PSLF qualifying employment means working full-time for a U.S. federal, state, local, or tribal government agency, a 501(c)(3) nonprofit, or a non-501(c)(3) nonprofit that devotes most of its workforce to certain designated public services. Eligibility turns on who employs you, not what your job title is or what you do day to day. You need to be working for a qualifying employer both when you reach 120 qualifying monthly payments and when you apply for forgiveness, though the 120 payments themselves don’t have to be consecutive.1eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program
Employers That Qualify
Government service is the broadest category. Federal, state, local, and tribal government agencies all count. That covers public school districts, state universities, the military, the U.S. Postal Service, and municipal agencies of every kind.2Federal Student Aid. PSLF Qualifying Employment
Any organization with 501(c)(3) tax-exempt status also qualifies automatically. Hospitals, charities, religious organizations, and community development groups organized under this section of the tax code are eligible employers regardless of what they do.2Federal Student Aid. Non-501(c)(3) Nonprofits
Nonprofits that lack 501(c)(3) status can still qualify, but only if a majority of their full-time equivalent employees work in one of these designated service areas:1eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program
- Emergency management
- Law enforcement and public safety
- Public health
- Public education, public library services, school library, and other school-based services
- Early childhood education
- Public interest law services
- Public service for individuals with disabilities or the elderly
- Military service and civilian service to military personnel
The threshold is a majority of full-time equivalent employees, not a majority of programs or revenue. A nonprofit that happens to run one public health initiative alongside other operations likely won’t clear the bar. The organization’s core workforce needs to be devoted to one of these areas.
AmeriCorps and Peace Corps
Full-time AmeriCorps and Peace Corps volunteers are treated as qualifying employees, even though they aren’t traditional employees. Because most volunteers earn little or no income, income-driven monthly payments can be as low as $0, and those $0 payments still count toward the 120 total.3Peace Corps. Student Loan Information AmeriCorps volunteers who receive a Segal Education Award can apply it as a lump-sum payment on their Direct Loans, credited as the equivalent of up to 12 qualifying monthly payments.
Employers That Don’t Qualify
For-profit companies are excluded categorically, even when the work looks identical to public service. A private contractor staffing a government facility doesn’t qualify through that contract. Labor unions and partisan political organizations are also out. So is service as a member of the U.S. Congress, which the regulation excludes by name.1eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program
Nonprofits without 501(c)(3) status that don’t meet the designated-services test are also ineligible. A 501(c)(4) social welfare organization or a 501(c)(6) trade association won’t count unless the majority of its workforce is doing one of the recognized services listed above. This distinction catches people who assume “nonprofit” alone is enough.
What Counts as Full-Time
You must work an average of at least 30 hours per week, or meet your employer’s own definition of full-time, whichever number is higher. If your employer treats 40 hours as full-time, you need 40. If your employer treats 25 hours as full-time, the federal 30-hour floor still governs.2Federal Student Aid. PSLF Qualifying Employment
The average is calculated over the period being certified, and it includes employer-provided leave and leave taken under the Family and Medical Leave Act. A few weeks of vacation or an FMLA absence won’t disqualify the stretch of employment they fall inside.4Federal Student Aid. Tackling the Public Service Loan Forgiveness Form – Employer Tips
Combining Part-Time Jobs
If no single position gets you to 30 hours, you can combine hours across multiple part-time jobs. Every employer in the combination must independently qualify. Two part-time positions at qualifying nonprofits averaging 15 hours each will work. One qualifying job at 20 hours combined with a for-profit position at 15 hours will not, because the for-profit hours can’t be counted.2Federal Student Aid. PSLF Qualifying Employment
Adjunct Faculty
Adjunct instructors at qualifying institutions use a federal multiplier of 3.35 to convert classroom teaching hours into total weekly work hours. Nine hours of classes per week translates to roughly 30 hours of recognized work (9 × 3.35 = 30.15), accounting for preparation, grading, and duties outside the classroom. The multiplier applies regardless of what the institution considers full-time for its own benefits purposes.
Certifying That Your Employment Qualifies
The Department of Education recommends submitting a PSLF certification form at least once a year, and each time you change employers.5Federal Student Aid. How to Manage Your Public Service Loan Forgiveness (PSLF) Progress on StudentAid.gov Annual certification is how you catch a problem early. Finding out five years in that your employer doesn’t qualify is painful; finding out in year one is fixable.
To complete the form, you’ll need your employer’s Employer Identification Number (EIN) from your W-2, the start and end dates of the period you’re certifying, and the name of an authorized official at your organization who can confirm your employment and sign. That official is usually someone in HR or payroll.
Using the PSLF Help Tool
The PSLF Help Tool on StudentAid.gov generates the certification form and searches a database of qualifying employers. If your employer is already in the database, the form pre-populates with the organization’s details.6Federal Student Aid. Public Service Loan Forgiveness (PSLF) Help Tool The tool supports digital signatures through DocuSign, which sends the signature request straight to your employer’s authorized official.7Federal Student Aid Knowledge Center. StudentAid.gov Enhancements and Modifications Starting April 2023 – Section: Public Service Loan Forgiveness (PSLF) Help Tool: Digital Signature and Submission Warn your employer that the request is coming, because the DocuSign email comes from a generic address and often lands in spam.
If your employer can’t use DocuSign, download the form as a PDF, get a manual signature, and mail or fax it to your loan servicer. MOHELA currently handles PSLF accounts.8MOHELA. MOHELA – Federal Student Aid After the form is received, expect 30 to 90 days for an updated payment count.
Certifying Past Employment
You can certify employment from years ago, not just your current job. Work at a qualifying employer in 2012 that was never submitted can be certified now. Current federal employees can have their agency certify prior federal service at a different agency, provided the Official Personnel Folder documents that employment. Separated federal employees can request certification through the National Personnel Records Center (NPRC).9U.S. Office of Personnel Management. Employment Alone Isn’t Enough
Qualifying employment is one of three things that have to be true at once. The other two sit outside the scope of this guide, but they’re worth naming so you don’t assume the employer check is the whole test.
Your loans have to be federal Direct Loans. Federal Family Education Loan (FFEL), Perkins, and HEAL loans don’t count toward the 120 unless you consolidate them into a Direct Consolidation Loan, and the payment clock resets on consolidation.1eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program Parent PLUS loans need to be consolidated and then repaid under Income-Contingent Repayment to become PSLF-eligible.
Your payments also have to be made under a qualifying repayment plan, which in practice means one of the income-driven plans. Payments made under extended, graduated, or other non-qualifying plans don’t count, and switching plans doesn’t retroactively fix months already made under the wrong one.10Federal Student Aid.
