Parent PLUS Loan Forgiveness for Disability: Proof, Process, and Taxes

A Parent PLUS loan can be forgiven for disability, but only if the parent who borrowed the money is totally and permanently disabled. Parent PLUS loan forgiveness for disability runs through the federal Total and Permanent Disability (TPD) discharge program, and the rule that trips up most families is this: the discharge is based on the borrower’s disability, not the student’s. If your child becomes disabled, your obligation on the PLUS loan continues. If you, the parent, meet the federal definition of total and permanent disability, the loan can be wiped out entirely.1ACL. Parent PLUS loans are Direct Loans, and the TPD regulation at 34 CFR ยง 685.213 covers Direct Loans without carving out PLUS.2GovInfo. 34 CFR 685.213 So eligibility is not the question. Documentation is.

Three Ways a Parent Can Prove Total and Permanent Disability

Federal rules recognize documentation from the Department of Veterans Affairs, the Social Security Administration, or a licensed medical professional.3Federal Student Aid. TPD Discharge Information Each route has its own standard.

VA Disability Rating

A veteran qualifies if the VA has determined they have one or more service-connected disabilities rated 100% disabling, or if they have a total disability rating based on individual unemployability (TDIU). The recommended documentation is the VA’s Benefit Summary and Service Verification Letter, available on the VA website.4Federal Student Aid. Total and Permanent Disability Discharge

The VA route is the cleanest. The Department of Education runs data matches with the VA, identifies eligible veterans, and discharges their loans automatically after sending a notification letter. The veteran can opt out but does not need to apply. There is no post-discharge monitoring period for the VA pathway.4Federal Student Aid. Total and Permanent Disability Discharge

Social Security Administration Determination

Receiving SSDI or SSI is not enough by itself. The parent must meet one of these conditions:3Federal Student Aid. TPD Discharge Information

  • The SSA has scheduled the next continuing disability review five to seven years out.
  • The next review is scheduled in three years.
  • The medical onset date for SSDI or SSI was at least five years before applying for TPD discharge.
  • The borrower qualifies under the SSA’s compassionate allowance designation.
  • The borrower is now on retirement benefits but met one of the above conditions immediately before transitioning from disability to retirement.

Required documentation is a copy of the SSA notice of award or a Benefits Planning Query. As with veterans, the Department of Education runs quarterly SSA data matches and can discharge loans automatically for borrowers flagged as “medical improvement not expected,” unless the borrower opts out within 60 days of notification.5Federal Student Aid. Medical Professional Certification

Parents who lack a qualifying VA rating or SSA determination can have a licensed medical professional certify their disability on the TPD Discharge Application. The certifier must be an MD, DO, nurse practitioner, physician assistant, or a certified psychologist practicing at the independent level.3Federal Student Aid. TPD Discharge Information

The federal standard is strict. The professional must attest that the borrower cannot engage in any substantial gainful activity because of a physical or mental impairment that is expected to result in death, has lasted at least 60 continuous months, or is expected to last at least 60 continuous months.3Federal Student Aid. TPD Discharge Information That standard can differ from what qualifies someone for private disability insurance or other public benefits, so the certifier must be attesting specifically to this federal definition.

A key deadline: the application must reach the Department within 90 days of the professional’s certification date, or it can be rejected as stale.6U.S. Department of Education. TPD Issue Paper

How to Apply and What Happens to Payments

Applications go through StudentAid.gov/disabilitydischarge. The Department recommends the digital application, which lets the medical certifier sign through DocuSign, but paper forms can be uploaded through the Document Upload Tool, faxed to 540-212-2415, or mailed to the U.S. Department of Education, P.O. Box 300010, Greenville, TX 75403. Questions go to the TPD discharge line at 1-888-303-7818.3Federal Student Aid. TPD Discharge Information7Federal Student Aid. Borrowers identified through automatic VA or SSA data matches do not need to apply at all. If you receive an opt-out notification and take no action within 60 days, the discharge processes on its own. After Discharge

No More Income Monitoring

The three-year post-discharge income monitoring rule that once applied to borrowers who qualified through SSA or physician certification is gone. The Department eliminated it permanently effective July 1, 2023.9TICAS. What Can Still Reinstate the Loan

Two situations can still bring a discharged loan back. First, if you take out new federal student loans within three years of the discharge, including a new Parent PLUS loan for another child, the prior loans can be reinstated.10ACL. Student Loan Forgiveness Just Got Easier for These Borrowers

After the three-year window closes, you can borrow new federal student loans without jeopardizing the discharge, but you have to provide a doctor’s certification that you can engage in substantial gainful activity and acknowledge that the new loans will not be dischargeable based on your current disability.8The College Investor. Taxes

Amounts discharged through TPD are not federal taxable income. The One Big Beautiful Bill Act, signed July 4, 2025, made this exclusion permanent for discharges after December 31, 2025.12American Council on Education. Expect Delays Right Now

The TPD program has been struggling since the Department of Education moved processing away from Nelnet under the Unified Servicing and Data Solution initiative. All TPD discharge processing was paused from December 20, 2024, through early March 2025 during the transition.14Student Loan Borrower Assistance. The Department of Education Pauses Processing of TPD Discharges

Processing officially restarted in March 2025, but the National Consumer Law Center has reported erroneous denials (particularly for applications flagged as having medical certifications older than 90 days), failures to place applicants in the mandatory forbearance during review, and poor communication about application status.15Forbes. Major Student Loan Discharge Program Is Crumbling Under New System Some borrowers have faced delinquency because their servicers were never told to stop billing.

Practical steps: get the application in well within the 90-day certification window, keep copies of everything you submit, confirm with your servicer that your account is in forbearance during review, and follow up if you receive no updates. If a denial arrives that appears to hinge on a stale certification date when your paperwork was timely, treat it as an error worth challenging rather than a final answer.16TICAS. If Disability Doesn’t Apply, Other Parent PLUS Forgiveness Routes

TPD is the disability-based route. If the parent borrower is not disabled, or the disability is the student’s, a few other options exist, though they are narrower than what students with their own loans have access to.

  • Public Service Loan Forgiveness is available to Parent PLUS borrowers who work full-time for a qualifying government or 501(c)(3) employer, but only after consolidating the Parent PLUS loans into a Federal Direct Consolidation Loan. Once consolidated, the only income-driven plan open to Parent PLUS is Income Contingent Repayment, and PSLF requires 10 years of qualifying payments on that plan.17Student Loan Borrower Assistance. Total Permanent Disability
  • A Parent PLUS loan is discharged on the death of the parent borrower or the death of the student the loan was taken out for. If both parents are obligated, both must die for the death discharge to release a surviving co-borrower.18Student Loan Borrower Assistance. Will My Student Loan Be Discharged if I Die
  • After consolidation into ICR, any remaining balance is forgiven after 25 years of qualifying payments, though the tax treatment of that forgiveness is not the same as the TPD exclusion.

Parent PLUS loans are not eligible for SAVE, PAYE, or IBR, which is why the strategies available to a Parent PLUS borrower are more limited than those available to the student.
