UK. If Your Tax Calculation Letter (P800) Says Youre Due a Refund If the code was too generous instead, any underpayment under £3,000 is usually collected by adjusting next year’s code.6HM Revenue & Customs. PAYE Manual – PAYE12070 The tax is owed either way; a wrong code delays the bill, it doesn’t cancel it.
