Superannuation Age: Preservation Age, 60, and 65

The superannuation access age in Australia sits between 55 and 60 depending on when you were born, and reaching it only opens the door if you also meet a condition of release such as retirement. Full, unconditional access arrives at 65. Between those points, how much you can take out, in what form, and how it is taxed all depend on your age and your working situation.

Preservation Age by Date of Birth

Preservation age is the earliest point you can begin drawing on your super. Regulation 6.01(2) of the Superannuation Industry (Supervision) Regulations 1994 sets it on a sliding scale tied to your date of birth:1BarNet Jade. Superannuation Industry (Supervision) Regulations 1994 – Section: 6.01 Interpretation

  • Born before 1 July 1960: 55
  • Born 1 July 1960 to 30 June 1961: 56
  • Born 1 July 1961 to 30 June 1962: 57
  • Born 1 July 1962 to 30 June 1963: 58
  • Born 1 July 1963 to 30 June 1964: 59
  • Born after 30 June 1964: 60

For anyone born after 30 June 1964, preservation age is a flat 60, so the sliding scale no longer matters for younger workers. Reaching preservation age is a threshold, not a permission slip. You also need to satisfy a condition of release, which for most people means either retiring, starting a transition-to-retirement pension, or turning 65.

What Counts as Retirement Before Age 60

The retirement condition of release works differently depending on whether you are under or over 60 when you leave a job. Below 60, the test is strict: your employment arrangement must have ended, and the fund trustee must be reasonably satisfied you never intend to work again on either a full-time or part-time basis.2AustLII. Superannuation Industry (Supervision) Regulations 1994 – Regulation 6.01 “Gainful employment” here means 10 or more hours per week, so the question is whether you plan to return to any meaningful paid work.

Once you are 60 or older, the test relaxes. You still need an employment arrangement to have ended, but the trustee no longer has to be satisfied you will never work again. Simply ending a job after turning 60 is enough to satisfy retirement.2AustLII. Superannuation Industry (Supervision) Regulations 1994 – Regulation 6.01 Leaving a job at 58 while planning to do some consulting may not clear the bar. Leaving the same job at 61 likely does.

Accessing Super While Still Working

If you have reached your preservation age but are still in a job, a Transition to Retirement (TTR) pension lets you draw an income stream from your super without retiring. People commonly use one to cut back working hours without an equivalent cut to their income.

TTR pensions have a floor and a ceiling. You must draw at least 4 percent of your account balance each financial year and cannot draw more than 10 percent.3Australian Taxation Office. Payments From Super Lump sums are not available from a TTR pension; the money must come out as regular payments. Once you meet a full retirement condition of release or turn 65, the TTR pension converts to a standard account-based pension and those restrictions fall away.

Full Access at Age 65

Turning 65 is the cleanest condition of release. All cashing restrictions are removed whether or not you are still working, planning to work, or have ever retired.4Australian Taxation Office. Conditions of Release You can take the balance as a lump sum, start an account-based pension, or do both. The trustee does not need to check your employment intentions. You confirm your identity, request the payment, and the fund releases it.

How Age Changes the Tax on Withdrawals

Every super balance is split into a tax-free component and a taxable component. The tax-free component is never taxed on withdrawal, regardless of age, unless the money was accessed illegally.5Australian Taxation Office. Tax on Super Benefits The taxable component is where your age makes the real difference.

Lump Sums

Withdraw a lump sum before preservation age and the taxable (taxed element) is hit with a maximum rate of 20 percent plus the Medicare levy. Between preservation age and 60, the first $260,000 of the taxable component (the low rate cap for 2025-26) is tax-free, and anything above is taxed at 15 percent plus the Medicare levy.3Australian Taxation Office. Payments From Super The low rate cap is a lifetime limit, not a per-withdrawal limit, and it is used up across every lump sum you take.

From 60 onward, lump sum withdrawals of the taxed element are completely tax-free. They are classified as non-assessable, non-exempt income and do not even appear on your tax return. The exception is the untaxed element, which turns up mainly in some public sector and defined benefit funds. It is taxed at 15 percent up to the untaxed plan cap of $1,865,000 for 2025-26, and at 45 percent above the cap.3Australian Taxation Office. Payments From Super

Income Streams

For members aged 60 or older, income stream payments from the taxed element are also non-assessable, non-exempt income. Payments from an untaxed element are taxed at marginal rates with a 10 percent tax offset.6Australian Taxation Office. Super Income Stream Tax Tables Between preservation age and 60, income stream payments from the taxable component are taxed at your marginal rate with a 15 percent tax offset.

Getting to Super Before Preservation Age

Several legal pathways let you access super earlier. Each has strict criteria, and the ATO actively pursues people who access super without meeting a genuine condition of release. Withdrawing without one puts the full amount into your assessable income for the year, and returning the money does not undo it because the return counts as a fresh contribution against your contribution caps.7Australian Taxation Office. Illegal Early Access to Super

Terminal Medical Condition

If two registered medical practitioners certify a terminal medical condition, and at least one is a specialist in the relevant field, you can withdraw some or all of your super at any age. There are no set limits on the amount.8Australian Taxation Office. Access Due to a Terminal Medical Condition Tax treatment depends on whether the certification falls within specific timeframes.

Permanent Incapacity

If ill health makes it unlikely you will ever return to work you are reasonably qualified for by education, training, or experience, your fund trustee can release your benefits under the permanent incapacity condition.4Australian Taxation Office. Conditions of Release The trustee makes the call, so you will need medical evidence supporting permanent impairment of your capacity to work.

Compassionate Grounds

The ATO, not your fund, decides compassionate release. Eligible expenses are limited to:

  • Medical treatment for a life-threatening illness or injury, or to relieve acute or chronic pain or mental illness, where the treatment is not readily available through the public health system
  • Medical transport costs to reach that treatment when you have no other way to pay
  • Modifications to your home or vehicle to accommodate a severe disability affecting you or a dependant
  • Palliative care for someone with a terminal illness and 24 months or less to live
  • Funeral expenses for a dependant who has died
  • Mortgage payments to prevent foreclosure or forced sale of your home

You apply through the ATO directly, online or by paper form. SMSF trustees still need ATO approval before releasing any money.9Australian Taxation Office. Expenses Eligible for Release on Compassionate Grounds

Severe Financial Hardship

Financial hardship access splits into two pathways. If you are under your preservation age plus 39 weeks, you need to show you have received eligible government income support for a continuous 26 weeks and cannot meet reasonable immediate living expenses. Withdrawals are capped at between $1,000 and $10,000, once in any 12-month period.10Australian Taxation Office. When You Can Access Your Super Early

If you have reached preservation age plus 39 weeks, the rules loosen. You need a cumulative 39 weeks of eligible government income support since reaching preservation age, and you must not be gainfully employed when you apply. There is no dollar cap on withdrawals under this second pathway.10Australian Taxation Office. When You Can Access Your Super Early

Age Pension Is a Separate Timeline

The government-funded Age Pension runs on its own schedule and should not be confused with super access. The qualifying age is 67 for everyone born on or after 1 January 1957. The transition completed on 1 July 2023, so 67 is the standard now.11Department of Social Services. Social Security Guide – Pension Age Reaching 67 does not guarantee payment: both your income and your assets are assessed, and your super balance counts toward the assets test once you hit Age Pension age, even if you have not touched it. Residency rules apply as well, generally 10 years of Australian residency with at least 5 continuous, plus being physically in Australia on the day you claim.12Services Australia. Residence Rules for Age Pension So you can be drawing on super for years before you are old enough to claim the Age Pension, and eligibility for one says nothing about eligibility for the other.
