Sweden’s Carbon Tax: 2026 Rates, Covered Fuels, and Exemptions

Sweden’s carbon tax charges roughly SEK 1,520 per metric ton of CO2 in 2026 for natural gas and coal, one of the highest carbon prices in the world.1Government Offices of Sweden. Sweden’s Carbon Tax Introduced in 1991, it applies to fossil fuels across the economy in proportion to how much carbon dioxide they release when burned, and it sits alongside a separate energy tax on the same fuels. Sweden’s greenhouse gas emissions fell 38% between 1990 and 2023, and carbon pricing is widely credited as a major reason.2European Environment Agency. Total Greenhouse Gas Emissions – Sweden

How the Tax Is Calculated and Collected

The tax is codified in the Act on Excise Duties on Energy (Lag 1994:1776 om skatt på energi), the same statute that governs the energy tax on fuels and electricity.3Sveriges riksdag. Lag 1994:1776 om Skatt på Energi The two charges are distinct and stack. A litre of Swedish diesel carries an energy tax component and a carbon tax component, each calculated separately, both included in the pump price.

Because burning any given fuel releases a predictable amount of CO2 based on its carbon content, Sweden doesn’t measure emissions at the tailpipe or the smokestack. The tax is levied on the fuel itself, proportional to the CO2 it will produce when burned.1Government Offices of Sweden. Sweden’s Carbon Tax That makes the system cheap to administer and difficult to evade. Sweden already had excise-collection infrastructure in place before 1991, and the carbon tax simply plugged into it.

2026 Rates and the Path Since 1991

The tax started at SEK 250 per metric ton of CO2 in 1991. The 2026 rate for natural gas and coal is SEK 1,520 per metric ton, roughly EUR 138 at current exchange rates.1Government Offices of Sweden. Sweden’s Carbon Tax Rates for gasoline and diesel are expressed in the same SEK-per-tonne-of-CO2 terms and are comparable in magnitude.

The rate has climbed roughly sixfold since introduction, but not smoothly. A sharp jump in the early 2000s took it from around SEK 300 to about SEK 900 between 2000 and 2004, and increases since then have been more gradual. The government uses a mix of legislated changes and adjustments tied to the Consumer Price Index, so inflation doesn’t quietly erode the tax’s real value.4ODYSSEE-MURE. How Are the Swedish Taxes on Energy and Carbon Dioxide Related to Energy Efficiency The stated philosophy is that gradual, predictable increases give households and firms time to adapt.1Government Offices of Sweden. Which Fuels and Sectors Pay

The tax covers gasoline, diesel, natural gas, coal, heavy fuel oil, and other petroleum products. Transportation and heating bear the largest share. Every litre of gasoline and diesel used in cars and trucks carries the full rate, as does any fossil fuel burned for residential or commercial heating.

The effect on heating has been dramatic. Fossil fuel use for heating has fallen more than 90% since 1990, replaced by district heating, heat pumps, and wood pellet burners.5Government Offices of Sweden. Carbon Taxation in Sweden Most district heating networks now run mainly on household waste and wood scraps, with fossil fuels making up less than 5% of their energy input. Where those plants do burn fossil fuels, they generally fall under the EU Emissions Trading System rather than the national carbon tax.

Who Is Exempt or Pays a Reduced Rate

EU ETS Industries

Facilities covered by the EU Emissions Trading System are entirely exempt from the Swedish carbon tax.1Government Offices of Sweden. Sweden’s Carbon Tax They already pay for their emissions by purchasing EU allowances, and layering a national tax on top would charge them twice for the same pollution. Steel mills, cement plants, refineries, and large power plants are the typical operations inside the ETS.

Non-ETS industry once received a reduced carbon tax rate, but that preferential treatment was phased out by 2018. Since then, non-ETS industrial users pay the same general rate as everyone else.1Government Offices of Sweden. Sweden’s Carbon Tax The principle since 2005 has been that every tonne of CO2 in Sweden is priced through either the carbon tax or the ETS, with no gaps and minimal overlap.

Agriculture, Forestry, and Aquaculture

Diesel used in agricultural, forestry, and aquaculture machinery qualifies for a reduced carbon tax rate.6Nordic Co-operation. Use of Economic Instruments in Nordic Environmental Policy 2018-2021 – Sweden The reduction works as a reimbursement: operators pay the standard rate at purchase and then claim a per-litre refund from the Swedish Tax Agency. These sectors also receive reductions on the energy tax and on electricity used in their operations.7OECD. Taxation in Agriculture The reductions are partial, not full exemptions, and the amounts have been adjusted in both directions over the years.

Biofuels

Pure biofuels aren’t subject to the carbon tax, because the tax is based on fossil carbon content and biofuels contain none.6Nordic Co-operation. Use of Economic Instruments in Nordic Environmental Policy 2018-2021 – Sweden No application is required; the result follows automatically from how the tax is calculated. Biogas and bio-propane used for heating or as motor fuel also benefit from an additional exemption approved by the European Commission for a ten-year period beginning in 2020.

Blended fuels are handled differently. Since July 2018, a greenhouse gas reduction obligation (reduktionsplikt) has required fuel suppliers to blend a minimum share of biofuel into the gasoline and diesel they sell. Biofuel blended under this mandate is taxed at the same carbon and energy tax rates as its fossil equivalent, though the overall per-litre rates for gasoline and diesel were adjusted downward to reflect the biofuel share.6Nordic Co-operation. Use of Economic Instruments in Nordic Environmental Policy 2018-2021 – Sweden For 2026, the reduction obligation is 10% for both gasoline and diesel.8Energimyndigheten. What the Tax Has Achieved

Sweden’s greenhouse gas emissions fell 38% between 1990 and 2023, one of the steepest declines among wealthy countries.2European Environment Agency. Total Greenhouse Gas Emissions – Sweden The heating sector accounts for the most visible share of that shift. District heating now provides about 77% of commercial space heating, and heat pumps and wood pellet systems have replaced most remaining fossil heating.5Government Offices of Sweden. Carbon Taxation in Sweden Heating now represents less than 2% of Sweden’s total emissions. Transportation has been harder, though the combination of the carbon tax and the reduction obligation continues to raise the biofuel share of road fuel.

Filing, Records, and Late Payment

Businesses that produce, import, or store taxable fuels must register with the Swedish Tax Agency (Skatteverket) as either a registered taxpayer or a warehouse keeper. That status determines which forms are filed and how often. Filing and payment run through Skatteverket’s digital portal, using the same infrastructure that handles other excise taxes.1Government Offices of Sweden. Sweden’s Carbon Tax

Taxpayers have to keep detailed records of fuel purchase volumes, inventory levels, and usage to support the figures on their returns. Farmers and forestry operators claiming reimbursements need documentation that the diesel was used in qualifying machinery rather than road vehicles, which owe the full rate. Refund applications for energy and carbon dioxide excise duties can be submitted to Skatteverket even by applicants without Swedish electronic identification, though extra verification steps apply.9Skatteverket. Application for Refund of Excise Duty on Energy and Carbon Dioxide

Late payments are expensive. Sweden applies a high interest rate of the base rate plus 15 percentage points to overdue amounts, which can push the effective rate above 17% depending on the current base rate. A lower interest rate applies when the Tax Agency revises a return or when a payment has been deferred by agreement. Unpaid debts are eventually referred to the Kronofogden, the Swedish Enforcement Authority, for collection, with interest continuing to accrue in the meantime.
