Public Service Loan Forgiveness Employer Search: Results and Next Steps

To run a Public Service Loan Forgiveness employer search, go to studentaid.gov/pslf, log in with your FSA credentials, open the PSLF Help Tool, and enter your employer’s nine-digit Employer Identification Number along with your employment start and end dates. The tool checks the EIN against a federal registry and returns one of four results: Eligible, Ineligible, Undetermined/Not Found, or Split. The search itself takes seconds. Getting a clean “Eligible” result is the first step toward the 120 qualifying payments PSLF requires, but it is only the first step.

What You Need Before You Search

The Help Tool searches by EIN, not by employer name. The nine-digit number appears in Box b of your W-2.1Federal Student Aid. Become a Public Service Loan Forgiveness PSLF Help Tool Ninja If you don’t have a W-2 in front of you, HR or payroll can give you the number. Every legitimate employer has one, because the IRS assigns EINs for tax reporting.2Internal Revenue Service. Employer Identification Number

You also need exact employment dates. Pull the start date, and end date if the job has ended, from personnel records or pay stubs rather than guessing. The tool cross-references those dates against the period the employer maintained qualifying status, so approximations can produce misleading results. For a current job, indicate you’re still employed.

One thing to keep in mind: submitting false statements on a federal form is a felony under 18 U.S.C. § 1001, punishable by up to five years in prison and fines up to $250,000.3Office of the Law Revision Counsel. 18 US Code 1001 – Statements or Entries Generally4Office of the Law Revision Counsel. 18 US Code 3571 – Sentence of Fine Honest mistakes on a PSLF form are correctable; fabricating an EIN or dates is not.

Running the Search

Once you’re logged in to the Help Tool, choose “Add Employer” to open the lookup. Enter the EIN and the employment dates. The tool matches your entry against employers the Department of Education has already reviewed.

Two quirks are worth knowing in advance. State employees often see their agency listed under a combined entry formatted as “[State Name] – All Employees,” because many state agencies share one EIN. Federal employees see the opposite: many federal departments share a common EIN, so the search may return a long list of agencies and you’ll need to scroll for the right one.1Federal Student Aid. What Each Result Means

The tool returns one of four statuses:

  • Eligible. The employer is already confirmed as qualifying. You can move directly to generating your certification form.
  • Ineligible. The employer does not qualify, most often because it is for-profit. If you believe the result is wrong, you can still select the employer and submit documentation to support a manual review.
  • Undetermined/Not Found. The Department of Education has not reviewed this employer yet. You’ll enter the employer manually and upload documentation so reviewers can evaluate it.
  • Split. The employer qualifies for only part of your employment period. This happens when an organization switched between for-profit and nonprofit status, or when it formed, merged, or closed at some point after PSLF began in 2007.

The Split result is the one people miss most often, because they assume an employer either qualifies or doesn’t. If you see Split, read the qualifying dates carefully: months inside that window count, months outside it don’t.

When the Result Is Not Found or Ineligible

If the tool returns Undetermined/Not Found, you’ll enter the employer’s name manually. Federal Student Aid recommends typing it exactly as it appears on your W-2.1Federal Student Aid. Become a Public Service Loan Forgiveness PSLF Help Tool Ninja You’ll then upload supporting documentation so the Department of Education can decide whether the organization meets the regulatory definition of a qualifying employer.

If the result is Ineligible and you have reason to think it’s wrong, the same path is open. Select the employer and submit evidence. A nonprofit that delivers public health services but lacks 501(c)(3) status, for example, might show as ineligible simply because it hasn’t been added to the database. Documentation of its nonprofit status and its service mission can trigger a manual review.

Acceptable supporting documentation is spelled out on the PSLF form. If the employer can’t sign the certification because it has closed, alternatives include W-2s for every calendar year of the employment period or pay stubs covering every month you worked there. Any month you can’t document won’t be certified. Military service members can submit a DD-214 or SCRA Status Report in place of employer certification.5Federal Student Aid. The Help Tool supports digital signatures from both borrowers and employers, which is faster than printing and mailing. When your employer can sign, the tool sends the signature request directly through the portal.

Which Employers Actually Qualify

The results you get from the tool are driven by the underlying federal rule. Qualifying employers fall into three categories.

  • Government at any level. Federal agencies, state and local governments, tribal entities, and the military qualify automatically. So do public schools, state universities, and full-time AmeriCorps or Peace Corps service. The specific job you do doesn’t matter as long as the employer itself is a government entity.
  • 501(c)(3) nonprofits. Any organization the IRS recognizes as tax-exempt under Section 501(c)(3) qualifies automatically. This covers most charities, religious organizations, hospitals, and nonprofit educational institutions.6eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program
  • Other nonprofits providing qualifying public services. A nonprofit without 501(c)(3) status can still qualify if its primary function is delivering certain services: emergency management, public safety, law enforcement, public health, public education, public library services, public interest legal services, early childhood education, or services for people with disabilities or the elderly.7eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program

The regulations explicitly exclude for-profit businesses, labor unions, and partisan political organizations.6eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program A common trap: if you work for a for-profit company that contracts with a government agency or nonprofit, your employer is the for-profit company, not the agency you serve. The paycheck source is what determines eligibility, not where you sit or who benefits from your work.

One rule change worth noting for religious workers. Effective July 1, 2021, time spent on religious instruction, worship services, and proselytizing counts toward the full-time employment requirement for workers at qualifying religious nonprofits. Those hours used to be excluded.

An Eligible Result Isn’t the Whole Story

Confirming your employer is one piece. Two other pieces have to line up before your payments will count.

The first is hours. You must work an average of at least 30 hours per week for a qualifying employer.8Federal Student Aid. 4 Beginner Tips for Public Service Loan Forgiveness Success If your employer defines full-time as more than 30 hours, that higher number applies to you. If no single job gets you to 30, you can combine hours from two or more part-time positions, but every one of those employers has to independently qualify. Fifteen hours at a nonprofit hospital plus fifteen at a city office adds up. Fifteen at a nonprofit plus fifteen at a for-profit consulting firm does not. When combining jobs, you need a separate certification form for each employer.

The second is loan type and repayment plan. Only federal Direct Loans are eligible.8Federal Student Aid. 4 Beginner Tips for Public Service Loan Forgiveness Success Older FFEL or Perkins loans don’t count on their own; they have to be consolidated into a Direct Consolidation Loan first. A limited PSLF waiver that gave retroactive credit for pre-consolidation payments expired on October 31, 2022.9Federal Student Aid Partners. Guidance for FFEL and Perkins Loan Program Participants on the Limited Public Service Loan Forgiveness Waiver Consolidating now still makes your loans eligible going forward, but months of payments before consolidation generally won’t count toward your 120.

Qualifying repayment plans include the Standard 10-year plan and the income-driven plans: Income-Based Repayment, Pay As You Earn, and Income-Contingent Repayment. Graduated and extended plans don’t count unless a given payment happens to equal or exceed the Standard plan amount.

The SAVE plan is a separate issue in 2026. As of March 2026, a federal court order prevents the Department of Education from implementing SAVE. Borrowers whose loans were placed in forbearance because of SAVE enrollment need to pick a different qualifying plan, or their servicer will move them to one.10Federal Student Aid. IDR Court Actions Months in SAVE-related forbearance do not count toward PSLF, so switching quickly matters.

Certifying Employment After the Search

Getting an “Eligible” result in the tool is not the same as certifying your employment. After the search, you still need to complete and submit the PSLF Certification and Application form. Federal Student Aid recommends filing it every year, and whenever you change employers or your employment status changes.5Federal Student Aid. Public Service Loan Forgiveness PSLF Certification and Application Waiting until you hit 120 payments to certify everything at once creates avoidable risk. If an employer closed years ago or records are patchy, annual certification catches problems while they can still be fixed.

Past employment can be certified retroactively. The form takes start and end dates for service periods going back years, and the 120 qualifying payments don’t need to be consecutive.5Federal Student Aid. Public Service Loan Forgiveness PSLF Certification and Application If you left public service for a stretch and came back, the earlier payments still count. That makes retroactive certification particularly useful for interrupted careers in government or the nonprofit sector.
