Pell Grant in Kentucky: Eligibility, Coverage, and State Aid That Stacks

A Kentucky undergraduate who files the FAFSA and shows financial need can receive a federal Pell Grant of up to $7,395 for the 2025–26 and 2026–27 award years, with a minimum award of $740.¹² The grant does not have to be repaid. At Kentucky’s community and technical colleges, a full Pell award more than covers tuition and fees; at the state’s public universities, it usually does not, and Kentucky has built a stack of state grants and campus scholarships meant to close the gap. About 33.9% of undergraduates at Kentucky institutions received a Pell Grant in 2023–24.³

Who Qualifies and For How Much

Eligibility runs through the FAFSA, which produces a Student Aid Index (SAI). The SAI replaced the older Expected Family Contribution starting with the 2024–25 award year and can now go as low as negative $1,500. The number of family members in college at the same time is no longer part of the formula.⁴

There are three ways to qualify. Students from the lowest-income households receive the maximum award through a pathway based on family size, adjusted gross income, and federal poverty guidelines rather than the SAI itself. A second pathway uses a plain formula: the maximum award minus the SAI. If that produces less than $740, a third pathway using poverty-level thresholds may still yield the minimum grant.⁵

Pell is capped over a lifetime. A student can draw the equivalent of six full-time academic years, tracked as 600% of Lifetime Eligibility Used.⁶ A student who stays enrolled across multiple terms in a single year can receive up to 150% of a scheduled annual award.¹

Part-time students get a scaled award. The current system uses enrollment intensity, meaning the percentage of a full-time load the student is actually carrying. If full-time at a school is 12 credit hours and a student takes 7, enrollment intensity is roughly 58% and the Pell award is adjusted proportionally. Students enrolled less than half-time can still receive a reduced grant, though their cost of attendance is figured more narrowly: personal expenses are excluded, and housing and food allowances are capped after three semesters.⁷

What Pell Covers at a Kentucky School

At the Kentucky Community and Technical College System, in-state tuition and mandatory fees for a full-time student run about $4,872 per year at 2025–26 rates of $203 per credit hour. A full Pell award clears that balance and leaves more than $2,500 for books, transportation, and living costs. KCTCS estimates those indirect costs at $8,450 to $13,738 per year depending on the living situation, so a real gap remains for most students.⁸

Public four-year universities cost considerably more, and Pell alone does not get the job done. The Kentucky Council on Postsecondary Education reported that in 2023–24 the average unmet need for low-income (Pell-recipient) students at public universities was $14,297 per year after all aid and expected family contribution were applied. Unmet need at KCTCS was lower and had been declining.⁹

State Grants and Scholarships That Stack on Top of Pell

Kentucky administers several aid programs through the Kentucky Higher Education Assistance Authority (KHEAA), funded largely by lottery revenue. Because they use the same FAFSA that determines Pell, filing the FAFSA puts a student in the running automatically.¹⁰

The College Access Program (CAP) Grant is the state’s main need-based grant. For 2026–27, it pays up to $5,300 per year at four-year institutions and up to $2,500 at two-year schools, for Kentucky residents enrolled at least half-time. Funds are distributed first-come, first-served by FAFSA completion date, so timing matters.¹⁰

The Kentucky Tuition Grant (KTG) offers up to $3,200 per year for students who attend eligible private Kentucky colleges full-time.¹¹

The Kentucky Educational Excellence Scholarship (KEES) is a merit award tied to high school GPA and ACT or SAT scores, and it is available regardless of financial need.¹²

The Work Ready Kentucky Scholarship (WRKS) is a last-dollar award. After Pell and other federal and state aid apply, WRKS covers any remaining tuition and fee balance up to the KCTCS in-state rate. The student has to be pursuing a certificate, diploma, or associate degree in a designated high-demand sector such as healthcare, manufacturing, construction, or education. Fees are covered up to $400 per year, and eligibility ends at 60 credit hours or receipt of a first associate degree.¹³ For a KCTCS student who receives a full Pell Grant and qualifies for WRKS, the two together can effectively erase tuition.¹⁴

University Last-Dollar Programs for Pell Students

Several Kentucky public universities run their own gap-filling scholarships aimed at Pell recipients. Western Kentucky University’s Hilltopper Guarantee covers 100% of tuition for first-time Kentucky freshmen who receive both a federal Pell Grant and a Kentucky CAP Grant and have at least a 3.0 unweighted high school GPA. It calculates tuition minus all other gift aid and pays what’s left. Renewal runs up to eight semesters with a 2.5 college GPA and continued Pell and CAP eligibility, and qualifying students are identified automatically without a separate application.¹⁵¹⁶

Peer programs exist at Eastern Kentucky University (Colonel Commitment), Murray State University (Murray State Promise), Morehead State University (Eagle Assurance Scholarship), and Northern Kentucky University (Northern Difference). Eligibility rules and award structures differ by campus. The CPE describes them as programs that “bridge the financial gap for students who have already exhausted other forms of assistance, such as federal and state aid, gifts, grants and scholarships, but still face a balance in their account.”¹⁷ Any student with a Pell-eligible SAI should ask the financial aid office at the school they’re applying to whether one of these applies.

Filing the FAFSA in Kentucky

The FAFSA opens on October 1 each year, and the federal deadline for the 2026–27 year is June 30, 2027.¹⁸ Filing early matters in Kentucky because the CAP Grant runs out. Students who wait can qualify on paper and still be shut out of the state’s largest need-based grant.¹⁰

Completion has been a persistent problem. The Prichard Committee for Academic Excellence reported that Kentucky students potentially miss out on over $30 million in federal Pell Grants each year because they never file the FAFSA. KHEAA runs an outreach network of 13 statewide counselors and 30 college coaches placed in high-need high schools to help students and families through the form.¹⁹

What’s Changing in 2026 and Beyond

The One Big Beautiful Bill Act, signed on July 4, 2025, added new limits effective for 2026–27. Students with an SAI of $14,790 or higher (double the maximum Pell) are ineligible for any Pell funding, with narrow exceptions for dependents of deceased servicemembers and public safety officers.² The law also blocks Pell for students whose non-Title IV grant aid (state, institutional, or private scholarships) equals or exceeds their full cost of attendance. That provision can interact with Kentucky’s layered aid stack, potentially disqualifying students at lower-cost schools where state and campus aid alone reach the cost of attendance ceiling.²⁰

The same law reinstated SAI asset exemptions for family farms and small businesses, relevant to rural Kentucky families, and created “Workforce Pell” for short-term training programs of 150 to 599 clock hours (8 to 15 weeks). Students who already hold a bachelor’s degree can use Pell for these specific short-term programs.²⁰ Workforce Pell takes effect July 1, 2026. Qualifying programs must show a 70% completion rate and a 70% job placement rate, and must articulate into at least one longer academic credential.²¹ In April 2026, Governor Andy Beshear signed SB 249, giving the governor authority, in consultation with the Kentucky Workforce Innovation Board, to approve eligible short-term programs and coordinate approvals to prevent duplicative payments.²²

One more change is still pending. A congressional reconciliation bill passed by the House in May 2026 would raise the course load required for the maximum Pell award from 24 to 30 credit hours per academic year. The American Council on Education warned that this could cause roughly 700,000 students nationwide to lose Pell eligibility. As of mid-2026, the bill was in the Senate.²³ For now, the $7,395 maximum holds for 2026–27 under the Consolidated Appropriations Act, 2026.²⁴
