Parent PLUS Loan Disability Discharge: Eligibility, Proof, and Applying

A parent who borrowed a federal Parent PLUS loan can have that debt wiped out through a Total and Permanent Disability (TPD) discharge if the parent borrower is totally and permanently disabled. The Parent PLUS loan disability discharge turns on the parent’s own condition, not the student’s, and the forgiven balance is not treated as federal taxable income. Applications go through StudentAid.gov.

Whose Disability Has to Qualify

This is the point most families get wrong. The disability that matters is the borrower’s. If your child becomes disabled, that does not discharge the Parent PLUS loan you took out for their education. Only your disability, as the parent who signed for the loan, opens this door.1Federal Student Aid. Total and Permanent Disability Discharge

If both parents borrowed separately for the same student, each parent’s loans are handled independently. One parent qualifying for TPD does not discharge the other parent’s debt; each has to meet the disability standard on their own record.2Education and Career Advancement of the Poor New York. The legal standard is a physical or mental impairment that prevents you from engaging in substantial gainful activity, meaning paid work involving significant physical or mental effort. The impairment must also meet one of three severity thresholds: it is expected to result in death, it has already lasted at least 60 continuous months, or it can be expected to last at least 60 continuous months.1Federal Student Aid. Three Ways to Prove You Qualify

The Department of Education accepts documentation from three sources. Pick the one that fits your situation.

VA Documentation for Veterans

If you are a veteran with a VA determination showing either a service-connected disability rated at 100% disabling or a total disability rating based on individual unemployability, that alone qualifies you. The VA route also skips the post-discharge restrictions that apply to the other two pathways.1Federal Student Aid. Total and Permanent Disability Discharge

Social Security Records

Receiving SSDI or SSI is not enough by itself. You need an SSA notice of award or a Benefits Planning Query showing one of the following: your next scheduled continuing disability review is set for three to seven years out, your medical onset date is at least five years before your TPD application, or you qualified through a compassionate allowance.3Federal Student Aid. If you transitioned from SSA disability benefits to retirement benefits, you can still qualify, as long as you met the disability criteria immediately before the switch.4Administration for Community Living. TPD Discharge Webinar Slides

Certification by a Medical Professional

A licensed MD or DO, a nurse practitioner, a physician assistant, or a certified psychologist practicing independently can certify that you meet the standard: unable to engage in any substantial gainful activity, with an impairment that meets one of the three severity thresholds. One deadline matters here. The signed application has to reach the Department of Education within 90 days of the professional’s signature, or the certification goes stale.5Federal Student Aid. The Automatic SSA Match

Since September 2021, the Department of Education has run a data match with the Social Security Administration and identifies eligible borrowers automatically. If you are flagged through that match, you do not have to apply. The Department sends a notification letter, and unless you opt out within 60 days, the loans are discharged on their own.6Federal Student Aid Partners. How to Apply

The straightforward path is to log in at StudentAid.gov and complete the TPD Discharge Application online. A paper version is also available; mail it to the Department of Education at P.O. If you are using the medical certification route, you enter your professional’s email address in the online form, and they receive a DocuSign link to sign the certification. Once your application is in, loan holders are told to stop requiring payments for up to 120 days while the review happens. You can track status through the “My Activity” section of your StudentAid.gov dashboard. If the application is incomplete or denied, you have 12 months to ask for re-evaluation or send new documentation; after that, you have to start over with a new application.5Federal Student Aid. After the Discharge

The income-monitoring period that used to follow every TPD discharge is gone. It was waived in 2021 as a pandemic measure and then permanently eliminated by regulation in July 2023. You are not required to report income after your discharge, and your loans will not be reinstated because you started earning again.9The Institute for College Access and Success. One trap does remain. If your discharge came through the SSA route or a medical professional’s certification, for three years after the discharge, taking out any new federal student loan will reinstate the debt that was forgiven. That includes a new Parent PLUS loan for another child.10Administration for Community Living. Borrowing again during that three-year window is possible but requires paperwork. You need a letter from an MD or DO stating that you can once again engage in substantial gainful activity, plus a signed acknowledgment that a future discharge based on the same condition is off the table unless the condition significantly deteriorates.1Federal Student Aid. Taxes on the Discharged Amount

Federally, the discharge is not taxable income. The One Big Beautiful Bill Act, signed into law on July 4, 2025, made the exclusion for total and permanent disability discharges permanent by amending IRC §108(f)(5), covering both federal and private education loans. Lenders should not issue a Form 1099-C for these discharges, though it is worth keeping the discharge paperwork for your files.11Thomson Reuters Tax. If You Don’t Meet the TPD Standard

Total and permanent disability is a high bar. If your condition falls short of it, other paths exist for Parent PLUS borrowers.

Consolidate Before the June 2026 Deadline

Parent PLUS loans are not directly eligible for most income-driven repayment plans, but consolidating them into a Direct Consolidation Loan has historically opened access to Income-Contingent Repayment, and through it, potential routes to Income-Based Repayment and Public Service Loan Forgiveness. The One Big Beautiful Bill Act set a hard cutoff: to preserve that access, a Parent PLUS consolidation loan must be disbursed by June 30, 2026.13Federal Student Aid. Death Discharge

A Parent PLUS loan is discharged in full if the parent borrower dies, and also if the student the loan was taken out for dies. Unlike TPD, this one responds to either party’s death.17Ed Financial. Complete List of Discharge Options

Bankruptcy

Student loans are harder to discharge in bankruptcy than most consumer debts, but not impossible. You file a separate adversary proceeding inside the bankruptcy case and show that repayment would cause undue hardship. In November 2022, the Department of Justice issued guidance meant to simplify the process, using a standardized attestation form and directing government attorneys to stipulate to the facts supporting discharge when the evidence supports it. Judges can grant full or partial discharge even if the DOJ does not recommend it.18Student Loan Borrower Assistance. Bankruptcy and Student Loans
