Stimulus Checks: Amounts, Eligibility, and Missed Payments

The federal government sent three rounds of stimulus checks between 2020 and 2021, paying up to $1,200, $600, and $1,400 per eligible person, with the exact amount depending on income, filing status, and dependents. Those payments, officially called Economic Impact Payments, are closed. The deadline to claim a missed first or second payment expired May 17, 2024, and the deadline for the third expired April 15, 2025, so no new claim can be filed in 2026.1Internal Revenue Service. What Each Round Paid

Each wave was larger than the last, and each expanded who counted as a dependent.

  • First round, authorized by the CARES Act in March 2020: up to $1,200 per adult or $2,400 for married couples filing jointly, plus $500 for each qualifying child under 17.2U.S. Department of the Treasury. Economic Impact Payments
  • Second round, authorized by the Consolidated Appropriations Act in December 2020: up to $600 per individual or $1,200 per couple, plus $600 per qualifying child under 17.2U.S. Department of the Treasury. Economic Impact Payments
  • Third round, authorized by the American Rescue Plan Act in March 2021: up to $1,400 per eligible individual or $2,800 per couple, plus $1,400 for each qualifying dependent, including adult dependents for the first time.2U.S. Department of the Treasury. Economic Impact Payments

The jump from $500 per child in the first round to $1,400 per dependent of any age in the third made a real difference for households with college-age children or elderly parents in their care.

Who Qualified

All three rounds shared the same baseline: a valid Social Security number, status as a U.S. citizen or resident alien, and not being claimed as someone else’s dependent.3Internal Revenue Service. 2021 Recovery Rebate Credit – Topic C: Eligibility for Claiming a Recovery Rebate Credit on a 2021 Tax Return

Income drove how much you received. Payments began phasing down above $75,000 in adjusted gross income for single filers, $112,500 for heads of household, and $150,000 for married couples filing jointly. Those starting points were the same across all three rounds.

Where the rounds diverged was the point at which payments hit zero. For the first and second checks, single filers earning above $99,000 and joint filers above $198,000 got nothing. The third round pulled those cutoffs down sharply, ending payments at $80,000 for single filers and $160,000 for joint filers.4Internal Revenue Service. 2021 Recovery Rebate Credit – Topic A: General Information Some middle-income households that qualified for the first two payments received nothing from the third.

Incarcerated Individuals

The IRS initially tried to withhold payments from people in prison, but a federal court order reversed that policy. Incarcerated individuals qualified for all three rounds as long as they met the same income, SSN, and dependency rules as everyone else.3Internal Revenue Service. 2021 Recovery Rebate Credit – Topic C: Eligibility for Claiming a Recovery Rebate Credit on a 2021 Tax Return

Deceased Recipients

The rules for people who died differed by round. The IRS required repayment of first-round checks sent to people who died before receiving the payment, but did not apply that requirement to the second and third rounds. If a person was alive at any point during the tax year, they generally qualified for the credit for that year, and surviving spouses filing jointly could claim it on a joint return for the year the spouse was alive.

Can You Still Claim a Missed Payment?

No. Federal law gives taxpayers three years from a return’s original due date to claim a refund or credit, and both stimulus windows have closed.1Internal Revenue Service. Time You Can Claim a Credit or Refund

  • The 2020 Recovery Rebate Credit covered the first and second payments. Because the 2020 filing deadline was pushed to May 17, 2021, the three-year window expired May 17, 2024.5U.S. Department of the Treasury. Treasury and IRS Extend Filing and Payment Deadline to May 17
  • The 2021 Recovery Rebate Credit covered the third payment. The 2021 return was due April 15, 2022, so that claim deadline expired April 15, 2025.

If you filed a return before those deadlines and claimed the credit, your claim should already be processed. If you never filed, the IRS cannot issue the money now. Very narrow exceptions to the three-year rule exist for situations like military service in a combat zone or a written agreement with the IRS to extend the assessment period, but they do not apply to typical filers, and the IRS has announced no stimulus-specific exceptions.1Internal Revenue Service. How to Verify What You Received

Even with the claim window shut, you may want to confirm which payments the IRS sent you, either for your records or to resolve a discrepancy.

IRS Online Account

The fastest option is your IRS Online Account at irs.gov. The Tax Records page shows the total for each Economic Impact Payment issued in your name.6Internal Revenue Service. Paper Notices

The IRS mailed a notice after each payment. Notice 1444 confirmed the first amount, Notice 1444-B the second, and Notice 1444-C the third.8Internal Revenue Service. 2020 Recovery Rebate Credit – Topic F: Finding the First and Second Economic Impact Payment Amounts to Calculate the 2020 Recovery Rebate Credit For joint filers, each notice showed the combined amount, with half attributable to each spouse. The notices are no longer needed for claiming purposes but remain useful documentation.

Payment Traces

If your account shows a payment was issued but you never received it, you can request a payment trace by submitting Form 3911, Taxpayer Statement Regarding Refund, to the IRS Refund Inquiry Unit for your state.9Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund The IRS will investigate whether a paper check was cashed or a direct deposit went through, and can issue a replacement if the original was confirmed lost or stolen. The process can take several weeks.

Tax Treatment and Garnishment

Economic Impact Payments are not taxable income. They were structured as refundable tax credits paid in advance, so receiving one did not raise your tax bill, cut your refund, or affect eligibility for federal benefit programs. You do not report them on any tax return.

Garnishment protections were uneven. The CARES Act did not explicitly shield first-round payments from private creditors holding court judgments. The second and third rounds added stronger protections against federal offset for debts like past-due child support. Once funds landed in a bank account, though, private creditors with valid judgments could sometimes reach them depending on state law, and some states added their own protections for stimulus deposits.

Watch for Scams

Stimulus-related scams have outlasted the payments. Scammers still send emails, texts, calls, and social media messages posing as the IRS to fish for personal information.10Internal Revenue Service. Report Fake IRS, Treasury or Tax-Related Emails and Messages Any message telling you that you can still collect a federal stimulus payment in 2026 by providing your bank details or Social Security number is fraudulent.

Forward suspicious emails to phishing@irs.gov as an attachment so the IRS receives the full header data, and you can also report the activity to the Treasury Inspector General for Tax Administration and the Federal Trade Commission.10Internal Revenue Service. What About State Rebates?

Federal stimulus checks are finished, but some states have continued issuing their own rebates funded by budget surpluses or state legislation. Programs vary widely: some target lower-income households, others send flat amounts to anyone who filed a state return. Eligibility usually requires living in the state for a full tax year and meeting state-specific income limits, and payment amounts have ranged from a few hundred dollars to several thousand.

Because these programs move with each state’s budget cycle, the only reliable place to check is your state department of revenue website. News about “new stimulus checks” in 2026 almost always refers to a state program, not a new federal round.
