Property Tax in Hyderabad: GHMC Rates, Payment, and Rebates

Property tax in Hyderabad is levied annually by the Greater Hyderabad Municipal Corporation (GHMC) on every building and plot within its limits, calculated from the property’s Annual Rental Value and paid in two half-yearly instalments through the GHMC online portal or at MeeSeva centres. The formula runs on five inputs: location, plinth area, construction type, age, and use. Once you know how those inputs combine, the bill on your demand notice stops looking like a black box.

How GHMC Calculates the Tax

The Commissioner estimates an Annual Rental Value (ARV) for your property under Section 212(1) of the GHMC Act, 1955. The starting point is plinth area, meaning the full built-up footprint of the structure. That area is multiplied by the notified Monthly Rental Value (MRV) per unit for the relevant category of building in the relevant zone. A prime commercial stretch carries a higher per-square-foot MRV than a developing residential colony, and the zone map reflects that. 1CDMA Telangana. Once the monthly figure is fixed and annualised, the ARV is split in a 2:1 ratio: two-thirds attributed to the building, one-third to the land beneath. The building portion is then adjusted for age and, where applicable, owner occupation. The land portion is taxed without those deductions. 1CDMA Telangana. Age Deduction

Older buildings get a fixed percentage off the building’s share of ARV:

  • 25 years or younger: 10% deduction
  • 26 to 40 years: 20% deduction
  • Over 40 years: 30% deduction

These percentages stand in for a repair-cost allowance, so you cannot separately claim maintenance expenses on top. 1CDMA Telangana. Levy of Property Tax – Municipal Corporations Circular

Owner-Occupied Rebate

If you live in the property yourself rather than renting it out, a 40% rebate applies to the building’s ARV. The rebate is inclusive of the age deduction, not stacked on top of it. So an owner-occupied home that is 30 years old gets a total 40% reduction, not 20% plus 40%. The rebate should apply automatically when you declare the property as owner-occupied during self-assessment, but check that it shows on your demand notice. Owners who move into a property they previously rented out sometimes forget to update the occupancy status and keep paying the higher tenant-occupied rate. 1CDMA Telangana. Tax Rate Slabs

The rate applied to the adjusted ARV is a bundled figure covering general tax, lighting tax, conservancy tax, drainage tax, and library cess. Residential and commercial properties pay different rates, and both scale with the MRV bracket. As a rough guide, residential rates fall between 17% and 30% of ARV depending on the rental value bracket, while commercial rates run from about 30% to 50%. Higher rental value brackets pay progressively more, and GHMC revises the schedule from time to time. Your specific rate appears on the demand notice generated when you enter your Property Tax Identification Number on the GHMC portal. 2Greater Hyderabad Municipal Corporation. Property Tax Payment

How to Pay

Every taxable property is assigned a Property Tax Identification Number (PTIN). Older properties usually carry a 14-digit PTIN; newer assessments have a 10-digit number. If you do not know yours, you can search by owner name or door number on the GHMC payment portal.

Online

Go to onlinepayments.ghmc.gov.in and enter your PTIN. The system pulls up the current demand notice with the amount due, including any interest accrued from past dues. Credit card, debit card, and net banking are all accepted. A digital receipt is generated on successful payment and serves as legal proof for the fiscal year. 2Greater Hyderabad Municipal Corporation. Property Tax Payment

Offline

MeeSeva centres and designated citizen service centres across the city accept property tax payments. Bring your PTIN so the counter staff can pull up the electronic bill. Cash, cheques, and cards are accepted. Whether you pay online or offline, allow a couple of business days for the updated balance to reflect in the system.

Deadlines, Early Bird Rebate, and Penalties

The annual tax is split into two half-yearly instalments. The first is due by the end of July, the second by mid-October. You can also clear the full year in one payment.

Paying the entire year’s tax in April earns a 5% early bird rebate on the current year’s demand. For 2026–27, GHMC has confirmed the rebate is available through April 30. It applies only when you pay the full annual amount at once; partial payments do not qualify. 3Greater Hyderabad Municipal Corporation. Property Tax

Miss a deadline and penal interest of 2% per month applies to the outstanding balance. A six-month delay effectively adds 12% to the bill. GHMC does not send individual reminders to every defaulter, so tracking the calendar is on you.

Exemptions

Certain properties are fully exempt under the Act. Recognised educational institutions and places of public worship pay nothing. A single residential property owned by military personnel, ex-servicemen, or their widows is also exempt. Buildings with very low annual rental value can fall below the taxable threshold. Beyond these categories, the owner-occupied rebate is the concession most residents actually use.

Vacant Land Tax

An empty plot inside GHMC limits is not outside the tax net. Vacant Land Tax (VLT) is assessed on the land’s capital value and location rather than on a rental value, since there is no structure to measure. GHMC runs a separate portal for VLT assessment, search, and payment. Owners who leave a plot idle and assume nothing is owed can find years of accumulated dues surfacing when they try to sell or build. 4Greater Hyderabad Municipal Corporation. Vacant Land Tax Details

If the Assessment Looks Wrong

Section 214 of the GHMC Act sets out the objection process. Once the assessment book for the year is prepared, the Corporation publishes a notice inviting complaints, and you have a limited window after that notice to file one. 5India Code. Greater Hyderabad Municipal Corporation Act 1955

Common grounds for objecting include incorrect plinth area measurements, residential premises classified as commercial, the age deduction not being applied, or owner-occupied status not being recognised. Miss the window and you can still approach the appellate authority, but the process takes longer and the assessed amount remains payable while it runs. Keep your sale deed, approved building plan, and previous tax receipts on hand; they carry most of the argument for you.
