A letter from the Social Security Administration’s Wilkes-Barre Direct Operations Center is almost always a real request tied to your Social Security record, and it usually gives you a deadline. The center handles national processing that local field offices don’t, so correspondence about Medicare Extra Help, earnings record problems, and disability reviews comes from this Pennsylvania address rather than the office down the street. Find the form number on the letter, note the deadline, and respond using the return envelope or the P.O. Box printed on the notice itself.
Why the Letter Came From Wilkes-Barre
The Wilkes-Barre Direct Operations Center (often abbreviated WB-DOC) sits inside the SSA’s Office of Central Operations. It processes the kinds of cases that aren’t tied to a single local office: Medicare Part D Extra Help applications, earnings record inquiries and corrections, and continuing disability reviews, among others. If your case falls into one of those national workflows, the return address on the envelope will be a Wilkes-Barre P.O. Box.
Getting mail from this address isn’t unusual or a red flag on its own. It just tells you which part of the SSA is handling the action on your record.
How to Tell the Letter Is Legitimate
Scammers do send official-looking mail impersonating the SSA, so it’s worth a quick check before you send anything back. The SSA has said it will never do any of the following in a genuine communication:1Social Security Administration. Protect Yourself from Social Security Scams
- Threaten arrest or legal action for not paying money immediately
- Claim to suspend your Social Security number
- Demand payment by gift card, prepaid debit card, wire transfer, cryptocurrency, or mailed cash
- Pressure you to act immediately or share personal information under threat
- Offer to move your money to a “protected” bank account
- Demand secrecy about the communication
A real WB-DOC letter references a specific SSA form number (such as SSA-1020, SSA-7014, or SSA-454), asks you to complete or return that form by a stated date, and gives a Wilkes-Barre P.O. Box for return mail. If something feels off, call the SSA’s main line at 1-800-772-1213 (TTY 1-800-325-0778), Monday through Friday, 8:00 a.m. to 7:00 p.m. local time, and ask them to confirm the letter is genuine. If it’s a scam, report it to the SSA’s Office of the Inspector General at oig.ssa.gov.2Social Security Administration Office of the Inspector General. Report Fraud
The Most Likely Reasons You Got a Letter
Medicare Part D Extra Help (Form SSA-1020)
One of the most common WB-DOC letters involves the Medicare Part D Low-Income Subsidy, known as Extra Help, which lowers prescription drug costs for people with limited income and resources. The center processes the application (Form SSA-1020) and sends out decisions or requests for additional financial documentation.3Social Security Administration. Apply for Medicare Part D Extra Help Program
You may also get a pre-decisional notice asking you to confirm the financial information the SSA is using. If any of it is wrong, you have 10 days from receiving that notice to contact the SSA with corrected figures.4Social Security Administration. Understanding the Extra Help With Your Medicare Prescription Drug Plan Before you respond, pull together recent bank statements, tax returns, and any pension or retirement account balances so the numbers you send match what the SSA can verify.
Earnings Record Issues (Form SSA-7014)
Your lifetime earnings record is the foundation of every Social Security benefit calculation — retirement, disability, and survivor benefits all rely on it. When something on that record doesn’t match, WB-DOC handles the inquiry. The most common form here is the SSA-7014, generated automatically when the system can’t produce a Social Security Statement because of a problem with your record.5Social Security Administration. POMS RM 01301.040 – Form SSA-7014 Social Security Administration Earnings Record Information
Reasons include an incorrect Social Security number on the original request, no earnings posted, a death indicator mistakenly placed on the record, or a pending claim blocking the statement. The letter explains why and tells you what to send. If wages were reported under the wrong Social Security number, the SSA opens an earnings discrepancy investigation and will ask for documentation like W-2 forms or tax returns.6Social Security Administration. Ignoring an earnings record letter is a quiet mistake. You won’t feel it now, but when you file for benefits later, missing or incorrect earnings mean a lower monthly amount, and fixing old records gets harder as employers close and payroll systems change hands.
Continuing Disability Reviews (Forms SSA-454 and SSA-455)
If you receive SSDI or SSI, the SSA is required by law to periodically check whether you still qualify. A Continuing Disability Review (CDR) is a medical review of whether your condition has improved. A Redetermination is a separate non-medical review of income, resources, and living arrangements, and applies mainly to SSI recipients.7Social Security Administration. Continuing Disability Reviews – Supplemental Security Income (SSI)
For a CDR, expect Form SSA-454 (Continuing Disability Review Report) or SSA-455 (Disability Update Report). The SSA-455 can be completed online. How often you’re reviewed depends on your medical prognosis: conditions not expected to improve are typically reviewed every five to seven years, others at least every three years.7Social Security Administration. Not returning the forms is treated as failure to cooperate and triggers a benefit suspension. If the suspension lasts 12 consecutive months without you responding, eligibility terminates in the 13th month with no medical decision made. If you cooperate inside that 12-month window and are otherwise still eligible, benefits can be reinstated.8Social Security Administration. Read the Letter for Three Things
When you open the envelope, look for three specific pieces of information before anything else:
- The form number printed on the letter (SSA-1020, SSA-7014, SSA-454, SSA-455, and so on). This tells you which category the correspondence falls into.
- The action the SSA is asking for — complete and return a form, send copies of financial or identity documents, or verify information already on file.
- The response deadline.
Treat the deadline as firm. Extra Help appeal requests, for example, must be filed within 60 days of the decision notice.4Social Security Administration. Understanding the Extra Help With Your Medicare Prescription Drug Plan CDR mailers use a two-request system: if you don’t return the first, a second goes out before the SSA escalates to suspension. If the letter arrived damaged or you can’t find it, call 1-800-772-1213 for a replacement.9Social Security Administration. Contact Social Security By Phone
How to Send Your Response
By Mail
Most WB-DOC letters include a pre-addressed, postage-paid return envelope. Use it. If the envelope is missing, the letter itself lists the specific P.O. Box, and different form types route to different boxes. Extra Help applications, for example, go to P.O. Box 1020, Wilkes-Barre, PA 18767-9910, while some Medicare enrollment forms use P.O. Box 67670, Wilkes-Barre, PA 18767-7670.10Social Security Administration. Application for Extra Help with Medicare Prescription Drug Plan Costs Form SSA-1020B-OCR-SM Always use the address printed on your letter, not one you found elsewhere; the box number determines which processing unit gets your documents.
Before sealing the envelope, photocopy everything: the completed form, every supporting document, and any cover letter. If you’re sending originals like a birth certificate, use Certified Mail with Return Receipt for proof of both mailing and delivery.

If You Disagree With a Decision
If the letter is a decision you want to challenge, you have appeal rights, and the correct form depends on the decision.
For Extra Help denials, file Form SSA-1021 (Appeal of Determination for Extra Help with Medicare Prescription Drug Costs) within 60 days of the decision notice. It goes to the Wilkes-Barre Data Operations Center, P.O. Box 1030, Wilkes-Barre, PA 18767-1030, or you can get help filing at your local Social Security office.4Social Security Administration. Understanding the Extra Help With Your Medicare Prescription Drug Plan
For other decisions, such as disability denials, overpayment notices, or eligibility determinations, the first step is a reconsideration request using Form SSA-561. You have 60 days from receiving the decision to file it.13Social Security Administration. Request Reconsideration If reconsideration is denied, you can request a hearing before an administrative law judge, again within 60 days. Missing the 60-day window at any stage requires showing “good cause” for the delay, which the SSA grants sparingly.
What Happens If You Don’t Respond
The consequence depends on what the letter asked for, and none of the outcomes are good. For Extra Help, silence means the SSA decides your case on whatever it already has or denies it for lack of documentation. For earnings record inquiries, your record stays wrong, which shrinks every future benefit calculation tied to those earnings. For CDR mailers, the outcome is the harshest: failure to cooperate leads to a benefit suspension, and after 12 months your eligibility terminates entirely.8Social Security Administration. POMS DI 13015.007 – Failure to Cooperate – Insufficient Evidence Decision (FTC) Reinstatement Procedures for a Continuing Disability Review (CDR)
If you’ve already missed the deadline, respond anyway. Call 1-800-772-1213 or visit your local field office. The SSA can sometimes reopen a case or accept a late filing with a reasonable explanation, and the sooner you make contact, the more room you have to fix it.
