The Portugal IMT property transfer tax (Imposto Municipal sobre as Transmissões Onerosas de Imóveis) is paid by the buyer before the deed is signed, and for residential purchases in 2026 it runs from 0% to 7.5% of the price. What you actually owe depends on three things: where the property is, whether it will be your permanent home, and how it is classified. The notary will not finalize the sale until you produce proof of payment.
What Determines Your Rate
Location comes first. The Portuguese Tax Authority publishes separate rate tables for Mainland Portugal and for the Autonomous Regions of Madeira and the Azores, and the autonomous regions apply higher thresholds, which produces slightly less tax at equivalent price points.
Intended use comes next. A permanent primary residence gets the most favorable brackets, including a zero-rate band at the bottom. A secondary home, holiday property, or rental investment is taxed from the first euro.
Classification finishes the picture. Residential urban property follows a progressive sliding scale. Rural land is taxed at a flat 5% regardless of value, and commercial buildings, offices, and parking facilities are taxed at a flat 6.5%.1AICEP Portugal Global. Municipal Property Transfer Tax (IMT) High-value residential properties above €1,150,853 trigger a single flat 7.5% on the full price.

The brackets are adjusted each year through the national budget. If you are buying in Madeira or the Azores, thresholds are roughly 25% higher at each bracket.
Permanent Primary Residence
- Up to €106,346: 0%
- €106,346 to €145,470: 2% marginal
- €145,470 to €198,347: 5% marginal
- €198,347 to €330,539: 7% marginal
- €330,539 to €660,982: 8% marginal
- €660,982 to €1,150,853: 6% flat on the full price
- Above €1,150,853: 7.5% flat on the full price
Secondary or Non-Permanent Residence
- Up to €106,346: 1% flat (no zero bracket)
- €106,346 to €145,470: 2% marginal
- €145,470 to €198,347: 5% marginal
- €198,347 to €330,539: 7% marginal
- €330,539 to €660,982: 8% marginal
- €660,982 to €1,150,853: 6% flat on the full price
- Above €1,150,853: 7.5% flat on the full price
The big divergence is at the bottom of the table. A permanent-residence buyer pays nothing under €106,346, while a secondary-home buyer owes 1% from the first euro. Above €660,982, the progressive brackets disappear entirely and a single flat rate applies to the whole purchase price.
How the Calculation Works
IMT is calculated on whichever figure is higher: the declared purchase price or the property’s Valor Patrimonial Tributário (VPT), the government’s assessed fiscal value shown on the Caderneta Predial.2IMT Portugal. Purchase Price or VPT? Usually the price is higher, but with older properties that have been reassessed upward the VPT can win.
Inside the progressive brackets, the math works like income tax. You multiply the full base value by the marginal rate for your bracket, then subtract a deduction figure called the Parcela a Abater, which accounts for the tax you would have overpaid by applying that top rate to the slices sitting in lower brackets. The two flat-rate tiers (6% above €660,982 and 7.5% above €1,150,853) skip the formula: multiply the full price by the flat rate and you are done.1AICEP Portugal Global. Primary Residence Exemption
Buy a permanent home on the mainland for €106,346 or less and you owe zero IMT. In Madeira and the Azores, the exemption threshold sits higher at €132,933.3IMT Portugal. IMT Exemptions Portugal The property has to actually be your primary residence. Vacation homes and investment properties do not qualify, and secondary-home buyers have no zero bracket at any price.
IMT Jovem for Buyers 35 and Under
If you are 35 or younger at the time of purchase, you can qualify for a full or partial IMT exemption on your first home, as long as you have not owned residential property at any point in the three years before the purchase and the property will be your exclusive permanent residence.4gov.pt. Government Approves “You Have a Future in Portugal” Plan for Young People
For 2026:
- Full exemption on the mainland: properties up to €330,539
- Full exemption in the Azores and Madeira: properties up to €413,174
- Partial exemption on the mainland: properties between €330,539 and €660,982
- Partial exemption in the Azores and Madeira: properties between €413,174 and €826,227
The partial exemption exempts the portion of the price up to the full-exemption threshold and taxes only the amount above it. A 30-year-old buying a €500,000 mainland property pays IMT only on the difference above €330,539.
When a couple buys together and only one partner is 35 or under, the exemption applies solely to the qualifying buyer’s share of the purchase. A 50/50 split means half the purchase benefits; a 90/10 split shifts the math accordingly. The exemption also covers Stamp Duty on the same portion.
Other Exemptions and Special Cases
Properties bought for rehabilitation are exempt from IMT if the buyer begins renovation work within three years of acquisition. A separate exemption covers the first buyer of a property already rehabilitated, provided it sits within a designated urban rehabilitation zone and will be used exclusively as a residence.1AICEP Portugal Global. Municipal Property Transfer Tax (IMT)
A punitive flat 10% applies to the entire purchase price when the buyer is an entity domiciled in one of Portugal’s listed offshore jurisdictions, or is controlled directly or indirectly by such an entity, regardless of property type. This surcharge targets corporate and institutional buyers; individuals who happen to reside in a blacklisted jurisdiction are not caught by it.
Do Not Forget Stamp Duty
IMT is not the only tax due at signing. Portugal also charges Imposto do Selo (Stamp Duty) at a flat 0.8% on every property transfer, calculated on the higher of the purchase price or the VPT, and it must be paid before the notary will execute the deed. On a €300,000 property, that is €2,400 on top of whatever IMT you owe. Budget for both together.
Buyers who qualify for IMT Jovem get the Stamp Duty exemption on the same portion of the price that is exempt from IMT.4gov.pt. Government Approves “You Have a Future in Portugal” Plan for Young People
Paying IMT Before the Deed
Before you can sign the Escritura, you need to generate a Documento Único de Cobrança (DUC), the official payment slip, either online through the Portal das Finanças or in person at a local tax office. Access requires a Portuguese tax identification number (NIF), so foreign buyers should arrange one early.
Once the DUC is generated, payment is due immediately or by the following business day, through Multibanco, online banking, or a tax office. The payment stays valid for two years, so you do not need to time it to the exact day of signing.1AICEP Portugal Global. Municipal Property Transfer Tax (IMT) At the deed signing, the notary verifies your IMT receipt and Stamp Duty receipt before certifying the transfer. Without both, the sale cannot proceed, and the notary has no discretion to waive the requirement. Settling payment a few days before the scheduled signing keeps a DUC error or a clearing delay from derailing the closing.
