SCIF Secure Room: Construction, Access, and Accreditation

A Sensitive Compartmented Information Facility, or SCIF, is a room built to a specific federal standard so that classified intelligence cannot leak out through walls, doors, vents, wiring, or the air itself. The core SCIF requirements come from Intelligence Community Directive 705, issued by the Director of National Intelligence, and its supporting technical specifications.1Office of the Director of National Intelligence. Everything below is what that letter is checking against.

Physical Construction

The perimeter is the starting point. Walls must run continuously from the true floor slab to the true ceiling slab, with no gap at the top hidden by a dropped ceiling and no gap at the bottom hidden by a raised floor. Reinforced concrete or steel-stud framing backed by expanded metal mesh is typical. Every penetration through that perimeter, whether for a pipe, a conduit, or a duct, is a weak point that gets scrutinized during accreditation, so builders keep penetrations to a minimum and ideally route them through a single point.

Vents and ducts with a cross-section larger than 96 square inches have to be fitted with fixed barriers or security grilles. Bars sit in a grid pattern on six-inch centers; grating openings cannot exceed 1.5 inches by 4 inches.2National Counterintelligence and Security Center. Metal pipes crossing the boundary get a dielectric break so they can’t act as an antenna carrying electromagnetic signals across the perimeter.

Doors and Locks

Every SCIF has exactly one primary entrance. That door carries two separate locking mechanisms: a GSA-approved pedestrian deadbolt meeting Federal Specification FF-L-2890 and a combination lock meeting Federal Specification FF-L-2740.3DoD Lock Program. If the SCIF includes a vault for storing classified materials when nobody’s inside, that vault needs a GSA-approved Class 5 vault door.

Acoustic Protection

Conversations inside a SCIF are usually as sensitive as the documents. The specifications rate wall performance using Sound Transmission Class (STC) and set two tiers.4Office of the Director of National Intelligence.   • Sound Group 3 requires STC 45 or better. Loud speech inside may be faintly audible outside but not understood; normal conversation is unintelligible.
  • Sound Group 4 requires STC 50 or better. Even amplified sound is barely audible, if at all, from outside the perimeter.

Sound Group 3 is the baseline for most spaces. Conference rooms, video teleconference rooms, and any area where speech is amplified must meet Sound Group 4. Contractors reach these ratings with layered gypsum, dense insulation, and careful sealing of every seam, outlet box, and penetration. When construction alone falls short, sound-masking systems can be added; the masking noise has to overpower speech at every escape path, and the transducers and wiring stay inside the perimeter wherever possible. Acoustic testing is required before accreditation, with test speakers placed six feet from the perimeter wall and four feet off the floor. Facilities can also test to Noise Isolation Class, where NIC 40 satisfies Sound Group 3 and NIC 45 satisfies Sound Group 4.

Electronic Emissions and TEMPEST

Computers and other electronic equipment give off faint electromagnetic emissions as they operate, and those emissions can be intercepted from a distance and reconstructed into readable data. The TEMPEST program, run by the National Security Agency, addresses the threat through shielding, filtering, equipment spacing, and physical separation of classified and unclassified wiring.5Whole Building Design Guide. In general, radio-frequency shielding is applied to interior surfaces and classified equipment is set back from exterior walls to reduce signal strength at the perimeter.

A Certified TEMPEST Technical Authority reviews the countermeasures as part of accreditation, and the Accrediting Official can require additional measures based on the threat environment.6Office of the Director of National Intelligence. Personal Electronic Devices

Smartphones, smartwatches, tablets, fitness trackers, e-readers, personal GPS units, portable hotspots, and anything else with photographic, video, audio, radio-frequency, Wi-Fi, or Bluetooth capability are banned. Intrusion Detection When the SCIF Is Empty

An intrusion detection system has to cover the SCIF whenever it’s unoccupied, including sensors on walls shared with spaces not secured at the same classification level. Doors without electronic access control that aren’t under constant visual observation must be monitored continuously.4Office of the Director of National Intelligence. Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities If the alarm system fails, someone with an active SCI clearance must physically occupy the space until the system is restored.

Response times after an alarm triggers are tight. Facilities using closed storage, where materials are locked in containers, get 15 minutes. Open storage facilities without supplemental intrusion detection get as little as 5 minutes. Monitoring stations that receive the alarm signals are either government-managed or certified under UL 2050, and their staff must be eligible for at least a Secret clearance.

Who Can Enter and How Escorts Work

A Top Secret clearance by itself doesn’t get you into a SCIF. Access is limited to personnel who have been formally “read in” to the specific compartmented programs handled inside. Access rosters are kept at each entrance, and electronic access control systems log who came in and when.

Uncleared workers such as maintenance staff or IT technicians occasionally have to enter. Before they cross the threshold, the space is sanitized: classified documents are removed from desks and screens, sensitive materials are covered or locked away, and unrelated doors are closed. Everyone in the affected area is personally notified, and visible indicators like red warning lights come on.8Department of Homeland Security. When the work is done, the escort walks the visitor out and notifies security. The warning indicators stay on until the last uncleared person has left.

The Accreditation Process

Building a room to spec is only half the job. The facility can’t handle any classified information until the Accrediting Official formally approves it. Three documents drive the process.

Construction Security Plan

Before construction begins, the project team develops a Construction Security Plan covering security measures for every phase of the build. The plan names a Site Security Manager who oversees protocols, maintains visitor logs, tracks construction worker identities, and documents incidents.9Office of the Director of National Intelligence. Fixed Facility Checklist and Inspection

Once construction is complete, the team fills out a Fixed Facility Checklist recording hardware models, structural materials, sensor placement, and inspection results.11Office of the Director of National Intelligence. The review also covers standard operating procedures, emergency plans, and any waiver requests where the facility doesn’t fully meet a standard.6Office of the Director of National Intelligence. Letter of Accreditation

A facility that passes receives a Letter of Accreditation, which is the legal authorization to store and discuss SCI in the space. The letter identifies the SCIF, states whether it’s approved for open or closed storage, records its acoustic rating, and lists any approved waivers.

Reciprocity and Annual Self-Inspections

Once a SCIF is accredited by one intelligence community element, every other element must accept it, provided no waivers reduce the baseline standards. This prevents agencies from demanding duplicate inspections on the same room. When a second agency wants to use an existing SCIF, both Accrediting Officials approve a co-use agreement spelling out responsibilities.

Accreditation is not permanent by neglect. Security officers conduct annual self-inspections to confirm the SCIF still meets standards and that operational procedures haven’t drifted. Dates and results go on the Fixed Facility Checklist and stay in the accreditation file. Renovations require coordination with the Accrediting Official before work begins, and bringing uncleared workers back into the space triggers the same escort and sanitization protocols used during the original build. A significant modification can prompt a fresh inspection and an updated letter before operations resume.

Temporary and Tactical SCIFs

Not every SCIF is a permanent room in a government building. Temporary SCIFs, or T-SCIFs, support contingency operations, disaster response, and military deployments. They can be set up in hardened buildings or bunkers, in truck-mounted shelters, in prefabricated containers, or in tents. Permanent-type structures are preferred, but field conditions often dictate otherwise. T-SCIF accreditation expires after one year unless the Accrediting Official approves an extension. While a T-SCIF is operational, U.S. guards with at least Secret clearances protect the perimeter, and a single entrance is controlled by an SCI-cleared person working from an access roster.

If a proposed T-SCIF building was previously occupied by a foreign entity, a Technical Surveillance Countermeasures sweep is required before it goes live. Classified materials must be stored in GSA-approved containers. Open storage is allowed under combat conditions only with continuous SCI-cleared presence. Why the Standards Exist

The whole apparatus is built around the consequences of failure.
