SNAP Eligibility: Income, Assets, Work, and Household Rules

SNAP eligibility comes down to three tests: your household’s income, its countable assets, and whether the people in it meet work, citizenship, and (for college students) enrollment rules. If your household clears all three, benefits are an entitlement — the program cannot turn you away for lack of funding. For fiscal year 2026, a three-person household in the 48 contiguous states generally qualifies with gross monthly income at or below $2,888 and net monthly income at or below $2,221.1USDA Food and Nutrition Service. Who Counts as Your Household

Every income and asset limit is measured against your “household,” so this is the first thing to get right. A SNAP household is one person living alone, or a group of people who live together and routinely buy and prepare food together.2eCFR. 7 CFR 273.1 – Household Concept If you share a kitchen and meals with roommates, you’re generally one unit. If you buy and cook completely separately, you can apply on your own.

Some groupings are mandatory no matter how meals are handled. Spouses who live together always count as a single household. So do parents and their children under age 22, even when the adult child does their own grocery shopping.2eCFR. 7 CFR 273.1 – Household Concept Boarders — people who pay a reasonable amount for meals — can be included at the host household’s choice, in which case their income is counted too. Foster children placed by a government program can only participate as part of the household caring for them.

Income Limits

Financial eligibility involves up to two tests. The gross income test caps your household’s total pre-deduction income at 130 percent of the Federal Poverty Level. The net income test caps income at 100 percent of the poverty level after allowable deductions are subtracted. Households that include someone age 60 or older or who has a disability skip the gross test and only need to pass the net test.3eCFR. 7 CFR 273.9 – Income and Deductions

Deductions That Lower Countable Income

Deductions can move a household from ineligible to eligible on the net test, or increase the benefit for a household that already qualifies:

  • A standard deduction that every household receives. For households of one to three people it is $209 per month in fiscal year 2026; larger households get more.4Food and Nutrition Service. SNAP Eligibility
  • An earned income deduction of 20 percent of gross earnings from work.5eCFR. 7 CFR 273.9 – Income and Deductions
  • Out-of-pocket dependent care costs needed so a household member can work or attend training.
  • Legally obligated child support paid to someone outside the household.
  • Excess shelter costs — rent or mortgage, taxes, insurance, and utilities — above half of income after the other deductions. The BBCE Wrinkle

About 46 states use broad-based categorical eligibility, or BBCE.8Food and Nutrition Service. Broad-Based Categorical Eligibility Under BBCE, a household that receives even a minor TANF-funded benefit can qualify with gross income up to a higher ceiling — often 200 percent of the Federal Poverty Level — and the asset test may be waived. The net income test still applies, and BBCE never makes anyone ineligible who would qualify under standard rules. Whether your state uses BBCE, and where it sets its gross limit, is worth confirming with your local SNAP office before you write off an application because of income.

Asset Limits

Federal rules cap countable resources at $3,000 for most households in fiscal year 2026, or $4,500 if at least one member is age 60 or older or has a disability.4Food and Nutrition Service. Your home and the land under it don’t count. Most retirement accounts don’t count either. Vehicles are treated differently from state to state: some exempt at least one vehicle in full, others count value above a set fair-market threshold. Because BBCE waives the asset test in most states, many applicants never face this limit at all. If you’re in a state that still enforces it, ask specifically how vehicles are treated in your case.

Work Rules

Non-exempt household members ages 16 through 59 must meet general work requirements: registering for work, accepting suitable job offers, and joining any employment and training program the state assigns. Quitting a job of 30 or more hours per week without good cause, or cutting hours below 30, can trigger a personal disqualification for a period set by the state, though the rest of the household keeps its benefits.10eCFR. 7 CFR 273.7 – Work Provisions People under 16 or over 59, those caring for a young child or an incapacitated household member, and those already meeting work requirements through another program are exempt.

ABAWD Time Limits

Able-bodied adults ages 18 through 54 without dependents face a stricter rule. They can receive SNAP for only three months in any three-year period unless they work at least 80 hours per month or participate in a qualifying work program for the same amount of time.11eCFR. 7 CFR 273.24 – Time Limit for Able-Bodied Adults Single adults without children are where this rule bites hardest, and the three-month clock runs faster than most people expect.

Exemptions are broader than the label suggests. You are excused from the ABAWD time limit if you are pregnant, have a physical or mental health condition that limits your ability to work, are a veteran, are experiencing homelessness, or aged out of foster care and are 24 or younger.12Food and Nutrition Service. Citizenship and Immigration Status

U.S. citizens who meet the financial and work rules qualify. Non-citizens face an additional layer: most lawful permanent residents age 18 or older must hold qualified status for five years before they become eligible, though the five years do not have to be consecutive.13eCFR. 7 CFR 273.4 – Citizenship and Alien Status

Some groups skip the waiting period entirely. Refugees, asylees, and certain other humanitarian immigrants are eligible from the date they receive status. Lawful permanent residents under 18 are not subject to the wait. Members of federally recognized tribes and certain American Indians born in Canada qualify regardless of immigration timeline. You’ll need to bring documentation of your status to the eligibility interview.

College Students

If you’re enrolled at least half-time at a college or university, you’re generally ineligible for SNAP unless you fit a specific exemption.14eCFR. 7 CFR 273.5 – Students The exemptions include:

  • Working at least 20 hours per week in paid employment
  • Participating in a state or federally financed work-study program15Food and Nutrition Service. Students
  • Caring for a dependent child under age 6
  • Being a single parent enrolled full-time and caring for a child under 1214eCFR. 7 CFR 273.5 – Students
  • Receiving TANF benefits
  • Being placed in college through a SNAP Employment and Training program or a Workforce Innovation and Opportunity Act program

Students under 18, over 50, or with a physical or mental limitation that prevents work are also exempt.15Food and Nutrition Service. Students These restrictions apply only to higher education. High school and GED students are not affected.

How Much You’ll Get

Once you qualify, the monthly benefit is calculated by multiplying your net monthly income by 0.30 and subtracting the result from the maximum allotment for your household size.16eCFR. 7 CFR 273.10 – Determining Household Eligibility and Benefit Levels The premise is that households will spend about 30 percent of their own income on food, and SNAP fills the gap up to the ceiling.

For fiscal year 2026 in the 48 contiguous states and D.C., the maximum monthly allotments run from $298 for one person and $546 for two people up to $994 for a family of four and $1,789 for eight, with $218 added for each additional person.4Food and Nutrition Service. One- and two-person households whose calculation would otherwise produce a very small benefit receive a minimum of $24 per month.

Applying

Nearly every state accepts SNAP applications online, and all accept paper applications. The agency must process your application and issue benefits within 30 days if you qualify.17Food and Nutrition Service. You typically qualify for the expedited track if your household’s gross monthly income is below $150 and your liquid assets are $100 or less, or if your combined monthly income and liquid resources are less than your monthly rent and utility costs.

Every applicant completes an eligibility interview, by phone or in person depending on state policy. States must offer a face-to-face interview to anyone who requests one and must offer phone interviews to households facing hardships such as illness, transportation barriers, or work schedules that conflict with office hours.18Food and Nutrition Service. Approved benefits are loaded onto an EBT card that works like a debit card at authorized grocery stores and farmers’ markets. Certification periods typically run six to 24 months, and you must recertify before your period ends to keep benefits flowing without a gap.
