Passport Name Doesn’t Match Social Security Card: Fixes and Costs

If your passport name doesn’t match your Social Security card, fix the Social Security card first, then update the passport. Federal agencies — the IRS, the State Department, employers running E-Verify, and state DMVs — all verify names against Social Security Administration records, so the SSA update is the foundation everything else is built on. Doing it in the other order can force you to redo work you’ve already paid for.

Why the Social Security Card Comes First

The SSA sits at the center of your federal identity record. When you apply for a passport, the State Department requires your Social Security number on the application and checks it against SSA data. If you file for a passport in your new name while the SSA still shows your old name, you’re asking one federal agency to issue a document that conflicts with what another federal agency has on file.

The reliable sequence after any legal name change is Social Security card, then passport, then driver’s license and everything downstream. Getting that order wrong doesn’t just slow things down. It can mean starting over.

Updating Your Social Security Card

Changing your name with the SSA is free. You complete Form SS-5, the Application for a Social Security Card, listing your new legal name, your name at birth, and any other names you’ve used.1Social Security Administration. Application for Social Security Card Form SS-5

With the form, you submit originals or agency-certified copies of three things:

  • Proof of the name change itself — a marriage certificate, divorce decree, or court order showing both your old and new names.
  • Proof of identity, such as a U.S. driver’s license, state ID, or U.S. passport.
  • Proof of citizenship or immigration status, typically a U.S. birth certificate or U.S. passport for citizens, or a current DHS document for noncitizens.

Photocopies and notarized copies are not accepted. Only originals or copies certified by the issuing agency will work.1Social Security Administration. Application for Social Security Card Form SS-5 Depending on your situation, you may be able to start online; otherwise you can submit in person at a local SSA office or by mail.2Social Security Administration. Change Name with Social Security The new card usually arrives within 7 to 14 days after approval.

Wait for the new card to arrive before you send in a passport application. That’s what makes the sequence work.

Updating Your Passport

Which form you use depends on when your current passport was issued and how long ago your name changed. Three paths, and choosing the wrong one wastes both time and money.

Name Change Within a Year of Passport Issuance

If your passport was issued less than one year ago and your name changed during that same year, use Form DS-5504. This is the simplest route, and there is no application fee unless you request expedited processing.3U.S. Department of State. DS-5504 Form Mail the form with your current passport, a certified copy of the name-change document, and a new passport photo.4U.S. Department of State. Change or Correct Your Passport Information

Name Change More Than a Year After Issuance

If your passport was issued within the last 15 years, was issued when you were 16 or older, hasn’t been reported lost or stolen, and isn’t damaged, you can renew by mail using Form DS-82. Include your most recent passport, a certified copy of your legal name-change document, and a new photo.5U.S. Department of State. Renew Your Passport by Mail The application fee for an adult passport book is $130.6U.S. Department of State. United States Passport Fees for Acceptance Facilities

Send a DS-82 through USPS. The processing address is a P.O. Box and won’t accept FedEx or UPS. You also can’t submit DS-82 at a passport acceptance facility.5U.S. Department of State. Renew Your Passport by Mail

First-Time or Otherwise Ineligible for Renewal

If your passport doesn’t meet the DS-82 criteria, or you’ve never had a passport, you’ll apply in person using Form DS-11 at a passport acceptance facility. The $130 application fee is joined by a $35 acceptance fee, so plan on at least $165 before any add-ons.6U.S. Department of State. United States Passport Fees for Acceptance Facilities You’ll also need proof of U.S. citizenship, like a birth certificate, alongside the name-change document and photo.

How Long It Takes

Standard processing runs 4 to 6 weeks. Expedited service is 2 to 3 weeks for an extra $60. Neither figure includes mailing time, which can add several days on each end.7U.S. Department of State. Passport Fees If you have travel booked, work backward from the trip date.

What a Mismatch Actually Costs You

People let name updates slide, and the fallout tends to land at the worst moments.

Tax Returns

The IRS matches your return’s name and Social Security number against SSA records. When they don’t line up, processing and any refund stall. The IRS says so directly: if you’ve changed your name but haven’t updated it with the SSA yet, file under your former name to avoid the delay.8Internal Revenue Service. Name Changes and Social Security Number Matching Issues That’s a workable patch for one filing season. It gets messy if it drags on.

Starting a New Job

Employers using E-Verify check your name and Social Security number against federal databases when you’re hired. A mismatch produces a Tentative Nonconfirmation, and you then have 10 federal working days to decide whether to contest it and begin resolving the case, which may require a trip to your local SSA office.9E-Verify.gov. How to Process a Tentative Nonconfirmation (Mismatch) Your employer can’t fire you or hold your pay while the case is open, but the process is stressful and completely avoidable by updating the SSA before you start.

Airport Security

TSA requires the name on your boarding pass to match the name on the ID you present at the checkpoint.10Transportation Security Administration. Frequently Asked Questions Book a flight in one name while your ID shows another and you’re looking at extra screening at best. For domestic travel, carrying your marriage certificate or court order as a bridge document can sometimes help, but it isn’t guaranteed. For international travel, your passport name has to match your ticket. There’s no workaround.

After the Card and Passport: What Else to Fix

The SSA update and the new passport are the anchor documents. Several others depend on them.

Driver’s License

Your state DMV will want to see your updated Social Security card or your legal name-change document before issuing a corrected license. Corrected-license fees vary by state, typically $5 to $27. Under REAL ID, the DMV verifies your name against SSA records, so updating the SSA first isn’t optional.

Trusted Traveler Programs

Global Entry, NEXUS, SENTRI, and TSA PreCheck through Customs and Border Protection all require a name update through CBP after your passport is updated. Submit an inquiry through CBP’s customer support site, select “Change my name due to marriage/divorce/legal” as the issue, and upload a color image of the photo page from your new passport.11Trusted Traveler Programs. Frequently Asked Questions Until your Trusted Traveler account reflects the new name and passport number, TSA PreCheck won’t print on your boarding passes. A lot of travelers miss this step.

Medicare and Health Insurance

Medicare records are tied to your Social Security information, so a name change with the SSA should carry over to Medicare. You may still need to contact Social Security to confirm the update went through, even if you don’t currently draw Social Security benefits.12HHS.gov. How Do I Report a Change of Name or Address to Medicare Private insurers and employer-sponsored plans need to be updated on their own.

When the Mismatch Is a Clerical Error, Not a Name Change

Not every mismatch comes from marriage or divorce. Sometimes a document was wrong from the start — a transposed letter or a missing hyphen on a birth certificate that quietly followed you through every record built on top of it. In that case, the SSA-first sequence still applies, but you need a corrected source document first. Contact the issuing vital records office to get the birth certificate (or other originating document) fixed, and then work through the SSA update using that corrected record as your proof.
