Small Pools Allowance: Qualifying Balances, £1,000 Limit, and Claiming

The small pools allowance lets you write off the whole remaining balance of a capital allowances pool in one go, provided that balance stands at £1,000 or less after your usual adjustments. You claim it instead of the writing down allowance on that pool, and the pool then drops to zero. It applies to both the main pool and the special rate pool, and works the same way for sole traders, partnerships, and companies.1Legislation.gov.uk. Capital Allowances Act 2001 – Section 56A

How the Claim Works

Instead of deducting 18% of a shrinking main pool balance or 8% of a special rate pool balance each year, you deduct the full remaining amount and close the pool for capital allowances purposes.2GOV.UK. Work Out Your Writing Down Allowances – Work Out What You Can Claim

The claim is optional. HMRC will not apply it automatically. If your main pool balance is £800, you can either write off the whole £800 under the small pools allowance or take the 18% writing down allowance of £144 and carry £656 forward.3GOV.UK. HS252 Capital Allowances and Balancing Charges 2026 Most businesses take the full write-off because the annual amounts are small at that level, but if you have unused losses or another reason to defer the deduction, the standard writing down allowance is still available.

One thing to note: the allowance is all or nothing. You write off the entire pool balance or you don’t claim it. There is no option to take part of it and carry the rest forward.3GOV.UK. HS252 Capital Allowances and Balancing Charges 2026

Which Pools Qualify

The allowance covers the main pool and the special rate pool. Each is tested separately, so you can claim it on one and continue with writing down allowances on the other.1Legislation.gov.uk. Capital Allowances Act 2001 – Section 56A

The main pool holds most plant and machinery: office equipment, tools, furniture, and lower-emission vehicles. The special rate pool contains integral features, long-life assets, thermal insulation, and higher-emission vehicles.4GOV.UK. SA103F Self-Employment (Full) Notes 2026

Single asset pools are excluded.2GOV.UK. Work Out Your Writing Down Allowances – Work Out What You Can Claim If an asset sits in its own pool because you use it partly for private purposes, you’ve designated it a short-life asset, or it’s subject to a contribution allowance, the small pools allowance is not available on it. Those pools follow their own writing down and disposal rules.

Working Out Whether Your Balance Qualifies

The £1,000 test applies to the pool balance after you have run through the standard adjustments for the period. The order matters, because the Annual Investment Allowance and disposals both reduce the pool before you check the threshold.3GOV.UK. HS252 Capital Allowances and Balancing Charges 2026

  • Start with the balance brought forward from the previous period.
  • Add the cost of new qualifying assets bought in the period, other than items you’re claiming a first-year allowance on separately.
  • Deduct any Annual Investment Allowance you’re claiming on those additions.
  • Subtract the disposal value of anything you sold, scrapped, or started using privately.

What’s left is the adjusted pool balance. If it’s £1,000 or less, you can elect for the small pools allowance. If it’s above £1,000, you claim the standard writing down allowance instead.1Legislation.gov.uk. Capital Allowances Act 2001 – Section 56A

Because the AIA is set at £1 million, most small businesses will cover new purchases through AIA before the pool balance is even in play.5GOV.UK. Legislating the Annual Investment Allowance (AIA) at £1m The small pools allowance mostly comes into play on older assets whose written-down values have been falling for years.

A quick example. Your main pool brought forward £1,400. You bought a £3,000 machine and claimed the full cost under AIA. You also sold an old machine for £600. The adjusted balance is £1,400 + £3,000 − £3,000 − £600 = £800. That is under £1,000, so you can write off the whole £800.

Adjusting the £1,000 Limit for Short or Long Periods

If your accounting period runs for anything other than twelve months, the threshold changes in proportion.1Legislation.gov.uk. Capital Allowances Act 2001 – Section 56A A nine-month period gives a threshold of 9 ÷ 12 × £1,000 = £750. A seventeen-month period, which is possible for unincorporated businesses whose periods of account can run up to eighteen months, gives 17 ÷ 12 × £1,000 = £1,417.2GOV.UK. Work Out Your Writing Down Allowances – Work Out What You Can Claim The same reduction applies if the qualifying activity only ran for part of the period, for example when you started trading partway through the year.

Getting this adjustment wrong is a common error. A business with a six-month period that writes off a £900 pool balance has overclaimed, because the threshold for that period is £500.

Watch Out for Balancing Charges

If the disposal value of what you sold exceeds the pool balance, the pool doesn’t just reach zero. The excess is a balancing charge added to your taxable profits.3GOV.UK. HS252 Capital Allowances and Balancing Charges 2026

Say your pool balance is £500 and you sell equipment for £4,000. The £3,500 difference is a balancing charge. If you previously claimed AIA or a first-year allowance on the full cost of an asset and the pool is already nil, the whole sale proceeds become the balancing charge. Running the numbers before a sale helps you anticipate this.

How to Claim It on Your Tax Return

You claim the small pools allowance through your annual return. Filing the return with the allowance included is the election. There is no separate form or notification. Once accepted, the pool balance is zero and you stop tracking those assets going forward.

Sole traders and partners report capital allowances on the self-employment pages of the Self Assessment return. On the SA103F, capital allowances go in boxes 49 to 56, with box 57 for the total.4GOV.UK. SA103F Self-Employment (Full) Notes 2026 If your turnover is below £90,000, you may be using the shorter SA103S, which covers the same ground in a simpler layout.6GOV.UK. SA103S Self-Employment (Short) Notes

Companies report capital allowances on the CT600. Box 705 takes main pool machinery and plant allowances; box 695 takes special rate pool allowances.7GOV.UK. CT600 Company Tax Return 2026

Records and Common Errors

Self-employed individuals must keep records for at least five years after the 31 January submission deadline of the relevant tax year.8GOV.UK. Self-Employed Records – How Long to Keep Your Records Companies must keep records for at least six years after the end of the accounting period.9GOV.UK. Compliance Handbook CH14600 – Record Keeping: How Long Must Records Be Retained

An incorrect capital allowances claim can attract a penalty. A careless mistake carries up to 30% of the tax underpaid; deliberate errors are higher. Voluntary disclosure before HMRC finds the error can reduce the penalty, potentially to zero for unprompted disclosure of a careless mistake.10HMRC. Penalties for Errors – Schedule 24 FA 2007

The most common problems with the small pools allowance are putting assets in the wrong pool, forgetting to subtract disposal values before testing the £1,000 threshold, and failing to scale the threshold for a non-standard period. A ledger that shows each asset’s cost, pool allocation, disposal value, and the running pool balance makes any of these easy to spot before you file.
