A postal indicia is the printed postage marking you see in the upper right corner of bulk mail, and it takes the place of a stamp or meter strip when a business, nonprofit, or other high-volume sender ships identical mailpieces in quantity. Instead of applying postage to each piece, the sender prints the same block of text on every item and USPS deducts the total from a prepaid account. To use one, you apply for a mailing permit at the post office where you’ll deposit the mail, pay the applicable annual fee, and fund an advance deposit account.1United States Postal Service. The uniformity is the point. Because every piece carries the same marking and the same weight, USPS can verify postage by weighing the batch rather than inspecting individual items. That identical-weight rule is stricter than newcomers expect: every piece must weigh the same unless you’ve enrolled in a separate manifest mailing system built for mixed-weight parcels. A few heavier pieces slipped into a run will show up at the Business Mail Entry Unit’s weight audit and can delay or reject the mailing.1United States Postal Service. What Has to Appear in the Marking
The Domestic Mail Manual, Section 604.5.0, spells out the required contents. Miss one and the mailing gets bounced at acceptance. Four elements have to be present:2United States Postal Service. Domestic Mail Manual 604 – Postage Payment Methods and Refunds
- The mail class or rate, such as First-Class Mail, USPS Marketing Mail, Priority Mail, or USPS Ground Advantage.
- The phrase “U.S. Postage Paid.”
- The city and state where the permit is held, or, alternatively, “Mailed from ZIP Code” followed by the five-digit ZIP of the mailing office.
- The assigned permit number, legible.
There isn’t one universal font rule for standard indicia. The text must be legible and printed in a color that contrasts enough with the paper and any background art. A colored background behind the indicia is fine as long as the text stays readable. Picture Permit Indicia
If you use the picture permit format, which allows a graphic inside the indicia border, the standards tighten. Text must be OCR-readable with sans-serif fonts preferred, at least 8-point, and the mail class must appear in all capital letters. The stricter rules exist because a graphic can interfere with machine reading when the text is small or stylistically similar.2United States Postal Service. How to Get the Permit
Start with PS Form 3615, the Mailing Permit Application and Customer Profile. This is the document that registers your business and ties your account to a specific post office or Business Mail Entry Unit, which is where you’ll drop your mailings.3United States Postal Service. Fees depend on the class of mail. USPS has dropped the one-time application fee for Priority Mail Express, Priority Mail, USPS Ground Advantage (Commercial), Parcel Select, Library Mail, Media Mail, and Bound Printed Matter parcels. Classes that still carry an annual mailing fee, including First-Class Mail (presort), USPS Marketing Mail, and Bound Printed Matter flats, are $370 per year. You’ll also open an advance deposit account at the post office. It behaves like a checking account: you fund it, and USPS pulls the total postage from the balance whenever you bring in a mailing. The account has to cover the full postage before a mailing will be accepted, and if the balance runs short, the difference has to be added before that mailing or any other permit imprint mailing can move.5United States Postal Service. Nonprofit Rates
Qualifying nonprofits can mail USPS Marketing Mail at reduced rates, but tax-exempt status alone doesn’t get you in. Groups that typically qualify are agricultural, educational, fraternal, labor, philanthropic, religious, scientific, and veterans’ organizations, along with certain political committees. Business leagues, chambers of commerce, social clubs, and hobby organizations generally do not qualify even when tax-exempt. Individuals cannot use nonprofit rates.6Postal Explorer. Application is by PS Form 3624, filed at the post office where you’ll deposit the mail. There’s no application fee. The form has to be signed by a responsible official of the organization, such as the president or treasurer, and cannot be signed by a printer or mailing agent on the organization’s behalf. Supporting documents include an IRS letter of exemption from federal income tax (or, if unavailable, a financial statement from an independent auditor), organizing documents such as articles of incorporation bearing a state official’s seal or certification, and materials showing how the organization operated during the previous six to twelve months. Approved nonprofits must include one of these phrases in the indicia or adjacent to the postage area: “NONPROFIT ORGANIZATION,” “NONPROFIT ORG,” or “NONPROFIT.” The name and address of the authorized organization must appear on the outside of the mailpiece or in a prominent place on the contents, and any return address must be the organization’s own.8Postal Explorer. Bringing the Mail In
Finished mail goes to the Business Mail Entry Unit where the permit is registered, together with a postage statement. USPS uses several versions of these statements depending on the class and complexity of the mailing. PS Form 3602-EZ covers a single nonautomation mailing of identical-weight pieces; PS Form 3602-R covers other USPS Marketing Mail mailings. Every permit imprint mailing must include at least 200 pieces or weigh at least 50 pounds total, and some rate categories set higher thresholds. Postal employees verify piece count and weight, confirm the indicia matches the class declared on the postage statement, and deduct the total from the advance deposit account before the mail enters the stream.10United States Postal Service. 604d Quick Service Guide – Permit Imprints
Mailers enrolled in Full-Service Intelligent Mail have to submit postage statements and qualification reports electronically. The three submission methods are Postal Wizard (a web interface for simple mailings under 10,000 pieces), Mail.dat (the industry standard for most mailings), and Mail.XML (a newer protocol for advanced mailing software). Keeping the Permit Active
A permit stays alive on two conditions: pay the fee, and use the permit. The annual mailing fee is due on the permit’s anniversary date. Miss it and the permit is revoked; mailings brought in against an invalid permit will be refused or charged at the higher single-piece rate. Even with fees paid, a permit has to be used at least once every 24 months or it can be revoked for inactivity. For organizations that mail seasonally or rarely, a small mailing before the two-year mark is worth putting on the calendar.13United States Postal Service. Tips for Using Permit Imprint
