PayPal Friends and Family Payments: Fees, Limits, and Scams

PayPal’s friends and family option lets you send money to people you know without paying the processing fees that apply to business transactions. Domestic transfers funded from a bank account or your PayPal balance cost nothing. In exchange, you give up purchase protection: if the transfer goes to the wrong person or a scam, PayPal will not investigate, mediate, or return your money.

What Friends and Family Means

PayPal treats a personal payment as any transfer between individuals that isn’t paying for goods or services. Splitting rent with a roommate, sending a birthday gift, or reimbursing a friend for concert tickets all qualify. The User Agreement draws a hard line: you cannot use friends and family to pay for a product or service, and sellers cannot ask buyers to pay this way.1PayPal. PayPal User Agreement

Breaking that rule has consequences. PayPal can remove your ability to accept personal payments, limit your account, or shut it down entirely.1PayPal. PayPal User Agreement The platform watches for the pattern, and the account restrictions that follow are far more expensive than the processing fees a small seller was trying to avoid.

Fees You Will Pay

Domestic Transfers

Sending money within the United States is free when the payment comes out of your PayPal balance or a linked bank account. If you fund the payment with a credit or debit card, PayPal charges 2.9% plus a small fixed fee.2PayPal. PayPal Consumer Fees On a $200 card-funded transfer, that runs about $5.80 plus the fixed portion.

International Transfers

Sending to another country adds a 5% international fee on top of any domestic fee, with a floor of $0.99 and a ceiling of $4.99.2PayPal. PayPal Consumer Fees A $50 international transfer funded from your bank costs $2.50. A $10 transfer still costs $0.99 because of the minimum. Fund the same international payment with a card and the 2.9% card fee applies as well.

Currency conversion adds a separate layer. When the recipient is paid in a different currency, PayPal applies a 4% spread above its base exchange rate for friends and family transfers.2PayPal. PayPal Consumer Fees That spread stacks on top of the international fee. A $500 transfer to Europe can carry the 5% international fee plus a 4% conversion spread. Do the math before you send.

Instant Transfer to a Bank

Once money lands in a PayPal balance, moving it to a bank account is free with a standard transfer that takes one to three business days. Instant transfer costs 1.75% of the amount, with a minimum of $0.25 and a maximum of $25.2PayPal. PayPal Consumer Fees For a $1,000 payout, that’s $17.50 to skip the wait.

How Much You Can Send

An unverified PayPal account can send a total of up to $4,000 in a one-time payment.3PayPal. What’s the Maximum Amount I Can Send With My PayPal Account? That is a cumulative ceiling, not a per-transaction one, so regular users reach it quickly.

Verifying your account removes the overall cap. You can send up to $60,000 in a single transaction, though PayPal sometimes limits individual transactions to $10,000.3PayPal. What’s the Maximum Amount I Can Send With My PayPal Account? Verification requires a government-issued photo ID and proof of address from the past 12 months, with review usually taking about two business days.4PayPal. How Do I Confirm My Identity? (CIP)

You Have No Purchase Protection

This is where the option turns costly. Friends and family payments are explicitly excluded from PayPal’s Purchase Protection program.5PayPal. PayPal’s Purchase Protection Program The dispute process that lets you recover money when an item never arrives or doesn’t match its description does not apply. PayPal will not mediate, investigate, or recover your funds.

The risk sits entirely with the sender. Pay a stranger $300 for a pair of sneakers as friends and family, and if the shoes never ship, PayPal’s answer is that you chose the wrong payment type. Your only recourse is asking the recipient to voluntarily send the money back.

A Credit Card Chargeback Is Not a Clean Backup

Some senders assume they can fall back on a credit card chargeback. Your card issuer does make the final call on chargebacks, but this triggers a chain reaction at PayPal. If the chargeback succeeds, PayPal pulls the full amount plus fees from the recipient’s account, and if that balance is empty, PayPal may pursue collection or freeze the account.1PayPal. PayPal User Agreement Using chargebacks to dispute personal payments you knowingly sent can also cause PayPal to restrict your own account.

Scams That Target This Payment Type

Scammers gravitate to friends and family because it strips away buyer protection. PayPal specifically warns about several patterns.6PayPal. What Are ‘Friends and Family’ Payment Scams?

  • Sellers on marketplaces or social media asking you to pay via friends and family to “save on fees” or “speed things up.” The item never arrives and you have no dispute rights.
  • Impersonation of a government agency, utility, or PayPal itself, claiming you owe money and directing you to send a personal payment. Legitimate organizations do not collect this way.
  • Romance scams, where a relationship built online turns into an urgent request for money sent as a personal payment because it cannot be reversed.
  • Fake rental listings requesting a deposit through friends and family to “secure” the property.
  • Investment schemes, often involving cryptocurrency, that route the initial payment through friends and family.

The common thread is urgency paired with a specific request to use the personal payment option. Anyone who insists on friends and family for something other than a genuine personal transfer is trying to remove your protections.

Can You Get the Money Back

Usually no, but timing matters. If the payment was sent to an email address or phone number that isn’t linked to a verified PayPal account, it stays unclaimed and you can cancel it. Go to your Activity page, find the pending payment, and click Cancel.7PayPal. Why Is the Payment I Sent Pending or Unclaimed? Can I Cancel It? After 30 days unclaimed, PayPal cancels it automatically and returns the money to your original funding source.

Once the recipient accepts the payment, it’s final. PayPal will not open a dispute for friends and family transfers.8PayPal. What Can I Do if I Sent a Payment to the Wrong Person? Whether the recipient was a scammer or simply the wrong person on your contact list, the platform’s advice is the same: contact them and ask for the money back.

Taxes on Personal Payments

Friends and family payments are not reported to the IRS on Form 1099-K. That form covers payments received for goods and services through third-party payment networks, and personal transfers fall outside the definition of a reportable transaction under 26 U.S.C. ยง 6050W.9Office of the Law Revision Counsel. 26 USC 6050W – Returns Relating to Payments Made in Settlement of Payment Card and Third Party Network Transactions The current 1099-K reporting threshold for business payments is more than $20,000 across more than 200 transactions in a calendar year, restored by the One Big Beautiful Bill Act.10Internal Revenue Service. IRS Issues FAQs on Form 1099-K Threshold Under the One, Big Beautiful Bill None of that applies to genuinely personal transfers. Selecting the correct payment type is what keeps them out of the reporting pipeline.

Reimbursements and small transfers are not income and not gifts in the tax sense. Actual gifts fall under gift tax rules, but the 2026 federal annual exclusion is $19,000 per recipient, and even amounts above it rarely produce any tax owed because of the lifetime exemption.11Internal Revenue Service. What’s New – Estate and Gift Tax Recipients never owe income tax on gifts regardless of amount.

How to Send One

Log in to PayPal and click the Send & Request tab. Enter the recipient’s email address or mobile number. Type the dollar amount and pick your funding source: bank account, PayPal balance, or a card. The next screen asks whether you’re paying for an item or sending money to someone you know. Choose the friends and family option.

Review the total on the confirmation screen. If you’re paying with a card, the fee will be itemized there. Click Send Payment Now to complete the transfer. Funds from a balance or bank-funded transfer typically appear in the recipient’s account within minutes.

If you pick goods and services by mistake, the recipient gets hit with a processing fee and the payment enters a different pipeline with seller obligations attached. Check the payment type on the review screen before you confirm.
