The SF-1047 Public Voucher for Refunds is the standard federal form an agency uses to authorize the U.S. Treasury to send refund money to someone outside the government. Despite the “public” in its name, you generally don’t fill it out. Agency staff prepare it, an accountable officer signs it, and Treasury disburses the payment. If a federal agency owes you money, your job is to give that agency the right information so its finance office can complete the voucher and get the refund moving.
When a Federal Agency Uses SF-1047
Agencies reach for SF-1047 when they need to return money to a non-federal party and a simple credit memo won’t work. Common situations include overpayments on invoices, duplicate payments, returned security deposits after a contract ends, and excess collections on fees or permits. The U.S. Geological Survey, for instance, uses the form to refund overpayments on publication orders exceeding five dollars when a credit memorandum is impractical or when no accounts receivable has been established.1U.S. Geological Survey. 338.5 – Refunds – Publications and Other Products
One boundary worth flagging: GSA Auctions bid deposits don’t go through SF-1047. If you submit a deposit and don’t win, the deposit is returned by FedEx or Certified Mail within two business days after the sale closes, handled through the sales contracting officer’s office.2GSA Auctions. GSA Auctions FAQs The voucher is more likely to appear when a winning bidder receives a partial refund for mis-described property. In that case, you must submit a written claim to the contracting officer within 15 calendar days of the award date, and any approved refund is limited to the purchase price of the affected item.3GSA Auctions. What Information You Need to Give the Agency
Because the agency completes the voucher, your role is making sure it has everything to fill it in correctly the first time. Before you contact the processing office, gather:
- Proof of the original payment: a receipt, canceled check, bank statement showing the charge, or the agency’s payment confirmation email.
- Transaction identifiers such as bill number, sale number, lot number, contract number, or order number. These let the agency trace the original collection.
- Your Taxpayer Identification Number or Social Security Number. The Debt Collection Improvement Act of 1996 requires executive agencies to include the payee’s TIN on every certified payment voucher submitted to a disbursing official. Businesses use their Employer Identification Number.4Bureau of the Fiscal Service. Debt Collection Guidance for Federal Agencies
- A current mailing address matching the name on your TIN. If you’ve moved since the original transaction, update the agency before the refund is processed.
- Bank routing and account numbers for electronic deposit. Federal law requires nearly all non-tax government payments to be made by electronic funds transfer, with paper checks reserved for limited waiver situations.5eCFR. 31 CFR 208.3 – Payment by Electronic Funds Transfer
Double-check every figure against your own records. A mismatch between the amount you claim and the amount the agency shows can trigger a review and stall the payment. A TIN that doesn’t match Treasury records will do the same.
How the Voucher Moves Through the Agency
The internal workflow is short. At USGS, which is typical, staff prepare an original and two copies of SF-1047, forward the original and one copy to the Office of Financial Management, and keep one copy with the customer’s order as evidence of the refund.1U.S. Geological Survey. 338.5 – Refunds – Publications and Other Products The finance office reviews the voucher, verifies it against the original collection, and submits it to Treasury.
Treasury then disburses the refund by electronic funds transfer into the verified bank account on file.6Bureau of the Fiscal Service. Federal Agency Guidance Processing timelines vary by agency and the complexity of the claim; no government-wide standard applies. If you’re a GSA vendor, GSA also maintains a Vendor Payment Portal where commercial contractors can submit invoices and track payment status electronically.7General Services Administration. Following Up on a Delay or Denial
If several weeks pass after you’ve confirmed the voucher was submitted and nothing has arrived, start with the agency office that handled your original transaction. The contracting officer or finance contact who processed the original payment is usually the fastest route to a status check. If the agency denies your claim, your appeal path depends on the transaction. Disputes arising from federal contracts can be appealed to the Civilian Board of Contract Appeals. For non-contract refund disputes, you may need to work through the agency’s internal administrative process or, in some cases, file a claim with the Government Accountability Office. Ask the denying office for written instructions on how to appeal, because each agency’s procedure differs.
