Social Security Disability and House Cleaning: Reports and SSI

Social Security disability doesn’t send anyone to clean your house. SSDI and SSI are cash benefits, and the Social Security Administration has no separate program that pays for housekeeping, laundry, or other domestic help. If you need someone to actually do the cleaning, the program to look at is Medicaid, not Social Security. But housework still matters to your disability claim in a different way: how you describe your ability to handle chores on the SSA’s Function Report is one of the main things evaluators use to decide whether you qualify.

Where Cleaning Help Actually Comes From

The realistic path to in-home cleaning assistance runs through Medicaid’s Home and Community-Based Services waivers. These operate under Section 1915(c) of the Social Security Act, which lets states offer services that keep people at home instead of in a nursing facility.1Social Security Administration. 42 USC 1396n – Provisions Respecting Inapplicability and Waiver of Certain Requirements of This Title

Homemaker services are a standard offering under these waivers. At the federal level, “homemaker” covers general household activities like meal preparation, cleaning, grocery shopping, and other routine tasks performed by a trained worker.2Medicaid. Home and Community-Based Services 1915(c) Hours, eligibility rules, and applications are set by each state.

To qualify you generally have to show you need a nursing-facility level of care, meet your state’s Medicaid income and asset limits, and complete a functional assessment separate from your federal disability paperwork. Waiting lists for HCBS waivers can run into years depending on the state and the waiver category.

Your local Area Agency on Aging is usually the fastest starting point. These agencies coordinate in-home support for older adults and people with disabilities and can point you to homemaker programs both inside and outside the Medicaid waiver system. The SSI check itself won’t stretch far if you try to pay for cleaning out of pocket. The maximum federal SSI benefit for 2026 is $994 per month for an individual and $1,491 for a couple, and many recipients get less once other income is counted.3Social Security Administration. Why the SSA Asks About Housework

The SSA asks about chores not because housework is treated as a job, but because your answers help evaluators judge what you can physically and mentally do day to day. The regulation defining substantial gainful activity, 20 CFR 404.1572, expressly says household tasks, self-care, and hobbies are generally not substantial gainful activity.4eCFR. 20 CFR 404.1572 – What We Mean by Substantial Gainful Activity Vacuuming your living room won’t disqualify you.

What housework evidence does affect is your residual functional capacity, the SSA’s finding of the most you can still do despite your limitations. If you say you scrub floors for two hours, carry laundry up and down stairs, and rearrange furniture, an evaluator will ask whether those abilities translate to workplace tasks. If you can only wipe down a counter for five minutes before you have to sit, that paints a very different picture.

The trap isn’t doing any housework. The trap is describing your abilities inconsistently. Medical records that say you can’t stand for more than ten minutes don’t line up with a Function Report saying you mop the kitchen every day, and that contradiction gives the evaluator reason to doubt both. Consistency between your medical evidence and your self-reported daily activities is where most claims are won or lost.

Filling Out the Function Report’s Housework Section

Form SSA-3373-BK, the Adult Function Report, is the main document the SSA uses to understand your daily limitations. Section 14, “House and Yard Work,” asks you to list the chores you can do, how long each takes, how often you do them, and whether you need help. If you don’t do housework, the form asks why.5Social Security Administration. Function Report – Adult – Form SSA-3373-BK

A vague answer like “I can’t clean” tells the evaluator nothing. Specificity is what carries weight:

  • Describe what physically stops you and tie it to a diagnosis. “I can’t bend to load the washing machine because of lumbar disc herniation. I drop dishes when my hands go numb.”
  • Give time and frequency. Instead of “I can do some dishes,” write “I can wash three or four plates before I need to sit down for 20 minutes. I do this maybe twice a week. My daughter handles the rest.”
  • Include cognitive and mental health barriers. Difficulty following multi-step cleaning sequences, forgetting tasks partway through, or lacking the motivation to start due to severe depression all belong on the form.
  • List the help you receive. If a family member does your laundry, a neighbor takes out your trash, or you’ve hired someone, say so. The evaluator needs to know what you do independently and what others do for you.
  • Document assistive devices. A long-handled reacher, a shower chair, a wheeled cart to move supplies between rooms, a robot vacuum because you can’t push a traditional one: name each device and the reason you need it.

The rest of the form covers cooking, shopping, managing money, and socializing. Apply the same level of detail. Evaluators read the whole thing looking for a coherent picture of your functional capacity.

Third-Party Reports That Back You Up

The SSA also accepts Form SSA-3380-BK, a third-party function report filled out by someone who observes your daily life, usually a spouse, parent, roommate, or close friend. The observer describes your routine, identifies activities you could do before your condition, and notes where you need help.6Social Security Administration. Function Report – Adult – Third Party Form SSA-3380-BK

A strong third-party report corroborates your own answers without sounding rehearsed. The observer should describe what they’ve personally seen, not repeat what you’ve told them. “I’ve watched her try to sweep the kitchen and stop after a few minutes because her back seizes up” is more persuasive than “she says she can’t sweep.” The SSA instructs the third party not to ask the claimant for answers.

Does Free Cleaning Help Reduce Your SSI?

If you’re on SSI and someone cleans your home for free, you may worry the SSA will count that help as income. It generally won’t.

As of September 30, 2024, the SSA narrowed what counts as in-kind support and maintenance. Food is no longer included. Only shelter-related expenses count: rent, mortgage payments, property taxes, and utilities like electricity, water, gas, and garbage collection.7Federal Register. Omitting Food From In-Kind Support and Maintenance Calculations Scrubbing your bathroom or doing your laundry doesn’t fall into any of those categories.

The one place SSI can be reduced is when you live in someone else’s household and they cover all your shelter costs. In that situation the SSA may apply the one-third reduction rule, which for 2026 lowers the maximum individual SSI payment from $994 to roughly $663.3Social Security Administration. SSI Federal Payment Amounts for 2026 That reduction is triggered by shelter, not by cleaning help. A friend who vacuums your apartment weekly isn’t providing shelter, so your SSI stays intact.

Tax Rules If You Hire a Housekeeper

If you pay a cleaning person out of your own pocket, tax obligations start at a certain threshold. For 2026, if you pay any single household employee $3,000 or more in cash wages during the year, you become a household employer.8Internal Revenue Service. Employment Taxes for Household Employees That means withholding 6.2% for Social Security tax and 1.45% for Medicare tax from their wages and paying a matching 7.65% as the employer’s share.

If you pay all household employees combined more than $1,000 in any calendar quarter, federal unemployment tax also applies. FUTA runs 6.0% on the first $7,000 of each employee’s wages, though credits for state unemployment contributions usually bring the effective rate down to 0.6%. All of this is reported on Schedule H with your annual tax return.

Payments to your spouse, your child under 21, or your parent are generally exempt. If you hire an independent cleaning company rather than an individual, the company handles its own payroll taxes. The household employer rules only apply when you directly hire and control how the work gets done.

If You’re Denied

Many disability claims are denied on the first try. If your denial was based partly on the SSA’s assessment of your functional capacity, your housework answers may have played a role. You have 60 days from the date you receive the denial letter to file a Request for Reconsideration.9Social Security Administration. Appeal a Decision We Made

A different evaluator reviews your entire file from scratch on reconsideration. This is your chance to add evidence: updated medical records, a more detailed Function Report, new third-party statements, or documentation of assistive devices you’ve started using since the initial application. If your condition has worsened and your original Function Report no longer reflects your abilities, say so explicitly in a supplemental statement. Don’t assume the new evaluator will spot the gap on their own.
