RW PLS Charge Explained: Fees, Identification, and Disputes

An “RW PLS” line on your bank or card statement almost always traces back to PLS Financial Services, a Chicago-based company that runs check-cashing storefronts and issues the Xpectations! Visa Prepaid Card and the Xpectations! Plus Debit Mastercard. None of the company’s published billing descriptors use that exact wording, so the label you’re seeing has likely been shortened or reformatted by your own bank before it hit your statement. The charge itself is usually a routine card fee, a check-cashing transaction, or, less often, an unauthorized use that you can dispute.

Who PLS Is and Why a Charge Might Appear

Fees That Commonly Show Up Under a PLS Descriptor

Visa Prepaid Card list billing descriptors such as “SVC CHG MONTHLY,” “SVC CHG INACTIVITY,” “SVC CHG PIN TRAN,” “SVC CHG ATM WITHDRAW,” and “SVC CHG BALANCE INQ.”3The Bancorp Bank. The card has two plans. Under “Prime-As-You-Go,” each point-of-sale purchase costs $1.50. Under “Prime Monthly,” you pay $6.95 a month and per-purchase fees are waived. Both plans charge $2.50 for a domestic ATM withdrawal, $5.00 for an international one, and $1.00 for a balance inquiry. An inactivity fee of $6.95 per month applies after 90 days with no purchase or withdrawal on the As-You-Go plan. If the balance can’t cover a monthly or inactivity fee, the unpaid amount is held for up to 30 days and pulled once you reload, showing as “WITHHELD SVC CHG.”4PLS Financial Services. Xpectations! Plus Debit Mastercard

The Plus card, launched through a 2023 partnership between PLS and Green Dot, carries a $5.00 monthly fee that’s waived if you received at least $500 in eligible direct deposits during the prior statement period. Purchases are free. In-network ATM withdrawals, including at PLS stores, are free; out-of-network withdrawals cost $3.00 plus whatever the ATM operator charges. Check-Cashing Fees

If someone cashed a check at a PLS storefront, the charge amount will reflect the state’s fee schedule. In New York, government checks are cashed at 1.5%, payroll checks at 1.99%, and other non-commercial checks at 2.2%, with a $1.00 minimum.6PLS 24/7 Financial Services. Check Cashing – New York

To formally dispute a transaction on an Xpectations! Plus card and qualify for a provisional credit, PLS requires a written letter or completed dispute form with your name and account number, the amount and date of the disputed transaction, the merchant name and address, and the reason for the dispute. How much you can be held responsible for depends on the type of card and how fast you report.

Debit and Prepaid Cards

Under the Electronic Fund Transfer Act and Regulation E, reporting an unauthorized debit or prepaid card transaction within two business days of discovering the loss or theft caps your liability at $50. Reporting after two business days but within 60 calendar days of the statement raises the cap to $500. After 60 days, you can be held responsible for the full amount taken, including from linked accounts.12Federal Trade Commission. Your bank generally has 10 business days to investigate. If it needs longer, it must issue a provisional credit for the disputed amount (minus up to $50) while it keeps looking. Credit Cards

Credit card protection is broader. Maximum liability for unauthorized charges on a lost or stolen card is $50. If only the number was stolen and you still have the card, liability is $0. If PLS Won’t Resolve It

You can file a complaint with the Consumer Financial Protection Bureau online or by calling (855) 411-2372.14CFPB.
