SES Retirement Benefits: Annuity, Supplement, FEHB, and TSP

Senior Executive Service retirement benefits run on the same FERS framework as the rest of the federal workforce, but the SES pay ceiling caps your high-three average salary, and that single fact reshapes what the annuity, the Thrift Savings Plan, and your survivor election are actually worth. In 2026, SES basic pay tops out at $228,000 in agencies with a certified performance appraisal system and $209,600 in those without.1Federal Register. January 2026 Pay Schedules Those ceilings, not your years of exceptional performance, determine the upper bound of your annuity.

When You Can Retire From the SES

SES career appointees follow the same voluntary retirement thresholds as every other FERS employee:2U.S. Office of Personnel Management. Eligibility

  • Age 62 with 5 years of service
  • Age 60 with 20 years of service
  • Minimum Retirement Age (MRA) with 30 years of service
  • MRA with 10 years of service, with the annuity reduced by 5% for each year you are under 62 unless you postpone drawing it

For anyone born in 1970 or later, the MRA is 57.3U.S. Office of Personnel Management. You can stay as long as your performance remains acceptable.

If you are involuntarily separated for reasons other than misconduct, early retirement is available with 25 years of service at any age, or at age 50 with 20 years of service.2U.S. Office of Personnel Management. Eligibility

A note on which system applies: employees hired after December 31, 1983, are covered by FERS; those who entered federal service earlier may still be under CSRS or CSRS Offset. This article works from FERS rules, which cover essentially all current SES members. If you are under CSRS, the annuity formula is different and total benefits cannot exceed 80% of high-three.4Office of the Law Revision Counsel. 5 U.S. Code 8339 – Computation of Annuity

How the Annuity Is Calculated

The FERS annuity formula multiplies your high-three average salary by a percentage and then by your years of creditable service. The multiplier is 1% per year for most retirees. Retire at 62 or later with at least 20 years of service and the multiplier rises to 1.1%.5U.S. Office of Personnel Management. Computation That extra tenth of a percent compounds meaningfully over a long career.

Your high-three is the highest average basic pay across any three consecutive years of service. The SES-specific point: basic pay cannot exceed the SES pay ceiling. In 2026, that is $228,000 for certified agencies and $209,600 otherwise, corresponding to Executive Schedule Levels II and III.6U.S. Office of Personnel Management. Salary Table No. 2026-EX

Run the numbers. An SES member in a certified agency with a $228,000 high-three retiring at 62 with 30 years of service receives roughly 1.1% × $228,000 × 30, or about $75,240 per year before any survivor reduction. At the non-certified ceiling of $209,600, the same formula produces about $69,168. Whatever your basic pay is in your final years, the ceiling determines the top of the range.

A separate provision recognizes sustained executive service: with at least five years in SES positions, you may qualify for a guaranteed minimum annuity computation that can exceed the standard formula.7eCFR. 5 CFR Part 317 – Employment in the Senior Executive Service If you are approaching retirement with only a few years in the SES, that threshold is worth confirming with HR.

One thing that does not change the annuity: the annual aggregate compensation limit that caps basic pay plus awards and incentives. When a payment would push you above the aggregate cap, the excess is withheld from the award, not from basic pay.8U.S. Office of Personnel Management. SES Desk Guide – Ch. 5 – Pay and Other Compensation Because basic pay is untouched, the aggregate cap does not shrink your high-three.

The Pre-62 Gap: Supplement and COLAs

If you retire before 62 on an immediate, unreduced annuity, you are eligible for the FERS annuity supplement, which approximates the Social Security benefit attributable to your federal service and bridges the gap until you can claim Social Security. It carries an earnings test: the supplement is reduced by $1 for every $2 you earn above the Social Security annual earnings limit, which is $24,480 in 2026. The supplement stops at age 62 whether or not you begin Social Security. SES retirees who move into consulting sometimes discover most of the supplement offset before they see it.

FERS retirees generally do not receive cost-of-living adjustments until age 62, with exceptions for disability retirees, survivors, and certain special-provision retirees.9eCFR. 5 CFR Part 841 Subpart G – Cost-of-Living Adjustments Retire at 57 or 60 and you can face several years without inflation protection on the basic annuity.

Once COLAs begin, FERS adjustments are structurally smaller than CSRS. If CPI rises 2% or less, you get the full percentage. Between 2% and 3%, your COLA is capped at 2%. Above 3%, your COLA is CPI minus a full point.10U.S. Office of Personnel Management. How Is the Cost-of-Living Adjustment (COLA) Determined Over a 25-year retirement, that lag matters. It is one of the strongest reasons to build the TSP balance while you can.

The TSP Is the Leg That Isn’t Capped

Because the annuity is bounded by the SES pay ceiling, the Thrift Savings Plan is where most SES members generate the retirement income the annuity alone cannot reach. In 2026, the elective deferral limit is $24,500. Employees 50 or older can add $8,000 in catch-up contributions. A newer provision lets employees ages 60 through 63 contribute up to $11,250 in catch-up contributions instead of $8,000.11Thrift Savings Plan. Contribution Limits

Starting January 1, 2026, if your prior-year wages exceeded $150,000, any catch-up contributions must go into the Roth TSP.11Thrift Savings Plan. Contribution Limits Nearly every SES member clears that threshold, which makes the Roth rule effectively universal at this level. The offsetting benefit is that Roth withdrawals in retirement are tax-free, useful for managing your bracket alongside the taxable annuity.

The agency contributes 1% of basic pay whether or not you contribute. On top of that, it matches the first 3% of your own contributions dollar for dollar and the next 2% at fifty cents on the dollar. Contribute at least 5% every pay period to capture the full match.

The Survivor Election Is Essentially Permanent

At retirement you decide whether to fund a survivor annuity for a spouse or former spouse. The election reduces your annuity for life. Under FERS, a current spouse has two options:12eCFR. 5 CFR Part 842 Subpart F – Survivor Elections

  • Full survivor annuity: your annuity is reduced by 10%; your surviving spouse receives 50% of your unreduced annuity
  • Partial survivor annuity: your annuity is reduced by 5%; your surviving spouse receives 25% of your unreduced annuity

If you are married, the full survivor annuity is the default. Choosing the partial reduction or electing no survivor benefit requires your spouse’s written consent. Former-spouse survivor annuities use the same 5% and 10% reductions, and a divorce decree may require you to elect one.12eCFR. 5 CFR Part 842 Subpart F – Survivor Elections

Once retirement is finalized, the election cannot be undone except in narrow circumstances such as a spouse’s death. Getting it wrong means either paying a lifelong reduction you didn’t need or leaving a survivor with too little income. Comparing the cost of the reduction against equivalent life insurance before you sign is a common approach.

Rank Awards and Annual Leave: What Counts and What Doesn’t

Presidential Rank Awards pay a lump sum equal to 35% of annual basic pay for Distinguished awards and 20% for Meritorious awards.13eCFR. 5 CFR Part 451 Subpart C – Presidential Rank Awards At 2026 SES pay levels, a Distinguished award can exceed $79,000. These payments do not raise your annuity, because the high-three counts only basic pay. A rank award received in your final years still feels like a raise, but the retirement math ignores it. Directing a large share into the TSP is often the strongest retirement move for that money.

Annual leave is a different lever. SES members can carry over up to 720 hours from one leave year to the next, against the 240-hour ceiling for most other federal employees.14U.S. Office of Personnel Management. SES Desk Guide – Ch. 11 – Other Provisions Affecting SES Members At separation, all accumulated and accrued leave is paid out as a lump sum at your hourly rate. At the top of the SES range, 720 hours can produce a payout above $75,000 before taxes. The full amount is taxable as ordinary income in the year received, so a retirement date early in the calendar year can stack the payout on top of a partial year of salary and push you into a higher bracket.

Carrying FEHB and FEGLI Into Retirement

To keep Federal Employees Health Benefits or Federal Employees’ Group Life Insurance in retirement, you must retire on an immediate annuity and have been enrolled for the five years of service immediately before retirement, or since your earliest opportunity to enroll if you had fewer than five years of eligibility.15DCPAS. For FEHB specifically, coverage as a family member on someone else’s enrollment counts toward the five-year period, and so do TRICARE and CHAMPVA, as long as you hold your own FEHB enrollment when you retire. This is the detail that catches SES members who dropped FEHB during a stretch of reserve service or while on a spouse’s plan. If your enrollment history has any gaps, verify it with your benefits office well before you set a retirement date. There is no cure for arriving at retirement one month short of the five-year rule.

Returning to Federal Work After Retirement

If you retire and later come back to a federal position, dual compensation rules generally reduce your new salary by the amount of your annuity.16eCFR. 5 CFR Part 837 – Reemployment of Annuitants Agencies can ask OPM to waive the offset when a position is exceptionally hard to fill, and agency heads can waive it for limited-time appointments critical to the mission.17Office of the Law Revision Counsel. 5 U.S. Code 8468 – Annuities and Pay on Reemployment With a waiver, you draw the full annuity and full salary.

Reemployed annuitants usually work in temporary or term roles and typically do not earn additional retirement credit. If your annuity continues and your pay is offset, however, you may earn a small supplemental annuity when you separate again, provided you complete the equivalent of at least one year of full-time service during the reemployment.16eCFR. 5 CFR Part 837 – Reemployment of Annuitants

One boundary worth naming: FERS disability retirement uses a different calculation and different eligibility standards, and is available to SES members on the same terms as other federal employees. If you are considering retirement because of a medical condition rather than on a voluntary schedule, that is a separate track worth reviewing with your HR office and OPM.
