The Reemployment Priority List is the federal government’s rehire mechanism for competitive service employees who lose their jobs through a reduction in force. Once you register, your former agency generally cannot fill a competitive service vacancy in your commuting area by bringing in someone from outside its permanent workforce if you are qualified for the job. Registration lasts up to two years, and the deadline to sign up is tight: for RIF-displaced employees, your completed application must reach your agency’s human resources office on or before your separation date.
Who Qualifies for the RPL
Two eligibility paths lead onto the list. The main one is RIF displacement. To qualify that way, you must meet all four of these conditions:
- You held a competitive service position under a Tenure Group I (career) or Tenure Group II (career-conditional) appointment when you were displaced.
- You received a specific RIF separation notice or a Certification of Expected Separation that has not been cancelled or rescinded.
- Your most recent rating of record is at least “fully successful” (Level 3) or its equivalent.
- You did not decline a RIF reassignment offer for a position with the same work schedule and a pay rate at least as high as your current one.
Excepted service employees and anyone with a performance rating below fully successful do not qualify.1eCFR. 5 CFR 330.203 – RPL Eligibility
The second path covers employees who were separated and then recovered from a compensable work injury. If that describes you, you have 30 calendar days after your injury compensation benefits end, or after the Department of Labor denies an appeal for continued benefits, to register.2eCFR. 5 CFR 330.206 – RPL Registration
How to Register
Miss the deadline and you forfeit your placement rights. For RIF separations, the application is due on or before your separation date, not 30 days after. The 30-day window belongs to the injury-recovery path only.2eCFR. 5 CFR 330.206 – RPL Registration
Your agency sets the form. Get it from human resources. On it, you tell the agency what you will accept:
- The grades or pay levels you are willing to take, including the lowest. Registering for lower grades widens your chances but exposes you to removal consequences if you later turn down an offer at those grades.
- The position classification series or career groups you are qualified for and interested in.
- Whether you will accept full-time, part-time, or either.
- Whether you want permanent positions only or will also consider time-limited appointments.
Your Standard Form 50 and RIF separation notice help verify your tenure and service history. If any of the information you provided changes in a significant way while you are on the list, you are required to update the agency.3eCFR. 5 CFR Part 330 Subpart B – Reemployment Priority List (RPL)
What Being on the List Actually Gets You
Registration means your former agency has to check the RPL before filling most competitive service vacancies in your commuting area with anyone from outside its permanent competitive service workforce. If you are qualified, you get placement priority. This is a legal requirement.4eCFR. 5 CFR 330.201 – Purpose
Two limits are worth being direct about. First, you still have to meet OPM’s qualification standards for the specific vacancy, including any required education, experience, or certifications for the grade and series. The list guarantees you consideration, not the job. Second, RPL priority applies only at your former agency. It does not follow you to other federal employers.
Your rights are also tied to a geographic zone. How Long Registration Lasts
Registration runs for two years from your RIF separation date. That period is the same for both tenure groups.7eCFR. 5 CFR 330.208 – Duration of RPL Registration
If an agency’s administrative or procedural error cost you part of that two-year window, you or the agency can ask OPM to extend it. The request has to describe what went wrong. OPM’s decision on the extension is final and cannot be appealed.7eCFR. 5 CFR 330.208 – Duration of RPL Registration
What Takes You Off the List
You stay on for the full two years unless something specific removes you. Some of the triggers surprise people, so read them carefully.
You come off the list entirely if you:
- Decline or fail to reply to an offer of a career, career-conditional, or excepted appointment without time limit for a position with the same work schedule and a pay rate at least as high as the job you lost.
- Accept any permanent federal position, at any grade, at any agency.
- Submit a written request to be removed.
- Separate from the agency before your RIF date through resignation, transfer, or similar action. Retiring on or after the RIF date does not end your registration.
- Have your RIF notice cancelled or modified so you are no longer being displaced.
Partial removal works differently. If the agency offers you a permanent position below your last grade that fits the conditions you specified on your application, and you decline it or miss a scheduled interview, you come off the list at that grade and every lower registered grade. How RPL Fits With CTAP and ICTAP
The RPL is one of three career transition programs, and they slot into a defined hiring order. When an agency fills a competitive service vacancy, it works through candidates like this:
- CTAP: current employees of the hiring agency who have received a RIF or similar displacement notice but have not yet separated. First priority.
- RPL: former agency employees who have separated and registered. Second priority.
- ICTAP: displaced employees from other federal agencies applying for positions in the same commuting area. Priority over other outside applicants.
- Everyone else: external applicants, reinstatements, and transfers.
RPL and ICTAP cover different ground. RPL applies only at your former agency but lasts two years. ICTAP gives you priority at other agencies across the government, lasts one year, and requires you to be found “well-qualified” for the specific vacancy rather than merely qualified.9U.S. Office of Personnel Management. Severance Pay When You Take an RPL Job
Most employees separated through a RIF receive severance pay, and how the RPL affects it depends on the type of job you accept. Take a permanent federal position and your severance stops. The new agency records how many weeks you already received. If a later RIF makes you severance-eligible again, the weeks you already collected are deducted from the new entitlement, even though your service and age are recalculated.10U.S. Office of Personnel Management. Time-limited appointments work in your favor here. If you accept a temporary or term appointment that does not itself qualify you for severance, your severance is suspended during the appointment and resumes where it left off when the temporary job ends. If the Agency Violates Your RPL Rights
If your former agency filled a position you should have been considered for, you can appeal to the Merit Systems Protection Board. A valid appeal generally requires showing that you received a RIF separation notice, that you were properly registered on the RPL, and that the agency filled a position with someone who could not have been appointed if your priority had been honored.11Merit Systems Protection Board. The filing deadline is 30 days after the effective date of the action or 30 days after you receive the agency’s decision, whichever is later.12U.S. Merit Systems Protection Board. Late filings are typically dismissed no matter how strong the underlying case, so if you suspect a violation, move quickly.
