Social Security Office Birth Certificate Requirements

When you visit a Social Security office to apply for a card or claim benefits, the birth certificate requirements are narrow: bring the original or a certified copy issued by the vital records office in the state, county, or territory where you were born, with a raised seal, stamped impression, or other official certification mark. Photocopies, notarized copies, electronically certified versions, and decorative hospital “souvenir” certificates are not accepted.¹ And because a birth certificate only proves age and U.S. citizenship, you will also need a separate, unexpired identity document.²

What the Birth Certificate Proves at Social Security

SSA uses your birth certificate for two things. It establishes your date of birth, which drives eligibility calculations for retirement, disability, and survivor benefits.³ A U.S. birth certificate also serves as proof of U.S. citizenship.¹

It does not prove identity. SSA’s reasoning is simple: the certificate shows that someone was born on a certain day, not that the person handing it across the counter is that same individual. You need an additional unexpired document issued for a different purpose. For adults, that usually means a state driver’s license, state ID card, or U.S. passport. For young children, a hospital or medical record, school ID, or health insurance card may work.⁴

What Counts as an Acceptable Certificate

The acceptable version is either the original birth certificate or a certified copy issued by the vital records office that holds the official record. The certified copy must carry the issuing agency’s raised seal, stamped impression, or other official certification mark. A notarized copy is not a substitute, no matter what the notary attests to.¹

Souvenir Certificates Are Not Accepted

Many hospitals give parents a decorative “souvenir” birth certificate, sometimes with a footprint and the doctor’s name. These are keepsakes, and SSA specifically excludes them.² If the only birth document you have looks more like a framed memento than a government record, order a certified copy from your state before your appointment.

Electronic and Digital Copies Are Not Accepted

Even though many states now issue records electronically, SSA does not accept electronically certified copies.¹ Showing a PDF on your phone or printing out a digitally signed document will not work. You need a physical certified copy with a tangible seal or stamp.

How to Order a Certified Copy

SSA does not issue birth certificates. You need to request one from the vital records office in the state or territory where you were born.⁵ Most states allow ordering by mail, online, or in person at the state or county level. A county office in person is often the fastest route.

Expect to complete an application, prove your identity to the vital records office, and pay a fee. Fees vary by state, generally falling between $10 and $35 for one certified copy. Some states offer expedited processing for an additional charge, adding $10 to $40 on top of the base fee. Standard mail processing often takes two to six weeks depending on the state, though county offices may produce copies the same day for in-person requests.

If the Certificate Has an Error

SSA will not overlook a typo. If the mistake is on the birth certificate itself, contact the vital records office in your birth state to request an amendment. If your Social Security record has the wrong date of birth but the certificate is correct, you can ask SSA to correct the record by providing the birth certificate and requesting a replacement card.⁶ Replacement cards arrive by mail within 5 to 10 business days after the correction is processed.

When Your Name Doesn’t Match the Certificate

If your current legal name is different from the name on your birth certificate, SSA needs documents that link the two. A marriage certificate bridges a name change through marriage. A divorce decree works if it specifies the restored name; if it doesn’t, you may need to provide your original birth certificate showing the maiden name or a prior marriage document showing the earlier name.⁷

For a court-ordered change, the order must include the court’s seal, stamp, or the clerk’s signature confirming it was filed. A petition for a name change is not enough; SSA needs the final order.⁸

If You Were Born in Puerto Rico

Puerto Rican birth certificates issued on or before June 30, 2010, are invalid for SSA purposes. A Puerto Rico law aimed at curbing identity fraud voided all pre-2010 certified copies. If your certificate has an issue date of June 30, 2010, or earlier, SSA will not process your application until you obtain a new certified copy with an issue date of July 1, 2010, or later.⁹ Contact the Puerto Rico Demographic Registry to order a replacement.

If the Certificate Is Not in English

SSA accepts a birth certificate written in another language, but it needs a translation. The translator should sign the translation and identify the document type and date, the issuing source, the language involved, and whether the document appears genuine and unaltered.¹⁰ In some cases, SSA staff can arrange for an in-house translator. SSA will hold the foreign-language document until a complete translation is available, so build in extra processing time.¹¹

If You Cannot Get a Birth Certificate at All

Sometimes a birth certificate does not exist or cannot be located. Older records may have been destroyed by fire, flood, or poor record-keeping. If you truly cannot obtain one after a genuine effort, SSA will consider substitutes in a rough order of strength:

A U.S. passport, which proves both age and citizenship in a single document.⁴
A religious record, such as a baptismal certificate showing your date of birth, but only if it was created before you turned five.³
A hospital birth record created at the time of birth (not a souvenir certificate).⁴
A Consular Report of Birth Abroad, for children born to U.S. citizens in other countries.¹

If none of those are available, SSA may consider other evidence such as a family bible record, census records, early school records, insurance policies, or immigration and naturalization documents.³ The farther down the list you go, the more documents SSA is likely to request before it is satisfied.

Applicants born outside the United States who are applying for an SSN must provide a foreign birth certificate if they have one or can obtain it within 10 business days. If not, SSA may accept an unexpired passport or a document issued by the Department of Homeland Security as evidence of age, along with proof of work-authorized immigration status.¹²

Submitting Your Birth Certificate to SSA

You cannot submit originals or certified copies electronically, even through your my Social Security account.¹³ The online upload tool handles certain forms and supporting documents, but not the certified birth certificate itself.

Your realistic options are visiting a local Social Security office or mailing your documents. SSA recommends scheduling an appointment online rather than walking in, which cuts wait time considerably.¹⁴ Many offices also accept documents by fax or through a drop box.¹⁵

If you mail your documents, use a trackable method such as certified mail or a delivery service that provides confirmation. SSA is required to return your original documents after making copies, using protective packaging when needed.¹⁶ Internal policy instructs staff to return documents promptly, though no specific number of days is guaranteed. If your documents have not come back within a few weeks, call 1-800-772-1213 to follow up.
