How the County Values Your Vehicle
Assessed value comes from the J.D. Power valuation guides (formerly NADA), specifically the “clean trade-in” value as of January 1 each year.3Prince William County. If the assessment looks too high, you can appeal. High mileage is the most common ground, and the county’s online system often adjusts for it automatically.2Prince William County Government. Personal Property Tax Body damage, mechanical problems, or other conditions that reduce actual market value can also justify a reduction, but you’ll need documentation: photos, repair estimates, or inspection reports submitted to the Tax Administration Division before your final bill is calculated.
How PPTRA Reduces Your Bill
Virginia allocates $950 million a year to localities under the Personal Property Tax Relief Act, and Prince William uses its share to apply a reduced rate to the first $20,000 of each qualifying vehicle’s assessed value.5Virginia Code Commission. Anything above $20,000 in value is taxed at the full $3.50 rate.
Relief is applied directly to your bill, and both the gross tax and the PPTRA credit appear as separate line items so you can see the subsidy. Vehicles used primarily for business generally don’t qualify.
Registration Deadlines and the Compliance Penalty

Missing these deadlines is expensive. If the Vehicle Compliance Program catches you still displaying out-of-state plates past the grace period, you’ll owe a $100 vehicle license plate tax plus a $250 penalty on top of any back taxes.6Prince William County. Payment Deadline and What Late Costs You

Miss the deadline and a 10% penalty is added immediately.2Prince William County Government. Delinquent accounts trigger a DMV registration hold, which blocks you from renewing your vehicle registration until everything is paid. The county can also levy bank accounts, garnish wages, seize personal property, or intercept your Virginia state income tax refund through the state’s Debt Set-Off Program.9Prince William County Government. Full Exemptions and Extra Relief
Disabled Veterans
A veteran with a 100% service-connected, permanent, and total disability rating from the U.S. Department of Veterans Affairs can exempt one vehicle from the personal property tax entirely.10Virginia Code Commission. Virginia Code 58.1-3668 – Motor Vehicle of a Disabled Veteran The vehicle has to be owned and used primarily by or for the veteran. For married veterans, it doesn’t matter which spouse’s name is on the title. This exemption is separate from PPTRA and requires its own application through the Tax Administration office.
Active-Duty Military and Spouses
Active-duty service members legally domiciled outside Virginia and stationed in Prince William County on orders can exempt their vehicles from local personal property tax. Spouses can qualify under the Military Spouses Residency Relief Act if they maintain a legal residence in the same state as the service member.11Prince William County. Eligibility ends if you claim Virginia as your state of residence, if the service member retires or separates from active duty, or if a vehicle is jointly registered with someone who isn’t a non-resident active-duty member.
Elderly and Disabled Residents
Residents age 65 or older, or permanently and totally disabled, can qualify for additional relief if they fall within the county’s financial limits. Gross household income from all sources cannot exceed $123,903, and combined financial net worth for the applicant and spouse cannot exceed $400,000, excluding the home and up to 25 acres around it.12Prince William County Government. If a relative other than your spouse lives with you, the first $10,000 of that relative’s income is excluded from the household total. For applicants qualifying by disability, the first $7,500 of permanent disability compensation is also excluded. Disabled applicants without certification from Social Security, the VA, or the Railroad Retirement Board must sign a medical release letting the county contact two physicians to confirm the disability.13Prince William County. Quantico Residents Pay an Extra Fee
If you live inside the incorporated town limits of Quantico, you also owe a $35 annual vehicle license fee on top of the county tax. The license year runs November 16 through November 15, decals go on sale each October, and missing the deadline adds a $50 late penalty.14Quantico VA.
