Stand Up India Scheme: Eligibility, Loan Terms, and How to Apply

The Stand Up India scheme is a government-backed bank loan programme offering between ₹10 lakh and ₹1 crore to Scheduled Caste, Scheduled Tribe, and women entrepreneurs setting up their first business in manufacturing, services, trading, or activities allied to agriculture. Launched in April 2016, it requires every scheduled commercial bank branch to fund at least one SC/ST borrower and one woman borrower, which creates a built-in floor for lending that first-generation entrepreneurs from these groups rarely had access to before.1Press Information Bureau. Who Qualifies

You must be above 18 years of age and either belong to the SC or ST category, or be a woman entrepreneur of any community.2Standup Mitra. Stand-Up India Scheme The loan is meant for your first-ever business. It is not for expanding a unit you already run or opening a second outlet of an existing venture.

You also need a clean credit history, with no existing defaults at any bank or financial institution. Banks check this through credit bureau reports during appraisal. If your business is structured as a partnership or company rather than a sole proprietorship, the SC/ST or woman entrepreneur must hold at least 51% of the shareholding and controlling stake.3Stand Up India. What Counts as a Greenfield Business

The scheme only finances “greenfield” ventures, meaning a first-time business for the borrower. Your enterprise can operate in manufacturing, services, trading, or activities allied to agriculture.4Press Information Bureau. Finance Minister Stand-Up India Scheme That last category is broader than it sounds and covers fisheries, poultry, beekeeping, and similar rural enterprises that sit alongside farming without being pure crop cultivation.

The greenfield requirement is the single biggest disqualifier applicants miss. If you have ever owned or co-owned a business in the same sector, you will not qualify. The bar applies at the sector level. Someone who previously ran a retail shop cannot get a Stand Up India loan for another trading venture, but could still qualify for one in manufacturing.

Loan Amount, Interest, and Repayment

The loan is a composite package. It bundles a term loan for fixed assets (equipment, premises, setup costs) with a working capital component for day-to-day operations, and the total ranges from ₹10 lakh to ₹1 crore.5Press Information Bureau. Interest is charged at the bank’s lowest applicable rate for your risk category, capped at MCLR plus 3% plus any tenor premium.6Standup Mitra. Stand Up India Scheme Guidelines Your exact rate depends on the bank and your credit profile, but the ceiling gives you a number to negotiate against.

Repayment runs over seven years, with a moratorium of up to 18 months at the start before principal and interest payments begin.3Stand Up India. Guidelines for Stand Up India Scheme The moratorium is designed for the reality that new businesses rarely generate steady revenue in their first year. Use that window to stabilise operations before the repayment clock starts.

Margin Money and Security

The scheme sets a 25% margin money requirement on project cost, but you personally need to bring in only 10% of the total. The remaining 15% can be covered through subsidies from other central or state government programmes.3Stand Up India. Guidelines for Stand Up India Scheme For a ₹50 lakh project, that works out to ₹5 lakh from your own pocket, ₹7.5 lakh through subsidy convergence, and ₹37.5 lakh from the bank.

The loan is collateral-free. Banks cannot ask you to pledge property or other assets as security. Instead, the Credit Guarantee Scheme for Stand Up India, run through the National Credit Guarantee Trustee Company, backs the bank against default risk.3Stand Up India. Guidelines for Stand Up India Scheme For loans up to ₹50 lakh, the guarantee covers 80% of any defaulted amount, capped at ₹40 lakh. For loans between ₹50 lakh and ₹1 crore, it covers ₹40 lakh plus 50% of the default above ₹50 lakh, subject to an overall ceiling of ₹65 lakh. The lack of pledgeable assets is exactly what keeps many first-generation entrepreneurs out of formal credit, and removing that requirement is the feature that opens the door.

Documents to Prepare

Before approaching a bank or filling out the online form, gather:

  • Identity proof: Voter ID, passport, Aadhaar, or PAN card.
  • Address proof for both your residence and the proposed business location.
  • SC or ST category certificate from a competent authority, if applying under that category.
  • A detailed project report covering what the business does, setup costs, projected revenue, and how loan funds will be deployed.
  • Personal financial records: bank statements, existing loan details, and income proof.

The project report is where most applications stall. Banks want realistic numbers, not aspirational ones. The Stand Up Mitra portal offers guidance on structuring reports to banking standards, and many districts have agencies that help prepare them. If a bank rejects your report, ask which specific sections need revision rather than starting over.

How to Apply

Applications go through three channels: walk into any scheduled commercial bank branch, contact the Lead District Manager for your area, or apply online at the Stand Up Mitra portal (standupmitra.in).4Press Information Bureau. Finance Minister Stand-Up India Scheme The online route lets you track application status, but every channel feeds into the same bank-level credit appraisal. None gives you a shortcut.

After you submit, the bank evaluates the project’s feasibility and your capacity to repay. The NCGTC guarantee covers its risk, which removes one of the historical reasons banks turned down first-time borrowers from these categories. If approved, you get a sanction letter with your interest rate, disbursement schedule, and moratorium terms. Incomplete documentation is the most common cause of delay.

If one branch turns you down, do not stop there. Every branch is expected to fund at least one SC/ST borrower and one woman borrower, so a rejection at one location does not mean the next will say no. The Lead District Manager can also escalate cases where eligible applicants face unreasonable roadblocks.

Watch for the 2025-26 Expansion

In the Union Budget 2025-26, the Finance Minister announced plans to raise term loans for SC/ST first-time women entrepreneurs to ₹2 crore, doubling the current ceiling for that group. A revised version of the scheme was expected by late 2025, with broader loan limits and an accelerated credit flow structure. Check the Stand Up Mitra portal or your bank branch for current terms before you apply, since the loan ceiling and related parameters may have shifted.
