Passport Renewal from Minor to Adult: DS-11, Fees, Timeline

If your only U.S. passport was issued before you turned 16, the passport renewal from minor to adult is not actually a renewal at all. The State Department treats it as a first-time adult application, which means filing Form DS-11 in person, bringing original citizenship and identity documents, and paying $165 for a passport book. Routine processing runs four to six weeks, and that clock does not include mailing time on either end.

Why You Can’t Just Mail It In

The mail-in renewal form, DS-82, requires you to certify that your most recent passport was issued when you were 16 or older. Passports issued to children under 16 are only valid for five years, and because you never held a full-validity adult document, you fall outside DS-82 eligibility.1U.S. Department of State. One boundary worth checking before you go further: if your passport was actually issued at age 16 or 17, you hold a ten-year adult-validity passport and may qualify to renew by mail with DS-82 once it expires or nears expiration. Look at the issue date on your old passport first. Everyone else, including anyone whose passport was issued at 15 or younger, is on the DS-11 in-person track.

Documents to Gather

You have to prove two separate things at your appointment: that you are a U.S. citizen and that you are the person named on the citizenship document.

Proof of Citizenship

Your old minor passport is the easiest evidence, and it still works even if it has expired, as long as it is undamaged.3U.S. Embassy & Consulates. Proof of Identity

A current driver’s license or state ID is the standard identity document. Bring the original plus a photocopy of the front and back on a single sheet of plain white paper.5eCFR. 22 CFR 51.23 – Identity of Applicant Other government-issued photo IDs also work.

The Passport Photo

Photos are one of the top reasons applications get bounced. You need one color photo, two inches by two inches, taken within the past six months, on a plain white or off-white background with no shadows. Glasses have to come off, prescription included. The only exception is a signed doctor’s note. Head coverings are only allowed for daily religious wear (bring a signed statement) or medical reasons (bring a doctor’s note). No filters, no software edits, no AI touch-ups. The photo has to be printed on photo paper; a scan or copy of a print will be rejected.

Filling Out Form DS-11

DS-11 is the application for anyone applying in person, including first-time adult applicants.7U.S. Department of State. Application for a U.S. Passport You can complete it online and print it, or pick up a paper copy at an acceptance facility. If you write it out by hand, use black ink.

The form asks for your full legal name, date and place of birth, Social Security number, and your parents’ names and birth information. The parental information is required no matter how old you are; it helps verify citizenship. Do not sign the form at home. The signature has to go on in front of the acceptance agent. If you sign it beforehand, the form is void and you start over with a fresh copy.

What Happens at the Appointment

Federal regulations require you to appear in person to execute the application.9eCFR. 22 CFR 51.21 – Execution of Passport Application Acceptance facilities include post offices, clerks of court, public libraries, and other local government offices. Bring your unsigned DS-11, your citizenship evidence, your ID and the photocopy, your photo, and payment. The agent reviews everything, administers an oath, watches you sign, seals the packet, and sends it to the State Department. Your old passport and original documents get mailed back to you separately once processing is done.

What It Costs

The total splits into two payments that often go to two different payees:

  • Application fee for a passport book: $130, paid to the U.S. Department of State.
  • Execution fee: $35, paid to the acceptance facility.

That comes to $165 for a book. Adding a passport card at the same time raises the application fee to $160 (total $195 with execution). A card by itself is $65 total.10U.S. Department of State. Passport Fees All of it is nonrefundable, even if the application is denied.

The passport card only works for land and sea travel to Canada, Mexico, the Caribbean, and Bermuda. It cannot be used for international flights. If there is any chance you will fly abroad, get the book. Adding the card to a book application costs only $30 more and can be worth it near the Canadian or Mexican border.

How Long It Actually Takes

Those windows only cover time at the State Department. Mailing can add up to two weeks for your packet to reach the agency and another two weeks for the finished passport to reach you. A routine application quoted at four to six weeks can realistically take eight to ten from appointment day to passport in hand. Track your application through the Bureau of Consular Affairs portal once it is in the system, and do not book international travel that assumes the shorter number.

If Your Name Has Changed Since Your Minor Passport

If the name you use now doesn’t match the name on your old passport or birth certificate, you need to bridge the gap with a certified marriage certificate, divorce decree, or court order of legal name change.13U.S. Department of State. Without one of those documents, the process gets heavier. You need Form DS-60, an affidavit signed by two people who have known you under both names, plus at least three certified or original public records showing five or more years of use of the new name. This is a common stall point. If a legal name change is coming, doing it through the courts first will make the passport application much simpler.

Faster Options if You Left It Late

If routine or expedited timing won’t work, two higher-priority tracks exist, both requiring an appointment at a regional passport agency rather than a local acceptance facility.

  • Life-or-death emergency service is only for situations where an immediate family member abroad has died, is dying, or has a life-threatening illness or injury. Regional passport agencies sit only in major cities, and appointment slots go quickly. If your trip is less than six weeks away, select expedited service at a minimum when you file your DS-11. The most common mistake is waiting until travel is booked before starting the application; the earlier you file, the less any of this matters.
